CONTRACT AWARD
RECOMMENDATION:
It is recommended thatthe City Council award a contractto Matich Corporation forthe
Northerly Airport Terminal Access Roadway Security Reconfiguration at the Palm
Springs International Airport(AIP 3-06-0181-35,City Project 2002-06),subject to FAA
approval, in the amount of$1,667,627.
SUMMARY:
In response to the events of September 11 and the subsequent airport security
regulations mandated by the Transportation Security Administration(TSA),this project
will modify the existing rental car return area, including the access roadway. Included
with this improvement are landscaping, fencing, overhead signage and shade
protection.
BACKGROUND:
In response to the events of September 11 and the subsequent security regulations
mandated by the federal government,a blast analysis of the main passenger terminal
at the Airport was completed. The blast analysis which, due to the extreme
confidentiality of the information contained in the report, was shared with the City
Council in Closed Session, identified several mitigation measures which would
improve the level of blast protection for the Airport. One of these mitigation measures
was the construction of a blast wall on the north end of the terminal.
During the design process for the blast wall, staff received information from the
Transportation Security Administration (TSA), the federal agency responsible for
aviation security, that they were discouraging the construction of blast walls. A blast
wall is expensive to construct and can impact the blast protection for a structure in
other ways. TSA recommended developing a method of separating the "dirty"
vehicles(cars being returned by the customer),from the"clean"cars(cars which have
been inspected and cleaned by the rental agency). As a result of this dialogue, the
existing rental car ready/return lot is proposed to be rec,pnfigured such that "dirty"
vehicles will be physically separated from the"clean" cars. By separating the lot and
keeping the"dirty"vehicles fartherfrom the passenger terminal,the recommendations
contained within the blast analysis will be met.
In developing the design for this project, progress meetings were held with the rental
car companies,the Airport Commission and the City Council. Based on direction from
the Council,a subcommittee was established to participate in the design of this project
and provide input throughout the process. This subcommittee consisted of the Airport
Commission Landside Subcommittee, two (2) representatives from the Planning
Commission and one(1)City Council Member. This subcommittee proved invaluable
in moving the design along quickly and being able to address the numerous design

elements and user concerns. Approval from the Planning Commission was received
on July 10, 2002.
Section 7.03.040 of the newly enacted Procurement and Contracting Code requires
that for public projects in excess of$100,000,the City Council approve and adopt the
plans, specifications and working details, and authorize staff to advertise for
construction bids. This action was taken by the Council on July 17, 2002.
The bids were opened at 2:00 p.m. on August 27, 2002, with the following results:

Alternate#1 is for an Electro Hydraulic Retractable Barrier System. Alternate#2 is
painting and refurbishing of existing light poles. Alternate#1, the "Electro-Hydraulic
Retractable Barrier System" is being recommended due to thedesert climate of the
Airport. These type of barricades are anticipated to have a longer life than hydraulic
units. The bid on the hydraulic units was $100,000 and will be dropped from the
contract (bid item #11150(a)). Alternate #2 is not being recommended for
acceptance.
After reviewing all of the bids and the DBE (Disadvantaged Business Enterprise)
commitment,the lowest responsive,responsible bidder is Matich Corporation at a total
bid price of$1,667,627 and a DBE commitment of 1.4% The bid price is base bid
plus Alternative #1 and deletion of bid item 11150(a). The base bid price of
$1,627,627 exceeds the engineer's estimate by $146,297; however, the engineer's
estimate did not build in provisions for the extremely accelerated schedule of 75 days
to complete.
Attached is the complete unit cost bid tabulation as well as a Resolution for City
Council consideration. The Resolution awards the contract to Matich Corporation and
appoints the Executive Director-Airports as the Project Administrator and authorizes
the Project Administrator, subject to City Manager approval, to approve Change
Orders up to 5% of the total base bid.

OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, AWARDING CONTRACT, SUBJECT TO

IN THE AMOUNTOF$1,667,627AND ESTABLISHING CITY
PROJECT ADMINISTRATOR AND ADMINISTRATION
PARAMETERS.
WHEREAS the events of September 1 V and the security requirements mandated by the
Transportation Security Administration (TSA) have greatly impacted the Palm Springs
International Airport; and
WHEREAS the project had a pre-bid engineer's estimate of$1,481,330; and
WHEREAS the project plans and specifications were approved and adopted by the City
Council on July 17, 2002, and the project has been advertised for a period of thirty(30) days
for bid with bids being received on August 27,2002,from Granite Construction Company and
Matich Corporation; and
WHEREAS following review of the bids,the lowest, responsive, responsible bidder has been
determined to be Matich Corporation,
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs as
follows:
Section1. Thatthe Northerly Airport Terminal Access RoadwaySecurity reconfiguration
project (AIP 3-06-0181-35, City Project 2002-06) adding Alternate #1 and
deleting bid item #11150(a) is awarded, subject to approval by the Federal
Aviation Administration (FAA), to Matich Corporation in the amount of
$1,667,627.
Section 2. That the Executive Director-Airports is hereby authorized to administer the
contract and is authorized to approve Change Orders up to 5% of the total
contract price subject to City Manager approval.
