Attached for your information are copies of all proclamations which have been
issued from January 2002 to date.

WHEREAS, on January 15, 1929, Martin Luther King,Jr., was born, destined to
make our world a greater and more noble one. He dedicated his life to ending the injustice
of racism, gracing the world with his vision of a land guided by love instead of hatred and
by acceptance instead of intolerance; and
WHEREAS,nearly four decades ago,Dr.King described his goals most eloquently
in his famous "I Have a Dream" speech at the historic Civil Rights March on Washington.
The impassioned plea that rose from the steps of the Lincoln Memorial that summer day
stirred the entire Nation, awakening people everywhere to turn from the scourge of racism
to embrace the promise of opportunity and democracy for all. He prophetically described
a future in which our children are judged"not by the color of their skin, but by the content
of their character." His unparalleled commitment to justice and nonviolence challenged us
to look deeply within ourselves to find the roots of racism; and
WHEREAS, throughout his all too brief life, Martin Luther King, Jr., often
confronted powerful and even violent opposition, sacrificing his liberty,his personal safety,
and, ultimately, his life for the cause of freedom. Though an assassin's bullet silenced him
forever at the young age of 39, Dr. King's words and deeds continue to live on within each
of us. We, the inheritors of the fundamental rights he helped to secure, are forever grateful
for his legacy; and
WHEREAS, today we live in a nation that is stronger because of Dr. King's work.
Unfortunately,there is still much division in this great land. Even though the signs that once
segregated our communities have been removed, we are still far from achieving the world
for which Dr. King struggled, toiled, and bled. He did not live and die to create a world in
which people kill each other with reckless abandon. He did not live and die to see families
destroyed,to see communities abandoned,and to see hope disappear. If we are to be faithful
to Dr. King's vision, we must each seize responsibility for realizing the goals he worked so
tirelessly to fulfill. Dr. King's valiant struggle for true equality will be won, not by the
fleeting passion of eloquent words,but by the quiet persistence of individual acts of decency,
justice, and human kindness. We must carry the power of his wisdom with us, not only be
celebrating his birthday, but also by inscribing its meaning upon our hearts, teaching our
children the value and significance of every human being.

WHEREAS, Temple Isaiah was founded in 1947 and it has served the entire community
with dignity for over 50 years, while earning the respect of all; and
WHEREAS, Temple Isaiah is one of the few synagogues in the world serving all three
branches of denominations of Judaism: Orthodox, Conservative and Reform; and
WHEREAS,both the Men's Club and Sisterhood continue to provide fellowship among their
members in support of the Temple; and
WHEREAS,the Early Education Center andthe Hebrew School offer academic andreligious
schooling for children of all faiths; and
WHEREAS,Temple Isaiah offers a prestigious lecture series with speakers of national and
international recognition open to all persons in the Coachella Valley; and
WHEREAS,the Jewish Community Center offers programs that appeal to people of varied
interests. Classes, concerts, trips to museums,the Palm Springs International Jewish Film Festival
with new events constantly being added; and
WHEREAS, Temple Isaiah reaches out to the entire Coachella Valley for a better
understanding of all religions; and
WJIEREAS,Temple Isaiah continues to be a center of learning by providing adult classes
to better understand our heritage and future; and
WHEREAS,Rabbi Joseph M. Hurwitz was elected in 1958 and served 40 years. Rabbi
Jordan S. Ofseyer was elected in 1999 and continues to serve the Temple with the same love,
devotion and goodwill toward all faiths.
NOW, THEREFORE, I, WILLIAM G. KLEINDIENST, Mayor of the City of Palm
Springs, California, by the power vested in me, do hereby proclaim January 25 and 26, 2002 to be:

in our fair city, and congratulate Temple Isaiah on 50 years of service to our community,

WHEREAS, in 1921, Carter G. Woodson, the "Father of Black History,"
established the Association for the Study of Afro-American Life History in
Washington, D.C., which began the practice of observing the history of
African Americans in the month of February; and
WHEREAS,the month of February was selected in honor of the birthdays
of our great Presidents George Washington and Abraham Lincoln, as well
as the renowned Frederick Douglass, a great abolitionist and most
impressive orator; and
WHEREAS, Black History Month helps to increase awareness of the history
and culture of African Americans, as well as the substantial contributions
they have made to society, such as: the invention of the cotton gin by Eli
Whitney; the ability to store blood for transfusions which saves millions of
lives, made possible by Dr. Charles Drew's research in blood plasma; and
the invention of the traffic signal by Garrett A. Morgan; and
WHEREAS, Black History is also rich with the legendary athletic
performances and artistic contributions of many African American men and
women; and
WHEREAS, the significant history and enriching culture of African
Americans will be recounted and celebrated throughout Palm Springs, the
great State of California and a proud and appreciative nation.
NOW, THEREFORE, I, WILLIAM G. KLEINDIENST, Mayor of the City of
Palm Springs, California, by the power vested in me, do hereby proclaim
February 2002, to be:
BLACK HISTORY MONTH
in our fair City and encourage all of our citizens to join me in celebrating
Black History Month and in recognizing the significant contributions that
African Americans have made to our great American society.

WHEREAS, The Institute of Critical Care Medicine and the Riverside County Emergency
Medical Service Agency have formed The Heart Party, a collaborative partnership, and have
received the active support of numerous public,private,and service agencies,including the American
Red Cross,the County and City Fire Departments,and the American Heart Association,to increase
the knowledge of the Coachella Valley residents of the importance of cardiopulmonary resuscitation
(CPR) training and early intervention; and
WHEREAS,in the Coachella Valley,victims of cardiac arrest have only a six percent chance
of Survival,and Providing Local residents with the ability to revive victims of cardiac arrest until the
arrival of professional assistance can greatly increase the survival rate of heart attack victims; and
WHEREAS,The Heart Party is a community life saving project with a goal of providing
1,000 or more Coachella Valley residents with tools designed to teach heart saving CPR and
obstructed airway techniques; and
WHEREAS, The Fifth Annual Heart Party, whose members donate their time to this
project,will be held on February 2,2002, and on February 9,2002, and it is appropriate at this time
to extend appreciation to The Heart Party for its dedicated efforts of increasing public awareness
and knowledge of CPR.
NOW, THEREFORE, I, WILLIAM G. KLEINDIENST, Mayor of the City of Pain
Springs, California, by the power vested in me, do hereby proclaim February 2, 2002 and February
9, 2002, to be:
HEART PARTY DAYS
and encourage all of our citizens to join me in expressing appreciation and support to The Heart
Party and to wish it much success in this praiseworthy project.

WHEREAS, severe burn injuries are a leading cause of deaths and injuries in
our country, especially among young children; and
WHEREAS, every year more than two million people suffer burn injuries of
some kind and more than one of every three burn victims are children; and
WHEREAS, approximately 75 percent of all burn injuries and deaths are
preventable; and
WHEREAS, the Shriners operate 22 Shriners Hospitals for children
throughout North America and therefore recognize the seriousness of this hazard
and the urgent need to educate the public about burn prevention and fire safety; and
WHEREAS, it is fitting and proper to acknowledge the contributions of the
Shriners and to commend them for their continued support and care for young burn
victims.
NOW, THEREFORE, I, WILLIAM G. KLEINDIENST, Mayor of the
City of Palm Springs, California, by the power vested in me, do hereby proclaim the
week of February 3-9, 2002 to be:
BURN AWARENESS WEEK
in Palm Springs, and encourage all citizens to support the Shriners efforts and to take
appropriate precautions to protect their families from the devastation of burn injuries.

WHEREAS, Marion Henderson had a dream some 40 years ago of keeping
her desert pristine and beautiful; and
WHEREAS,in an effort toward that end,Marion gathered her friends together
and founded "Desert Beautiful, Inc."; and
WHEREAS, it is because of the efforts of Desert Beautiful, Inc., that every
city in the Coachella Valley has recognized the value of encouraging its residents to
keep their neighborhood clean, and now has a semi-annual clean-up day; and
WHEREAS, it is also because of the efforts of Desert Beautiful, Inc., that
every city in the Coachella Valley and the County of Riverside has incorporated
landscape guidelines within their development standards.
NOW,THEREFORE,1,WILLIAM G.KLEINDIENST,Mayor ofthe City
of Palm Springs, California, by the power vested in me, do hereby proclaim February
13, 2002, to be:
DESERT BEAUTIFUL DAY
and hereby urge all our citizens to join me in congratulating Desert Beautiful,Inc., for
its many years of outstanding service and hereby extend our deep appreciation to
Marion Henderson for all she endeavors to do in keeping our desert beautiful and
pristine for generations to come.

WHEREAS,there shall be a special dedication ceremony on the sidewalk of the City of Palm Springs
at 193 S. Pahn Canyon Drive on February 16, 2002; and
WHEREAS, in conjunction with this ceremony the citizens of Pahn Springs will pay tribute to the
creative arts celebrities whose contributions to our village helped make the name of Palm Springs legendary
throughout the world; and
WHEREAS,the ceremony shall honor R.C.Gorman,the premier artist among Native Americans.
He is a brilliant star of the Navajo Nation and his critics agree,his talent is universally outstanding; and
WHEREAS,R.C.Gorman was born July 26, 1931,near Canyon de Chelly,Arizona,to Carl Nelson
Gorman and Adela Katherine Brown. Young R.C. seldom saw his father during his early childhood, also a
well known artist,who was serving his country as a Navajo Code Talker during World War II; and
WHEREAS,R.C. attended St. Michael's Catholic School and Ganado Presbyterian School which
later awarded him an Honorary Doctorate in Fine Arts. In 1951,he joined the Navy to serve his country during
the Korean conflict. He then studied literature and art, and was given the first scholarship ever awarded by
the Navajo Tribe. His exposure to the works of outstanding Mexican artists had a monumental impact on him;
and
WHEREAS,R.C.Gorman developed his own style and became a nationally known artist. His pastel
watercolors of full-bodied Indian women became his trademark. He has passed through his surreal landscapes,
rug and mask series,lie even designs pottery. However,Ire loves to paint his favorite subject,ample figured
Navajo women,because they"fill the space softly." He also gives freely of his time and resources toward the
education of Navajo children; and
WHEREAS, in 1988, R.C. contributed to the design of five golden coins commemorating the 50`h
Anniversary of Pahn Springs. As part of the anniversary celebration he was named an Honorary Citizen of
Palm Springs and was given the key to the city; and
WHEREAS, in recognition of this celebrated, world famous artist whose works grace not only the
Adagio Galleries,but also galleries and museums around the world,a Golden Pahn Star shall be dedicated in
honor of R.C. Gorman in the presence of citizens and visitors of Pahn Springs.
NOW, THEREFORE, I, WILLIAM G. KLEINDIENST, Mayor of the City of Palm Springs,
California,by the power vested in me, do hereby proclaim February 16, 2002,to be:

in our fair city and ask all citizens and visitors to recognize and pay tribute to R.C. Gorman for his
contributions to the charm and worldwide recognition of Palm Springs which has made this wonderful day
possible.

at 160 S. Palm Canyon Drive on February 16, 2002; and
WHEREAS, in conjunction with this ceremony the citizens of Palm Springs will pay tribute to the
entertainment celebrities whose contributions to our village helped make the name of Palm Springs legendary
throughout the world; and
WHEREAS, the ceremony shall honor George Momb, a most talented and popular pianist and
entertainer; and
WHEREAS, George was born as the only child to Pearl and George Momb in Eugene Oregon,and
began his musical education at his mother's urging at the tender age of three. He was a gifted student and
earned his Masters Degree in Music at the University of Oregon; and
WHEREAS, he established himself as a classical pianist, playing solo with various symphony
orchestras. He also excelled in jazz and big band performances; and
WHEREAS, in 1967, George served his country honorably in the U.S.Navy. Returning to civilian
life, George soon found his niche as a piano bar entertainer at The Tennis Club, The Racquet Club, and
Banducei's Italian Restaurant; and
WHEREAS,George's easy entertaining style attracted as regular patrons many local celebrities;Lily
Tomlin, Harry Carey of Chicago sportscaster fame, Howard Keel, Rory Calhoun, Sam Elliot and Annette
Funicello, only to name a few; and
WHEREAS, George Momb is most proud of his association with Papa John Phillips of the Mamas
and Papas, while collaborating on compositions for this famous group. He also extended his talent to
collaboration on songs with the popular country songwriter Mickey Newberry; and
WHEREAS, George Momb gives freely of his time and talent to many charitable causes across
Southern California; and
WHEREAS, in recognition of the above a Golden Palm Star in honor of George Momb shall be
dedicated in the presence of citizens and visitors of Palm Springs.
NOW, THEREFORE, I, WILLIAM G. KLEINDIENST, Mayor of the City of Palm Springs,
California,by the power vested in me, do hereby proclaim February 16, 2002,to be:

in our fah- city and ask all citizens and visitors to recognize and pay tribute to George Momb for his
contributions to the charm and worldwide recognition of Palm Springs which has made this wonderful day
possible.

WHEREAS,in 1946,Reverend W.P.White saw the need for a place of worship and founded First
Baptist Church on the Agua Caliente Indian Reservation. Reverend L.B.Moss,past President, California
State Baptist Convention,assisted in organizing First Baptist Church. Services were conducted in a tent for
the next two years. Reverend White was followed in leadership by Reverend Alexander; and
WHEREAS, Reverend T.H. Reagans became Pastor on October 23, 1947, and under his
administration the first Church building was erected. A parsonage was built in 1948. Reverend Reagans
served First Baptist Church for seven years. Reverend W. Mack Davis was accepted as Pastor on
September 17, 1954, and served four years; and
WHEREAS, Reverend Jeff Rollins, Sr. began pastoral duties in December, 1958. Under Pastor
Rollins' leadership spiritual and financial advancement began to form. The Church purchased four lots in
1959 for the sum of$10,000.00. The Church purchased another lot and built a parsonage three years later;
and
WHEREAS, a groundbreaking ceremony was held on September 1, 1963, for the joyful purpose of
building anew Church for God, with a monetary value of$100,000.00. The first service was conducted on
July 5, 1964. In the same year, under the auspices of First Baptist Church and the leadership of Pastor
Rollins,a program for care and development of children began in the Church. Soon plans were drawn for a
building to house the program. This program is now known as Palm Springs Child Care and Development
Center; and
WHEREAS,under the leadership ofPastor Rollins,First Baptist Church was a pioneer in the Child
Care and Development Program. This Center has served as a model for California and the nation as a whole;
and
WHEREAS,First Baptist Church had its conception and birth in a tent, but through faith in God
it has made great progress. Through Godly leadership and wise administration,First Baptist Church's assets
have passed beyond$1,000,000; and
WHEREAS,Reverend Rollins ended his tenure on November 17,2000. Reverend Rodney Croon
was elected and began his Pastoral duties on January 1, 2002; and
WHEREAS,Reverend Rodney S.Croom is a native of Fresno, California.In December of 2001,
Reverend Croom graduated from Golden Gate Baptist Theological Seminary. After Graduating, he
prayerfully accepted the call of God to pastor First Baptist Church of Palm Springs, California, where
installation services were held for him on February 17, 2002.
NOW, THEREFORE, I, WILLIAM G. KLEINDIENST, Mayor of the City of Palm Springs,
California, by the power vested in me, hereby declare February 17, 2002 to be:
REVEREND RODNEY S. CROOM DAY
in our fair city and urge all citizens rejoin me in welcoming Reverend Rodney S.Croom to Palm Springs and
wishing him a long and joyous tenure with First Baptist Church.

WHEREAS, Ed Gallagher was born in Pennsylvania and began art work by designing stained
glass windows for his father's church; and
WHEREAS, Ed Gallagher wan awards in high school for his art work and during high school
worked in a local department store doing window display; and
WHEREAS, Ed Gallagher joined the U.S. Navy on his 17"' birthday and served aboard the
cruiser Philadelphia in the North Atlantic and the Mediterranean Sea; and
WHEREAS, Ed Gallagher went to various colleges and studied at the Art Students League in
New York City where the director of the Chautauqua Opera saw his paintings and hired him to paint
props; and
WHEREAS, Ed Gallagher later became the designer and designed 65 opera productions over a
period of ten years; and
WHEREAS, Ed Gallagher designed for the St. Louis Opera, Canton Opera and the San Francisco
Opera, he designed 127 different productions of opera throughout the United States, and was designer for
the world premiere stage production of Gian-Carlo Menotti's Ama hl and the Night Visitors; and
WHEREAS, Ed Gallagher won various awards in Los Angeles for stage design including the
prestigious DramaLogue award for the design of the revival of Westside Story; and
WHEREAS, Ed Gallagher served 43 years as Instructor/Professor at Stephens College, Indiana
University, Los Angeles City College and Santa Monica College where he was the department chairman
for two different departments and the President of the Faculty Union, and
WHEREAS, Ed Gallagher retired and moved to Palm Springs in 1998 and was co-coordinator
of the annual ESU High School Shakespeare competition at the McCallum Theatre; and
WHEREAS, Ed Gallagher is hereby commended for winning an Emmy in 2001 for his design of the
opera Faust.

WHEREAS, George Nader began his film career in 1950, after earning his B.A. in theater
arts; and
WHEREAS,his handsome features were his ticket to a Universal Studios contract by the mid
1950's,where he made a number of both"A"and"B"movies. His first starring role came in the form
of the independent 1953 film"Robot Monster," a 3-D feature directed by Phil Tucker; and
WHEREAS, from the 1950's through the mid 1960's, George Nader made numerous films
and television appearances in America; and
WHEREAS, George Nader won a 1955 Golden Globe Award for "Most Promising
Newcomer"; and
WHEREAS, George Nader starred in "Six Bridges to Cross," with Tony Curtis, "Lady
Godiva," with Maureen O'Hara, "Away All Boats," with Jeff Chandler, and "The Unguarded
Moment," with Esther Williams; and
WHEREAS,his other films include"Monsoon,""Sins of Jezebel," "Carnival Story,""Four
Gums to the Border,""The Second Greatest Sex," "Congo Crossing,""Four Girls in Town," "Man
Afraid," "Joe Butterfly," "The Female Animal," and "Appointment with a Shadow," and
WHEREAS, on television, George Nader was top-billed in NBC's "The Adventures of
Ellery Queen," "Man and the Challenge,"and the ABC series, "Shannon." He also made frequent
appearances on "The Loretta Young Show," as well as guest starring in episodes of "Alfred
Hitchcock Presents," and "The Andy Griffith Show'; and
WHEREAS,in the 1960's,George Nader achieved widespread fame in Germany,where he
played tough FBI agent Jerry Cotton in eight highly successful crime thrillers; and
WHEREAS,George Nader retired from acting in 1973 and took up writing. His first novel,
"Chrome,"which is now in its sixth printing, was published in 1978; and
WHEREAS,George Nader was the subject ofan extensive biography entitled"Jerry Cotton
- George Nader and his Films," by Cbristos Tses and Dirk Bruderle, published in 1988. He was
honored with a Jerry Cotton film retrospective in Titisee-Neustadt, Germany, in April 2000.
NOW, THEREFORE, I, WILLIAM G. KLEMIENST, Mayor of the City of Palm
Springs,California,urge all our citizens to join me in paying tribute to the memory of George Nader,
a longtime Palm Springs resident, for his considerable accomplishments in the entertainment and
literary fields.

WHEREAS, James Alexander Heazlett began his career with the City of Pahn Springs
Police Department as a Police Officer in February, 1971. He was promoted to Police Detective in
September, 1976; Police Sergeant in September, 1978; Police Lieutenant in September, 1990; and
Police Commander in February, 1998; and
WHEREAS, his auxiliary duties for the Palm Springs Police Department have included
serving as Rangemaster/Firearms Instructor, Tactical Team, Youth Service Team, Reserve Officer
Coordinator, K-9 Program Coordinator, and Aero Squadron Coordinator; and
WHEREAS, James Heazlett has served on the Riverside County Law Enforcement
Trainer's Association,California Background Investigator's Association,Southern California Juvenile
Officer's Association, Palm Springs Youth Center, California Rangemaster's Association,
International Association of Law Enforcement Firearms Instructors, Peace Officers Research
Association of California, and the National Guard Officers Association of California; and
WHEREAS, James Heazlett is a graduate of Palm Springs High School; College of the
Desert;and the Delinquency Control Institute,University of Southern California. He holds a lifetime
Community College Teaching Credential; and
WHEREAS, James Heazlett was instrumental in fund-raising efforts to provide the Palm
Springs Police Department with a technologically updated firearms range, raising over$30,000 for
this effort; and
WHEREAS,James Heazlett coordinated the construction/remodelproject ofthe downstairs
basement area of the Palm Springs Police Department to house joint narcotic task forces.
NOW, THEREFORE, I, WILLIAM G. KLEINDIENST, Mayor of the City of Pahn
Springs, California, by the power vested in me, do hereby proclaim March 1, 2002 to be:
COMMANDER JAMES HEAZLETT DAY
in our fair city and urge all of our citizens and employees to join me in paying tribute to Jim Heazlett
for his 31 years of service to our community and congratulating him on this joyous occasion of his
retirement.

WHEREAS,there shall be a special dedication ceremony on the sidewalk of the City of Palm
Springs at 275 South Palm Canyon Drive on Saturday March 23, 2002; and
WHEREAS, the ceremony shall honor Bill Marx, an offspring of one of the world's most
celebrated entertainment families, with Harpo Marx as his father, and Groucho, Chico, Gummo and
Zeppo as his zany uncles; and
WHEREAS, Bill, a native of Southern California, was steeped deeply into show business.
When barely a teen, he performed with his father's vaudeville act for the queen at the London
Palladium. Studying composition at Julliard,he became a composer/pianist/entertainer ofsome note;
and
WHEREAS, Bill Marx distinguished himself as a composer in all aspects of music. His
accomplishments are as many as they are varied. He composed concertos for violin, harp, alto sax,
flute and piano. His works premiered in Los Angeles, London, Santa Fe and]Boston; and
WHEREAS, he composed for many films and television shows, and performed many of his
works with renowned jazz and pop artists,including creating two albums with Harpo,his father. His
proudest achievements are his symphonic works that were performed by the Boston symphony and
attained world exposure and critical acclaim; and
WHEREAS,it is often said that the measure of an artist's musical genius is often found inside
the ears of his or her adoring audience,and the ultimate honor of achievement is often bestowed upon
an aesthetic soul after his demise; and
WHEREAS, it gives us unending pleasure to celebrate this day in honor of Bill Marx with
a Golden Palm Star eons prior to his "jour passe" in the presence of citizens and visitors of Palm
Springs; and
NOW, THEREFORE, I, WILLIAM G. KLEINDIENST, Mayor of the City of Palm
Springs, by the power vested in me, do hereby proclaim March 23, 2002, to be:

in our fain city and ask all citizens and visitors to recognize and pay tribute to Bill Marx for his
contributions to the charm and worldwide recognition ofPahn Springs which has made this wonderful
day possible.

WHEREAS,Peggy and Donald H.Cravens began their individual lives of community service long
before they married in 1992 and have since become one of the most formidable couples in the desert
philanthropic community; and
WHEREAS,Don's career as an internationally-renowned photojournalist began during World War
II, when he recorded the Invasion of Normandy as a Combat Cinema Photographer; and
WHEREAS, during combat Donald H. Cravens received two Purple Hearts; and
WHEREAS, following the war, Don's photographs of the Nuremberg Trials became classic
representations of that historical event; and
WHEREAS,Don Cravens subsequently chronicled the Civil Rights Movement for LIFE Magazine
and became an expert on race relations. A selection of his photographs are on display in the Rosa Parks
Museum in Montgomery, Alabama, and the National Civil Rights Museum in Memphis, Tennessee; and
WHEREAS,moving to Hawaii and later to California,Don became active in cormnercial real estate.
Don's involvement in local activities include Board membership in the Lincoln Club of the Coachella Valley
and the Advisory Board of College of the Desert. He founded the Coachella Valley Taxpayer's Action
Network and served as its President for five years.Don is also a member ofthe Time/Life Alumni Society and
the Lotos Club of New York; and
WHEREAS,Peggy Cravens began her singing career on radio at the age of three. At ten, she won
the Major Bowes Amateur Hour and by sixteen she was appearing in principal roles in major Broadway
productions. She sang and recorded with the Ray Charles Singers and appeared for several years on the Perry
Como television show; and
WHEREAS,Peggy was married to her late husband,Irving Koerner,an executive with Allen&Co.,
for thirty years,and while the couple lived in Manhattan she served on numerous Boards including the Society
ofMemorial Sloan-Kettering Cancer Center,the Metropolitan Opera Guild and the Museum ofthe City ofNew
York, in which she still retains an interest; and
WHEREAS, since moving to the desert and marrying Don, Peggy has served numerous civic and
philanthropic organizations. She is currently President, College of the Desert Foundation, and the former
Chairman of the Rancho Mirage Public Library's Campaign for Excellence. The Rancho Mirage Cultural
Commission,the Palm Desert International Piano Competition,and ACT for MS have all benefitted from her
leadership.

Treasurer of the Barbara Sinatra Children's Center; and
WHEREAS,Judy Gelfand studied music at the Julliard School ofMusic and graduated from Hofstra
University. She embarked upon a teaching career in the New York City Public School system and later earned
a Master's Degree in Education; and
WHEREAS,among Judy's many educational innovations was the organizhng of a string quartet in
the New York public schools; and
WHEREAS,after moving to the desert with Marshall,Judy served as a docent for the Palm Springs
Desert Museum. She became involved in the Super Academic Program for the Palm Springs Unified School
District; and
WHEREAS, Judy Gelfand's philanthropic activities have included membership on the Board of
Governors of the Desert Hospital Foundation;Co-chairing the American Friends of Hebrew University from

WHEREAS, Major General Peter J. Gravett began his military enlisting in HHC, 119'Military Police
Battalion,California Army National Guard; and
WHEREAS,following an active dutytour in the Army,Major General Gravett progressed through the non-
commissioned officer ranks in the Army National Guard. On August 24, 1968,he was commissioned as a Second
Lieutenant, first serving as a Military Police Platoon Leader. Upon promotion to First Lieutenant, he served as a
separate Cavalry Troop Commander. He was promoted to Captain in 1972. In 1973,he organized and commanded
the 40`1 Division's Military Police Company and also commanded the HHC,223rd Area Support Group; and
WHEREAS, Major General Gravett was later assigned to 1" Squadron, 18' Cavalry, serving in a
succession of staff positions. From 1976 to 1980, as a Major, he served as the Assistant G4 and Division
Transportation Officer. In 1981,he was promoted to Lieutenant Colonel. During Operation"Gallant Eagle,"in 1982,
Major General Gravett commanded the 401 Military Police Battalion(Provisional);and
WHEREAS,from 1986 to 1988,he commanded I"Battalion, 185"Armor,where he transitioned that unit
from the M48A5 Main Battle Tank to the M60A3 Main Battle Tank. He then served as the Division Civil-Military
Operations Officer(G5),and as Executive Officer, Second Armor Brigade;and
WHEREAS,he was promoted to the rank of Colonel in September of 1990 while serving as Division Chief
of Staff. From 1993 to 1996,he commanded the 2"d Armor Brigade and led the transition to the M-1 Main Battle
Tank. In May, 1996,he was assigned as Deputy Commander-Support,40"'Infantry Division(Mechanized)in Los
Alamitos,and promoted to the rank of Brigadier General in October 1996. General Gravett assumed the duties of
Commanding General July 1, 1999,and promoted to his current rank of Major General October 1, 1999;and
WHEREAS,Major General Gravett's military awards include:The Legion ofMerit Medal,the Meritorious
Service Medal (with three Oak Leaf clusters), Army Commendation Medal, (with two Oak Leaf clusters), Army
Achievement Medal(with two Oak Leaf clusters),Army Reserve Component Achievement Medal(with three Oak Leaf
clusters),National Defense Medal with Gold Star,Armed Forces Reserve Medal(with two Hourglass devices),Army
Service Ribbon,Army Reserve Component Overseas Training Ribbon (5 awards), and numerous state decorations,
including two awards of the California Medal of Merit,the Order of St.George,presented by the Armor Association

WHEREAS, Ben Green began working at Mizell Senior Center, then called Palm Springs Senior
Center, as its Executive Director on November 1, 1988; and
WHEREAS,Ben Green implemented state-of-the-art technology at the senior center,with an award-
winning website that currently receives over 17,000"hits"each month;promoted e-mail communication that
brings a weekly newsletter to over 1,500 seniors and supported the installation ofthe most current management
database; and
WHEREAS,Ben Green brought the Palm Springs Meals On Wheels Program into the senior center.
It is now the largest meal delivery program in the Coachella Valley,serving over 150 homebound seniors every
day,with a fleet of 4 delivery vans. Over 52,000 meals were served in 2000-2001; and
WHEREAS,Ben Green developed community partnerships to bring about the annual flu shots and
health fair sponsored by Mizell Senior Center. As a result,tens of thousands of at risk seniors have received
their annual flu shot in the last ten years; and
WHEREAS,Ben Green created part time staff positions at the senior center so that the seniors serve
other seniors, and to provide work opportunities for seniors who would otherwise be unable to find work to
supplement their income; and
WHEREAS, Ben Green worked with other community-based organizations and the County of
Riverside Office on Aging to bring over 150 programs and services to Pahn springs area seniors and their
families; and
WHEREAS,Ben Green brought the Senior Olympics to Palm Springs which is now coordinated by
Coachella Valley Parks and Recreation; and
WHEREAS, Ben Green oversaw the creation of the Mizell Senior Center Endowment Fund with
current assets of over 1.2 million dollars; and
WHEREAS, Ben Green conceived Project ReachOut, which provides access to programs and
services to homebound, low income seniors so that they may maintain their independence and dignity; and
WHEREAS, Ben Green has been seen wearing the Mayor's favorite golf shirt to a certain City
Council Meeting.

enjoy a real home until the family settled in Pahn Springs where he grew up; and
WHEREAS,Chris,already a film enthusiast as a teenager,began his formal education at the
University of California, Irvine, and honed his skills at the Sorbonne in Paris, France; and
WHEREAS, Chris Baugh commenced his film career literally from the ground up. As a
Location Manager, he was involved in the making of such films as "Heartwood," "Desert Blue,"
"Breakfast With Einstein," "Scenes Of The Crime," "The Majestic," "Love Stinks," and "Reading
Rainbow,"with the latter two being filmed partially in Palm Springs; and
WHEREAS,venturing into writing and directing,he started with a cult classic,"Powerplay,"
a very successful film, distributed in 42 countries. He also co-wrote and directed "Ping!", a film
about a Chihuahua family watch dog. Venturing back to France, he directed two French language
films, "L'Odyssee,"and"Tangle,"; and
WHEREAS, Chris established himself as one of the new breed of Hollywood film makers.
He has been critically acclaimed and is highly respected by his peers. He still occupies the family
home in Palm Springs; and
WHEREAS,in recognition of this Palm Springs talent for earning accolades in Hollywood,
the Palm Springs Walk of Stars proudly designates a Golden Palm Star in honor of Chris Baugh,and
same star shall be dedicated in the presence of citizens and visitors of Palm Springs.

WHEREAS, in the summer of 1958, Reverend George W. Bell and Reverend Earl J. Autry
canvassed a newly formed community,known as the North-End section of Pahn Springs,to ascertain the need
for a church. The polling of various residents in the area was very encouraging and the Ajalon Missionary
Baptist Church was born; and
WHEREAS, the church was organized on August 24, 1958,with seven members; Lurlean Autry,
Lorraine Rayson, Arleen Brenaugh, Janice Watldns, Olivia Renee Watldns, Lena Watson and Alice
Howard; and
WHEREAS,Ajalon Missionary Baptist Church was the first church established in the North-End
Section(now known as Desert Highland Gateway Estates)of Palm Springs; and
WHEREAS,the church began holding services in a Carpenter's Union Hall which was rented two
days per week for services; and
WHEREAS, membership flourished and the work of building began. Under the pastorate of
Reverend Earl J. Autry, five lots were purchased. A parsonage was added in 1960 and in the mid 1960's
ground-breaking services were held. By the late 1960's the church foundation was laid; and
WHEREAS,Reverend Autry's tenure ended on January 23, 1981,and until Reverend T.C.Wilder
was installed on August 9, 1981, Deacon Ivory Murrell served as leader of the congregation; and
WHEREAS,the congregation ofAjalon Missionary Baptist Church held a joyous mortgage burning
service on November 20, 1983; and
WHEREAS, T.C.Wilder served as pastor for 16 years and on May 31, 1998,Reverend Clifford
Harris was installed as pastor; and
WHEREAS, Ajalon Missionary Baptist Church has continued to flourish and on April 21, 2002,
a joyous"Laying of the Cornerstone"Ceremony was held by members of the congregation,with the laying of
the cornerstone being done by the Most Worshipful Sons of Light Grand Lodge,A.F.&A.M.,Jurisdiction

WHEREAS,the United States Coast Guard Band was organized in March 1925,with the
assistance of Lt. Charles Benner, leader of the United States Navy Band; Dr. Walter Damrosch,
conductor of the New York Philharmonic; and"American March King," John Philip Sousa. Forty
years later, President Lyndon B. Johnson signed the Congressional legislation that resulted in the
Coast Guard Band becoming the permanent, official musical representative of the nation's oldest,
continuous seagoing service. This event established the Coast Guard Band as one of the five
premier service bands in the United States; and
WHEREAS, since its formation in 1925, the Coast Guard Band has developed an
international reputation as one of the finest professional concert bands in the world, offering
audiences a rich variety of music. The band produces recordings and regularly furnishes programs
to National Public Radio Network for broadcast nationally. Concerts have also been broadcast in
Australia, Japan and Europe; and
WHEREAS, the duties of the Coast Guard Band have expanded greatly since 1965.
Originally a small command band located at the Coast Guard Academy and used primarily for local
purposes,the ensemble today routinely tours throughout the United States and has performed in the

Pace Institute in New York, Cal State San Bernardino, and College of the Desert, where he
was honored with the Life Long Learning Award. He obtained an AA in Real Estate, an AA
in Business Administration, a BA in Accounting, a BA in Paralegal, an MA in Public
Administration, and is 3 classes away from obtaining his MA in Business Administration;
and
WHEREAS, he served his country in the U.S. Army from March 26, 1942 to
December 11, 1945, earning the Bronze Star, European African Service Medal, American
Service Medal, Rhineland Germany Medal, WWII Victory Medal, and the Good Conduct
Medal; and
WHEREAS, Abraham Zakar served on the City of Pahn Springs Rent Review
Commission from 1991 to 1998 and again from 2001 to the present. He has served as a Pahn
springs Cemetery District Trustee since 1997, and is a member of SCORE; and
WHEREAS, Abraham Zakar's interests are many and include stamp collecting,
biology, geology, astronomy (which he used to teach), and photography; and
WHEREAS, throughout the course of his life, Abraham Zakar has met many
fascinating people, including Charles Lindbergh and Franklin D. Roosevelt; and
WHEREAS, May 3, 2002 marks the joyous occasion of Abraham Zakar's 90'

he started saving his money to restore his 1930 Tudor Sedan which he completed just before his 16"

Biology and Algebra, and the Golden State Exam with Honors in Chemistry. In 2001, Nathan
received Cathedral City High School's Gold Medal for Computer Science and earned the State of
California High School Certificate of Proficiency. Nathan is currently attending College of the
Desert as a Freshman; and
WHEREAS, Nathan Haltman had the privilege of attending the National Jamboree in
Virginia in July 2001; and

Department, including expedited plan checking, same day building inspections, a computerized
building permit system, and document imaging; and

for public officials in the Coachella Valley; and
WHEREAS, during his employment with the City of Palm Springs, Gary has established

California non-profit 501-C Corporation established to help people living with HIV and AIDS to be
able to care for and maintain their animals; and
WHEREAS,P.A.W.S.provides assistance with veterinary bills,spaying/neutering expenses
and grooming expenses;and
WHEREAS, through an association with the Desert AIDS Project, P.A.W.S. provides all
the pet food distributed through the Desert AIDS Project food closet program;and
WHEREAS, as of March 2002, P.A.W.S. has a client list of over 300 animals; and
WHEREAS, people seeking assistance from P.A.W.S. must meet certain eligibility
requirements as set by the Board of Directors. Potential clients must have either HIV or AIDS,and
be within the income level established by the Board of Directors; and
WHEREAS, P.A.W.S.has no paid staff nor does P.A.W.S. maintain an established office.
The Board of Directors uses 90 cents of every dollar in the budget to directly support the clients.
Administrative charges cover telephone lines, storage units, pagers used by veterinary providers in
case of emergency, a post office box, postage stamps and printing costs; and
WHEREAS,P.A.W.S.Board of Directors and its volunteers raise all monies necessary for
the operating budget through fund raising events,corporate donations and private donations, and is
currently seeking grants and endowments; and
WHEREAS,P.A.W.S.budget for 2001 was$21,000.00. The Board ofDirectors is seeking
to raise$40,000.00 in the coming year to provide expanded services to current clients as well as the

Chamber's first technology symposium; the Sister Chamber Program with the Coronado

WHEREAS, during John Pinkney's term, the Chamber appointed a representative

WHEREAS, the first Soroptimist club was formed in 1921 in Alameda, California, when
a group of 80 business and professional women formed the club in response to their desire to provide
volunteer service to their community,and was quickly followed by other clubs in North America;and
WHEREAS,they chose the name Soroptimist for the club,which was coined from the Latin
"soror," meaning sister, and"optima,"meaning best; and
WHEREAS,in 1923,the first clubs in Europe were chartered in Greater London and Paris,
and by 1928,there were enough clubs in these two continents to form two federations,the American
and the European Federations; and
WHEREAS, in 1934, a third federation, Great Britain and Ireland, was formed; and
WHEREAS, by 1978 there were clubs in every continent; and
WHEREAS, there are currently clubs in over 100 counties, with almost 100,000 members
in over 3,000 clubs world-wide; and
WHEREAS,Soroptimist International is now the world's largest service organization for
women; and
WHEREAS,Soroptimist's mission is to provide volunteer service to the community and to
develop and sponsor programs targeted at improving the lives of women and girls; and
WHEREAS, Soroptimist International of Pahn Springs will be working to support
programs and services for women who need assistance in the greater Palm Springs area; and
WHEREAS,Soroptimist International of Pahn Springs' charter year theme is"Growing
Stronger Every Day."
NOW, THEREFORE, I, WILLIAM G. KLEINDIENST, Mayor of the City of Pahn
Springs, California, by the power vested in me, do hereby proclaim June 18, 2002, to be:

WHEREAS,Darrin Harlowe was bornon June 22, 1962,in Tacoma,Washington to Dennis
and Evie Harlowe; and
WHEREAS,Darrin grew up in Gig Harbor, Washington and lived there xmtil 1985,when
he moved to Seattle and became known as "Mama Harlowe" due to his volunteer work and fand-
raising for local charities and"being there" for friends and family; and
WHEREAS,Darrin,whose father says has skills and talents"somewhere between a fry cook
and a brain surgeon,"has performed in Drag Shows as"Paris"and has worked in the field of Human
Resources for 17 years. He is currently realizing a dream ofhis by starting his own catering company;
and
WHEREAS, Darrin's hobbies, which are many and varied, include traveling, softball,
artwork, gardening, and cooking; and
WHEREAS, Darrin Harlowe is described by those who know and love him as being very
devoted and giving to his family and friends, outgoing and sociable, and a loving and dedicated soul
mate to Michael Steerman; and
WHEREAS,Darrin Harlowe also possesses the enviable trait of having a knack for turning
everything he touches into gold; and
WHEREAS, although Darrin Harlowe just moved to Palm Springs in May 2002, he and
Michael have made Palm Springs their travel destination 70 times in the past 10 years, with Darrin
proudly stating "I'm home!" each time he got off the plane; and
WHEREAS, June 22, 2002, is Darrin Harlowe's 401'Birthday.
NOW, THEREFORE, I, WILLIAM G. KLEINDIENST, Mayor of the City of Palm
Springs, California, by the power vested in me, do hereby proclaim June 22, 2002, to be:

WHEREAS, SunLine Transit Agency was created by a Joint Powers Agreement in July 1977;and
WHEREAS,SunLine began regular public transit services in the Coachella Valley on September 7,
1977; and
WHEREAS, SunLine carried nearly 4 million passengers per year in 1999,2000 and 2001,and will
exceed 4 million riders in 2002; and
WHEREAS, SunLine became the first transit agency in the nation to convert its fleet overnight to
100%alternate fuels; and
WHEREAS, SunLine has since participated, with its partner College of the Desert, in the creation
of alternate fuels and hydrogen curriculum for technician training; and
WHEREAS, SunLine is the lead agency in the Coachella Valley's award-winning U.S.Department
of Energy Clean Cities program; and
WHEREAS, SunLine has co-developed public access alternate fuels infrastructure including
compressed natural gas, liquefied natural gas, hydrogen and Hythane®, with public-private partner ENRG;
and
WHEREAS, SunLine has also co-developed the nation's first renewable hydrogen generation and
education facilities; and
WHEREAS,these events led to the creation of the SunLine Clean Fuels Mall,where prototype pre-
commercial advanced transportation technologies and distributed generation teehnologies are beta tested for
manufacturers,the Department ofDefense,Department ofEnergy,Department of Transportation,South Coast
Air Quality Management District and others; and
WHEREAS, SunLine has hosted visitors from 21 countries and helped dozens of transit properties
and fleet operators throughout the world to convert to clean fuels; and
WHEREAS, SunLine has 25 million miles of clean fuels experience and represents a combined
alternate fuels infrastructure and fleet investment of over$50 million to date; and
NOW, THEREFORE, I, WILLIAM G. KLEINDIENST, Mayor of the City of Palm Springs,
California, by the power vested in me, do hereby proclaim July 1, 2002 to be:
SunLine Transit Agency Day
in our fair city,and salute SunLine Transit Agency for its first 25 years of continuous service to the Coachella
Valley and international community and urge all residents and visitors to use SunBus to help clean the air and
reduce local traffic congestion,thereby enhancing the quality of life in the desert.
