RECONFIGURATION - PASSENGER SHADE PROTECTION
RECOMMENDATION:
It is recommended that the City Council authorize the purchase and installation of
passengershade protection as part of the Northerly Terminal Access Roadway project
(AIP 3-06-0181-35, City Project 2002-06),to Birdair, Inc for an amount of$148,625.00,
subject to FAA approval.
SUMMARY:
Due to new security regulations mandated by the Transportation Security
Administration (TSA), the existing rental car ready/return lot, including the access
roadway will be modified. Essential to good customer service for rental car customers
is the installation of passenger shade protection.
BACKGROUND:
In response to the events of September 11`h, and the subsequent security regulations
mandated by the federal government, a blast analysis of the main passenger terminal
at the Airport was completed. The blast analysis, which, due to the extreme
confidentiality of the information contained in the report, was shared with the City
Council in Closed Session, identified several mitigation measures which would improve
the level of blast protection for the Airport. One of these mitigation measures was the
construction of a blast wall on the north end of the terminal.
During the design process for the blast wall, staff received information from the
Transportation Security Administration (TSA), the federal agency responsible for
aviation security, that they were discouraging the construction of blast walls. A blast
wall is expensive to construct and can impact the blast protection for a structure in
other ways. As a result of this dialogue, the existing rental car ready/return lot is
proposed to be reconfigured such that "dirty" vehicles (cars being returned by the
customer) will be physically separated from the "clean" cars (cars which have been
inspected and cleaned by the rental agency). By separating the lot and keeping the
"dirty" vehicles farther from the passenger terminal, the recommendations contained
within the blast analysis will be met.
When the rental car ready/return lot is reconfigured as proposed, arriving customers
will be a greater distance from the main terminal than the current configuration of the
lot. With the high temperatures, wind, dust and precipitation at the Airport, a method
of protecting the customers was necessary.This protection is being accomplished with
ten (10) standard shade structures, which are made by the same manufacturer and
with the same material as that used during Phase IIA of the terminal expansion. This
type of material was originally installed in Saudi Arabia over 25 years ago and has
proven to be extremely reliable in desert climates. There have been no maintenance
related issues with the fabric roof covering the Phase IIA area since its installation in

In developing the design for the Northerly Terminal Access Roadway, progress
meetings were held with the rental car companies,the Airport Commission and the City
Council. Based on direction from the Council, a sub-committee was established to
participate in the design of this project and provide input throughout the process. This
sub-committee consisted of the Airport Commission Landside Sub-Committee,two(2)
representatives from the Planning Commission and one (1) City Council member.
During this evaluation process, this sub-committee was most supportive of the fabric
roof structures not only for customer protection, but for expanding the Airport's
architectural "theme" of the fabric roof structures.
Approval from the Planning Commission was received on July 10, 2002.
In accordance with Section 7.04.020 of the newly enacted Procurement and
Contracting Code, the Director of Procurement & Contracting has conducted a good
faith review of the available sources of this type of product and has determined that
there is only one source available. In addition, in accordance with Section 7.05.040(3),
the Director of Procurement & Contracting has determined that this type of material
meets the standardization with the Phase IIA fabric roof material.
The Airport Commission will be updated on this item at its regularly scheduled meeting
of September 4, 2002.
Funding for the project will be available via a future Airport Improvement Program
(AIP) grant from the Federal Aviation Administration (FAA).
A resolution is attached for City Council consideration.

BASIS OF PROPOSAL
PROJECT DESCRIPTION:
Birdair, Inc. proposes to fabricate and install the tensioned membrane structures for the Northerly
Terminal Access Roadway Security Project at the Palm Springs International Airport. Birdair's design
consists of ten (10) Quasar QS40 units. Two linked Quasar QS40 units are for the waiting area structure
and eight are for the walkway structure.
Birdair's proposal is based solely on:
1. Section 13000"Tensile Membrane Structures" of the Project Manual/Specification.
2. The attached Birdair Standard 10-year warranty.
SCOPE OF WORK:
Engineering. We include the following:
1. Engineering, design and patterning of the SHEERFILL®Architectural Membrane.
2. Engineering and design of the structural steel and cable elements.
3. Design of attachment system.
4. Coordination of interface details.
5. Development of installation procedure.
6. State of California PE stamp.
Excluded from our engineering:
1. Engineering and design of concrete footings/foundations and anchor bolts.
Supply. We include the following in our supply:
1. Fabricated SHEERFILL®Architectural Membrane.
2. Structural steel with finish paint.
3. Galvanized wire rope cables.
4. Aluminum clamping with studs, nuts, and washers (Birdair standard).
5. Maintenance and repair kit.
6. Shipment of all materials to the job site(Palm Springs, CA).
7. Coordination in order to obtain a building permit, which has no fee associated to it.
8. California state sales tax.
Excluded from our Supply:
1. Concrete work of any kind, anchor bolts and or grout.
2. Electrical, mechanical or lightning protection equipment, components or their attachment to our work.
3. Gutters, scuppers, downspouts or additional water diverter.
4. Payment/Performance bond, Building permits or miscellaneous fees.
Installation.
1. We will provide complete installation of all Birdair supplied materials.
2. Birdair's construction assumes clear, unobstructed, sequential and continuous access to the work
during normal, daytime working hours and assumes all utilities, including trash receptacles,will be
provided by the general contractor.
3. Birdair requires a lay-down area immediately adjacent to the installation site, for equipment and
materials.
4. Birdair will install its work in a clean condition and will remove any dirt, which results from our forces
or installation. Any additional cleaning is excluded.
5. Birdair has excluded any traffic control, barricades or fencing.
6. Birdair has not included the cost of a site survey in its price.

Schedule. Our price is based on the following schedule:
1. Preparation of design drawings for approval will take approximately four(4)weeks.
2. Birdair assumes the approval of design drawings will take approximately two (2)weeks.
3. Fabrication will take approximately eight(6)weeks from receipt of approval.
4. Shipping of materials to the job site will take approximately one (1)week.
5. Installation will take approximately three (3)weeks from delivery of materials to site.
6. Punchlist and demobilization will take approximately one (1)week.
Commercial Terms.
1. Our price assumes that Birdair will receive timely payments for engineering, coordination and
materials stored at Birdair's or our suppliers'facilities. We will provide reasonable documentation
evidencing transfer of title to the Owner(or other appropriate party)and casualty insurance for stored
materials.
2. Birdair will submit Monthly Progress Payment Applications and invoices based upon a Schedule of
Values. Payment terms are net 30 days from the date of the invoice.
3. Birdair accepts 10% retention from its monthly progress invoices. We also require that any retention
be released 60 days from completion of its scope of work.
Qualifications and Clarifications
1. Birdair's price is based on the Terms and Conditions herein and anticipates either acceptance of this
proposal in its entirety or standard AIA contract All 01. Any other form of agreement may impact the
price.
2. We specifically exclude liquidated or consequential damages.
3. We have not included costs for Builders' Risk Insurance. We will require that Birdair be named as an
additional insured under the policies provided by the owner, and limit any deductible to$5,000 per
occurrence.
4. Birdair has included it's standard 10-year warranty. Due to surety requirements, any performance
bond provided by Birdair will cover only the first year of the warranty. The warranty will be a separate
contract between the owner and Birdair, and will be executed at the time of completion of the work.
5. Final geometry must be established prior to starting design work. If geometry changes during the
course of the work, additional engineering cost and schedule delays may occur.
6. Birdair's price is based on the most economical fabric seam layout.
7. We reserve the right to modify steel design details as necessary, and have not included the cost of
any weld or bolt testing and inspection.

06), TO BIRDAIR, INC FOR AN AMOUNT OF $148,625.00,
SUBJECT TO FAA APPROVAL, AND ESTABLISHING
CONTRACT ADMINISTRATION PROCEDURES.
WHEREAS the Northerly Terminal Access Roadway Reconfiguration project at the Palm
Springs International Airport includes a fabric roof for passenger protection;
WHEREAS the design, manufacture and installation of the fabric roof units is provided by
Birdair, Inc;
WHEREAS a sole source agreement has been negotiated in accordance with Section
7.04.02 of the Procurement and Contracting Code with Birdair, Inc to design, manufacture
and install the fabric roof passenger protection structures, and under Section 7.05.040 has
been determined it is in the best interest of the City to match existing materials for proper
development of the Airport.
NOW THEREFORE BE IT RESOLVED AS FOLLOWS:
Section 1. A purchase and installation of fabric roof passenger protection structures
from Birdair, Inc on City Project 2002-06 in the amount of $148,625.00 is
hereby authorized.
Section 2. That the Executive Director-Airports is hereby authorized to administer the
purchase and is authorized to approve Change Orders up to 2.5% of the
total agreement price.
