HomeMy WebLinkAbout8/7/2002 - STAFF REPORTS (7) DATE: August 7, 2002 TO: City Council FROM: Executive Director- Airports and Director of Procurement and Contracting APPROVE CONTRACTING FOR SHADE STRUCTURE FOR THE DOWNTOWN PARKING STRUCTURE RECOMMENDATION: That City Council approve contracting with Birdair on a sole source basis for sixteen Birdair Boulevard BSS48 Teflon-coated fiberglass membrane shade structure units at a cost of$123,054. SUMMARY: City staff and project consultants have explored alternatives for incorporating shade structures on the upper level of the new parking structure. The solution recommended comprises the same Teflon coated fiberglass material utilized for the roof of the new airport terminal. Birdair is the only source for the material, which is warranted for a 20-year period. It is recommended that City Council approve contracting with Birdair for the shade structures for the downtown parking structure. BACKGROUND: City staff and project consultants have explored alternatives for providing shade structures on the upper level of the new parking structure. Critical design elements that have emerged from this process include provision of shaded parking on the upper level of the structure for employees of downtown businesses; provision of adequate lighting for safety, a "Palm Springs" look and maintainability. Section 7.04.020 of the Palm Springs Municipal Code states that, "A contract may be awarded without competition when the action is made after conducting a good faith search of available sources, that there is only one source for the required item or service." Although there are other vendors that sell shade structures which are comparable from other aspects, only Birdair produces a product utilizing materials that meet our warranty and maintenance requirements. Therefore, we recommend that Birdiar be approved as the sole source for this product. The budget for the 18 shade structure units is encompassed in the parking structure design is $117,000. Negotiations with Birdair for the 18 Boulevard BSS48 Teflon-coated fiberglass membrane shade structure units resulted in a cost of $138,435. Staff negotiated an alternate proposal with Birdair that is closer to the City's budgeted amount. Birdair will provide 16 of the units and the embedments for the remaining two units at a cost of$123,054. Staff recommends that City Council approve contracting with Birdair for sixteen shade structure units at a cost of$123,054 at this time. If sufficient savings are achieved in the construction budget 1 the remaining two units can be added later at a cost of$15,381 (the shade structure units must be purchased in pairs).
