DOWNTOWN PARKING STRUCTURE - REJECT ALL BIDS FOR SITE CONCRETE
RECOMMENDATION:
It is recommended that City Council reject all bids received for Trade Bid Package #22 - Site
Concrete for construction of the Downtown Parking Structure.
SUMMARY:
The single responsive bid received for Site Concrete, Trade Bid Package#22, was over 2'h times
the amount budgeted for the work. Staff recommends City Council reject all bids. A proposed
solution for contracting for the work is discussed in a separate staff report.
BACKGROUND:
Two bids were received by the 4:00 PM, June 181h deadline for receipt of bids for Trade Bid
Package #22 - Site Concrete.
They were as follows:
A non-responsive bid from Archuleta Concrete in the amount of $186,662 lacked the
required bid bond as well as other required documentation.
A bid was also received from Contreras Construction Company in the amount of$312,222.
The dollar amount of this bid far exceeded the budget figure of$121,419 for Site Concrete.
It is therefore recommended that City Council reject all bids .

I HEREBY CERTIFY that this Minute Order rejecting all bids received for Trade Bid Package#22-
Site Concrete for construction of the Downtown Parking Structure, was approved by the City
Council of the City of Palm Springs, California, in a meeting thereof held on the 10th day of July,
2002.

APPROVE CHANGE ORDER FOR SITE CONCRETE WORK FORTHE DOWNTOWN PARKING
STRUCTURE
RECOMMENDATION:
It is recommended that City Council approve a change order in the amount of$189,000 to Coan
Construction, Inc. for the Site Concrete work for the Downtown Parking Structure.
SUMMARY:
Bids for the Site Concrete work for the Downtown Parking Structure were either non-responsive
or substantially over budget. Staff recommends approving the work by change order to Coan
Construction, the successful bidder for structural concrete (Trade Bid#7). Approval of the change
order will keep the project moving in accordance with the established construction schedule and
will provide the additional advantage of having the same contractor responsible for both site and
structural concrete.
BACKGROUND:
Bids received June 18`h for Trade Bid Package#22 -Site Concrete were either non-responsive or
substantially over budget.
In order to avoid the negative impact of re-advertising for bids on the project construction schedule
staff recommends awarding a change order for the work to Coan Construction, the successful
bidder for Trade Bid Package #7 - Concrete and Reinforcing (structural concrete).
Coan Construction and Petersen Brothers Construction, the successful bidder for Trade Bud#23-
Concrete Pavers, pre-qualified for the Site Concrete work during the City's pre-qualification
process but neither submitted bids for Site Concrete by the bid deadline. Petersen and Coan were
asked to propose change orders amounts for incorporating the Site Concrete into their existing
scope of work. The proposed prices for the work were virtually the same. Since Coan
Construction is already mobilized and on-site, staff believe they are better placed to incorporate
the additional work into their schedule with the least impact on the overall construction schedule
and recommend award of a change order to Coan for the work in the amount of$189,000. Coan's
resultant total contract amount, combining the previously-awarded structural concrete amount with
the additional site concrete work, will be $2,213,000.
Approval of the change order will keep the project construction time-line intact and will result in a
single contractor being responsible for closely related work - structural concrete (concrete and
reinforcing) and site concrete.
Staff recommends City Council approve a change order in the amount of $189,000 to Coan
Construction to incorporate the Site Concrete work into the scope of the existing Concrete and
Reinforcing contract.
Funds are available in account#4463-50201 - Downtown Parking Structure.
A revised project bid and award schedule is attached.
It should be noted that additional informal bids have been added to the bid and award schedule as
follows:
Trade Bid #11 - Waterproofing from Al Miller & Sons Roofing in the amount of$23,577;
Trade Bid #6 - Asphalt Paving from Contreras Construction Company in the amount of
$27,715.
