HomeMy WebLinkAbout9/4/2002 - STAFF REPORTS (11) DATE: September 4, 2002 TO: City Council FROM: Director of Public Works/City Engineer INDIAN CANYON DRIVE/PALM CANYON DRIVE TWO-WAY MODIFICATION RECOMMENDATION: It is recommended that the City Council ratify the award by the City Manager of a contract to DBX, Inc., in the amount of$612,090.50 for Bid Schedule A only, for the Indian Canyon Drive Two-Way Modification, City Project 00-35. SUMMARY: Award of this contract will facilitate changes to the traffic circulation pattern around the Frances Stevens park(Palm Canyon Theater complex)by moving the one-way to two-way traffic diversion on Indian Canyon Drive from Granvia Valmonte to Alejo Road. BACKGROUND: Changes to the traffic circulation pattern around the Frances Stevens park (Palm Canyon Theater complex) will reduce the volume of traffic through adjacent neighborhoods and provide for better handling of traffic coming into and out of the City. Moving the one-way to two-way traffic diversion on Indian Canyon Drive from Granvia Valmonte to Alejo Road is a better location, as Alejo Road functions as a major arterial, and will direct traffic east and through the City along the City's major streets, rather than through the adjacent neighborhood along Granvia Valmonte. The one-way to two-way traffic circulation change coincides with proposed parking improvements associated with the Frances Stevens park, and sets the stage for future improvements in the general area. The project plans were designed by the City's consultant,Albert Grover&Associates, and on July 17,2002,Council approved and adopted the plans and specifications forthis project, and authorized advertisement for construction bids. Furthermore, in light of the fact that this project is on a "fast-track" schedule, in order that the construction be completed prior to Veteran's Day, Council authorized the City Managerto award the construction project, for an amount up to $550,000.00. This amount was increased to $700,000.00 with a subsequent action taken by the Council at its July 31 meeting. The project consisted of two Bid Schedules, Bid Schedule A represents the construction of landscape median islands within Indian Canyon Drive;the narrowing of Granvia Valmonte to two-lane configuration;construction of new diagonal parking on the south side of Granvia Valmonte; installation of a new traffic signal on Palm Canyon Drive at Granvia Valmonte; modification of the existing signals on Alejo Road at Palm Canyon Drive and at Indian Canyon Drive; and traffic striping and signage improvements. Bid Schedule B represented the construction of street improvements on Alejo Road and Indian Canyon Drive which are required with the development of the adjacent property, being developed as Tentative Tract Map 30453. After opening of construction bids,the developer of Tentative Tract Map 30453 elected to pursue construction of his required subdivision improvements with his own independent construction contractor. qA Indian Canyon Drive Two-Way Modification September 4, 2002 Page 2 On July 23 and 30, 2002, the project was advertised for bids, and at 2:00 P.M. on August 13, 2002, the Department of Procurement and Contracting received bids from the following contractors: Contractor Bid Sch. Contreras Construction Co.; $715,800.00 $116,736.00 $832,536.00 Indio, CA The Engineer's estimate was $528,430 for Bid Schedule and $98,827 for Bid Schedule B, for a total estimate of$627,257. The low bidder is DBX, Inc., from Temecula, California. The company is a corporation and its officers are: Jim Perry, President, Secretary and Treasurer; and James C. Perry, Vice-President. This project is being funded jointly through gas tax funds, local Measure A funds, and Community Redevelopment Agency funds.
