RAMON ROAD AND SUNRISE WAY STREET IMPROVEMENTS
RECOMMENDATION:
It is recommended that the Agency approve and adopt the plans,specifications and working
details, and authorize advertisement for construction bids forthe Ramon Road and Sunrise
Way Street Improvements, City Project 02-04.
SUMMARY:
Section 7.03.040 of the Procurement and Contracting Code requires that the Community
Redevelopment Agency approve and adopt plans, specifications and working details, and
authorize the bid request for all public projects in excess of $100,000. Approval of this
project will allow staff to proceed with thisjoint Agency/City public project,with an estimated
cost of$350,000.
BACKGROUND:
In February, 2002,Agency staff proposed constructing public improvements in the Sunrise
Way/Ramon Road corridor to correspond with the construction of the new Ralph's Center
at the northwest corner of the intersection. The Agency budgeted for the project in the
2002-03 year. An Agency capital project was preferable in many respects to entering an
Owner Participation Agreement with the private developer, Lundin Development.
Section 7.03.040 of the newly enacted Procurement and Contracting Code requires that for
public projects in excess of$100,000 Council approve and adopt the plans, specifications
and working details, and authorize staff to advertise for construction bids. This project has
an overall cost of$350,000 and includes the following improvements:
Several improvements are planned, and include:
1. Street widening to General Plan ultimate width along Ramon Road and Sunrise Way,
and include new curb and gutter, sidewalk, driveway approaches, and bus turn-out.
2. Traffic signal modification at the Ramon Road and Sunrise Way intersection to facilitate
the street widening improvements.
3. Construction of raised, landscaped medians within Ramon Road and Sunrise Way.

This action is being brought before the Agency to be in compliance with the Procurement
and Contracting Code. Following the Agency's approval of the plans and specifications, and
authorization to advertise for construction bids, staff will schedule bid advertisements.

2. That advertisement for construction bids for the Ramon Road and Sunrise Way Street
Improvements, City Project 02-04, is hereby authorized; and
