ARENAS ROAD HALLOWEEN COSTUME PARTY
RECOMMENDATION:
That City Council sponsor the Arenas Road Halloween Costume Party and adopt
a Resolution suspending certain regulatory ordinances during the 2002 event.
SUMMARY:
To enable the promoters to stage the Arenas Road Halloween Costume Party on
Thursday, October 31, the party must be named as a City-sponsored event and
certain regulatory ordinances must be temporary suspended.
BACKGROUND:
The Arenas Road Halloween Costume Party, which will take place this year on
Thursday, October 31, is designed to bring the businesses on Arenas Road
together and give tourists and locals a safe place to celebrate Halloween.
The producers will plan, organize and stage the event and are requesting no funds
from the City.
The activity scheduled during the event is a Halloween costume party, with the
winners of the costume contest being announced at the end of the evening. Staff
has been assured that all amplified noise will cease and all noise will be abated by
11:00 P.M.
On October 5, 1988, City Council adopted Ordinance #1310, which authorizes
temporary suspension of regulatory ordinances to facilitate City-sponsored events.
If this event becomes a City-sponsored event, a Resolution is attached for City
Council consideration that temporarily suspends the Noise Ordinance, Sign
Ordinance and Zoning Ordinance on October 31.

I HEREBY CERTIFYthatthis Minute Order,approving City sponsorship of the Arenas Road
Halloween Costume Party to be held on Thursday, October 31, 2002, was adopted by the
City Council of the City of Palm Springs, California, in a meeting thereof held on the 2"d day
of October, 2002.

RESOLUTION NO.
OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, TEMPORARILY SUSPENDING CERTAIN
REGULATORY ORDINANCES TO FACILITATE THE 2002
ARENAS ROAD HALLOWEEN COSTUME PARTY.
WHEREAS the City of Palm Springs designated the Arenas Road Halloween Costume Party
as a City-sponsored event; and
WHEREAS the City Council desires to facilitate the staging of the City-sponsored event to
maximize revenue production; and
WHEREAS the City Council finds that certain regulatory ordinances, which are generally
deemed desirable and necessary, may,nonetheless,impede the conduct of special events;
and
WHEREAS the City Council finds that holding special events, the public interest and the
benefits derived therefrom outweigh the temporary public inconvenience; and
WHEREAS the City Council has enacted Ordinance #1310 authorizing temporary
suspension of regulatory ordinances.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs,
California, as follows:
Section 1. A. That the 2002 Arenas Road Halloween Costume Party is a special event
beneficial to the community and its visitor-oriented economy.
B. That the date of the 2002 Arenas Road Halloween Costume Party is
October 31.
C. That Bent Productions is the event promoter, along with its construction
personnel and staff.
D. That the venue is Arenas Road between Indian Canyon Drive and Calle
Encilia.
Section 2. That the following ordinances are hereby temporarily suspended for the
special event designated in Section 1 above: Sign Ordinance, Zoning
Ordinance and Noise Ordinance.
Section 3. That the regulatory ordinances designated in Section 2 above shall remain
in full force and effect except as to the event, date and persons or
organizations as designated in Section 1 above.
