NEGOTIATED PRICE INCREASE FOR COUNCIL-APPROVED AGREEMENT WITH SIRSI
CORPORATION FOR THE INTEGRATED LIBRARY COMPUTER SYSTEM,
RECOMMENDATION:
Staff recommends that City Council approve a price increase of $28,405 which will be
included in the final agreement negotiated by the City Librarian and City Attorney for the
purchase by the City of Palm Springs of Sirsi Corporation's Unicorn library computer
software for a total cost of $149,222.
SUMMARY:
Since the original City Council approval on May 15, 2002, of the purchase of the Sirsi
Unicorn system at $120,817, certain prices have changed, increasing the total cost to
$149,222.
BACKGROUND:
The original approval of the purchase of the Sirsi Unicorn system on May 15, 2002, was
based on prices quoted on April 24. The prices were good for ninety days. Negotiations
with Sirsi were more protracted than anticipated, resulting in a $3,260 increase in
software costs, offset by a savings of $1,359 in miscellaneous charges. The decision to
switch to an updated server running on the UNIX platform was made because of its
increased functionality, resulting in an increased price change of $504.
At the request of the City Attorney, maintenance costs of $26,000 have been included in
this staff report as a "housekeeping item". While completing the contract with Sirsi
Corporation for the purchase of the computer system for$120,817, it was noticed that
the yearly maintenance fee had not been included in the May 15, 2002 staff report.
This was an inadvertent omission, made because the maintenance costs have been
allocated for the Library in its General Fund budget for many years, and, was indeed
included in the FY2002-2003 budget in the amount of $26,000 that was approved by the
City Council (2710-42950).
The Library has reserved its portion of Measure Y funds for the purchase of the Unicorn
integrated system for $123,222, plus $26,000 for the year's maintenance fee, already
approved in the FY 2002-2003 General Fund budget. There will be no additional fiscal
impact on the General Fund. r

I HEREBY CERTIFY that this Minute Order approving a price increase of $28,405
which will be included in the final agreement negotiated by the City Librarian and City
Attorney for the purchase by the City of Palm Springs of Sirsi Corporation's Unicorn
library computer software for a total cost of$149,222 was adopted by the City Council of
the City of Palm Springs, California, in a meeting thereof held on the fourth day of
September, 2002.
