ENGINEERING PLAN CHECKING
RECOMMENDATION:
It is recommended that City Council take the following actions:
1. Approve a Consultant Services Agreementwith Fomotor Engineering forengineering
plan check services, in an amount not to exceed$100,000 per year, for an initial term
of two years, with two one-year time extensions upon approval by the City Engineer,
for a maximum term of four years; and
2. Approve a Consultant Services Agreementwith Engineering Resources of Southern
California, Inc., for engineering plan check services, in an amount not to exceed
$100,000 per year, for an initial term of two years,with two one-year time extensions
upon approval by the City Engineer, for a maximum term of four years; and
3. Amend the Comprehensive Fee Schedule to revise the various fees associated with
engineering plan check items as follows:

SUMMARY:
The Engineering Department relied on the services of professional consulting firms to
provide plan check services for street, sewer, grading, traffic signal and other various
improvement plans, subdivision maps, and engineering reports. The current service
agreements expire in October, requiring the selection of new or replacement consultants.
As part of that selection process, the consultants proposed new, revised and current fees
for performing engineering plan-checking.
BACKGROUND.
Overthe past four years,the Engineering Department has utilized the services of Fomotor
Engineering and NRO Engineering to provide the City with engineering plan check
services. The Engineering Department uses two different firms to provide engineering plan
checking to ensure that the strict performance schedule is adhered to, and that plan check
items are returned in a timely manner. The original term of the agreements with Fomotor
Engineering and NRO Engineering was for two years, with two one-year extensions {�
subsequently approved by City Council. The maximum length of these agreements has
been achieved, and the Engineering Department prepared for the selection of new or
replacement consultants for these required services.

Engineering Department staff prepared a Request for Proposals (RFP) for engineering
plan check services, and distributed the RFP to over 50 various consulting firms
throughout the southern California area. On June 21, 2002, the Department of
Procurement and Contracting received proposals from the following firms:
Engineering Resources of Southern California, Inc.; Hemet, CA
Fomotor Engineering; Palm Springs, CA
NRO Engineering, Palm Desert, CA
Willdan; San Bernardino, CA
An Evaluation Committee comprised of staff from the Engineering Department reviewed
the proposals received, and conducted formal interviews with each of the consultants.
Following review of the proposals and information learned during the interview process,
the Evaluation Committee determined that Engineering Resources of Southern California,
Inc., and Fomotor Engineering were the two firms that would best deliver the required
professional engineering plan check services.
The fees paid to the engineering plan check consultants are made available through
engineering plan check fees paid by the development community. The Engineering
Department requests that the current Comprehensive Fee Schedule be amended to revise
these fees to reflect the new fees proposed by the selected consultants. Sufficient funds
are available in account no. 001-4171-43270 (Contractual Plan Check).

RESOLUTION NO.
OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, AMENDING RESOLUTION 20362, FOR ENGINEERING
TO REVISE THE VARIOUS FEES ASSOCIATED WITH PLAN CHECK
SERVICES.
WHEREAS on June 5, 2002, the City Council adopted Resolution 20362; and
WHEREAS Resolution 20362 is the City's Comprehensive Fee Schedule; and
WHEREAS the City Council desires to amend the Comprehensive Fee Schedule in order to
revise the various fees associated with Plan Check Services.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs, that
Resolution 20362, establishing the Comprehensive Fee Schedule, is hereby amended, by the
