HomeMy WebLinkAbout10/16/2002 - STAFF REPORTS (8) DATE: October 16, 2002 TO: City Council FROM: Executive Director-Airports DEMOLITION PROJECT (CITY PROJECT NO. 02-08, FAA AIRPORT IMPROVEMENT PROJECT NO. 3-06-0181-23) RECOMMENDATION: It is recommended that the City Council award City Project 02-081AIP3-06-0181-23)for demolishing buildings located in the Runway Protection Zone (RPZ) in the amount of $38,499.00 to Standard Industries, subject to FAA approval. SUMMARY: The Multi-family complexes located at 4410 - 4421 Calle De Ricardo and 4440, 4488 Calle De Carlos were acquired by the Airport under an approved FAA grant in order to remove obstructions located within the Runway Protection Zone(RPZ)for Runway 31 L. This project will complete the removal of these buildings from the RPZ. BACKGROUND: Notice Inviting Bids were mailed to 12 contractors and bids were received until September 30, 2002 at 2:00 p.m. in the Department of Procurement & Contracting for the demolition project. Four(4) contractors submitted bids as follows: Vendors and Bid Amounts Demo Unlimited $75,825.00 Warren Duncan Contracting $54,956.18 Vision's West $53,260.00 Standard Industries $38,499.00 Staff recommends award to Standard Industries of Ventura, California, the lowest responsive, responsible bidder. The Airport Commission was updated and had no objections on this item at its regularly scheduled meeting of October 2, 2002. The project will be funded via an Airport Improvement Program (AIP) grant from the Federal Aviaton Administration (FAA); no general fund monies will be used. `—BARR)�;GR'I F i H ,� LLEN F. NOTICE IS HEREBY GIVEN that sealed bids for Building Demolition Services will be received at the office of the Director of Procurement and Contracting of the City of Palm Springs, California, until 2 : 00 p.m. on September 30 , 2002 , at which time they will be opened and read aloud. N-2 DESCRIPTION OF THE WORK: The Work is comprised of demolition, removal and disposal of existing structures at 4410, 4412, 4414, 4416 CALLS DE RICARDO; 4415, 4417, 4419, 4421 CALLS DE RICARDO; 4440 CALLE DE CARLOS; 4488 CALLS DE CARLOS, including all Site appurtenances, slabs and foundations ; furnishing and constructing imported borrow; grading; removing and capping utilities; reconstructing the site to a compacted flat plane ground surface; and all appurtenant work. N-3 AWARD OF CONTRACT: (a) The City reserves the right after opening bids to reject any or all bids, to waive any informality (non-responsiveness) in a bid, or to make award to the lowest responsive, responsible bidder on the basis of the total sum of Bid Schedules A and B, and reject all other bids, as it may best serve the interest of the City. Bidders shall bid on all Bid Schedules . (b) As a condition of award, the successful bidder will be required to submit payment and performance bonds and insurance . N-4 BID SECURITY: Each bid shall be accompanied by a certified or cashier' s check or Bid Bond in the amount of 10 percent of the total bid price, payable to the City of Palm Springs . N-5 BIDS TO REMAIN OPEN: The Bidder shall guarantee the Total Bid Price for a period of 60 calendar days from the date of bid opening. N-6 CONTRACTOR'S LICENSE CLASSIFICATION: The Bidder shall possess a valid Contractor License at the time of submitting bids . Bidder shall hold either a Class B-1 License or a Class C-21 License . Demolition NOTICE INVITING BIDS City Project 02-08 PAGE 1 October 7, 2002 N-7 WAGE RATE REQUIREMENTS: (a) State - In accordance with the provisions of California Labor Code Section 1770 , 1773 , 1773 . 1, 1773 . 6 and 1773 . 7 . as amended, the Director of the Department of Industrial Relations has determined the general prevailing rate of per diem wages in accordance with the standards set forth in Section 1773 for the locality in which the Work is to be performed. A copy of said wage rates is on file at the Department of Building and Safety, City Hall, Palm Springs, California. It shall be mandatory upon the Contractor to whom the Work is awarded and upon any subcontractor under the Contractor to pay not less than said specified rates to all workers employed by them in the execution of the Work, and shall post a copy of said wage rates at the project site. (b) Federal - The general prevailing rate of wages, as determined by the Secretary of Labor are included hereinafter as part of the Contract documents, provided, that if there is any difference between the State of federal wage rate for any given craft or mechanic needed to execute the work, it shall be mandatory upon the Contractor and any subcontractor to pay the higher of the two rates . All labor on the project shall be paid no less than the minimum wage rates established by the U. S . secretary of Labor. N-8 TRADE RESTRICTIONS: All solicitations, contracts and subcontracts resulting from projects funded under ASP must contain the foreign trade restriction required by 49 CFR Part 30, Denial of Public Works Contracts to Suppliers of Goods and Services of Countries that Deny Procurement Market Access to U. S . Contractors . The Aviation Safety and Capacity Expansion Act of 1990 provides that preference be given to steel and manufactured products produced in the United States when funds are expended pursuant to a grant issued under the Airport Improvement Program. N-9 EQUAL EMPLOYMENT OPPORTUNITY AND AFFIRMATIVE ACTION REQUIREMENTS: Each bidder must complete, sign and furnish, prior to award of the contract, the "Bidders Statement on Previous Contracts Subject to EEO Clause, " a "Certification of Non- segregated Facilities, " and the "Assurance of Disadvantaged Business Enterprise Participation" as contained in the Bid Proposal . These items must be submitted with his or her bid. A Contractor having 50 or more employees and his or her subcontractors having 50 or more employees and who may be awarded a contract of $50 , 000 or more will be required to maintain an affirmative action program, the standards for which are contained in these specifications . Demolition NOTICE INVITING BIDS City Project 02-08 PAGE 2 October 7, 2002 The proposed contract is under and subject to Executive Order 11246, as amended, of September 24 , 1965, and to the Equal Employment Opportunity (EEO) and Federal Labor Provisions . The EEO requirements, labor provisions, and wage rates are included in the specifications and bid documents and are available for inspection at the Department of Building and Safety, City Hall, Palm Springs, California. To be eligible for award, each bidder must comply with the affirmative action requirements which are contained in the specifications . Disadvantaged Business Enterprises (DBE' s) as defined in 49 CFR Part 26 shall have the maximum opportunity to participate in the performance of contracts under this agreement . Consequently, the DBE requirements of 49 CFR Part 26 apply to this agreement . Women will be afforded equal opportunity in all areas of employment . However, the employment of women shall not diminish the standards of requirement for the employment of minorities . N-10 RETAINAGE FROM PAYMENTS: The Contractor may elect to receive 100 percent of payments due under the Contract Documents from time to time, without retention of any portion of the payment by the City, by depositing securities of equivalent value with the City in accordance with the provisions of Section 22300 of the Public Contract Code . N-11 PRE-BID VISIT TO WORK SITE: A mandatory pre-bid project site visit will be conducted on Friday, September 6, 2002 , beginning promptly at 10 : 00 A.M. only bidders who participate in the pre- bid project site visit will be allowed to bid on the project . Participants shall meet at 4410 Calls De Ricardo, Palm Springs , CA N-12 OBTAINING OR INSPECTING CONTRACT DOCUMENTS: (a) Contract Documents may be inspected without charge at the office of the Building & Safety Department, 3200 East Tahquitz Canyon Way, Palm Springs, CA 92262 . (b) Complete sets of said Contract Documents may be purchased at $10 . 00 per set and are obtainable from the Building Department, 3200 East Tahquitz Canyon Way, Palm Springs, CA 92262 . No refund will be made of any charges for sets of Contract Documents . (c) An additional fee of $20 . 00 will be charged for sets of documents sent by mail . Demolition NOTICE INVITING BIDS City Project 02-08 PAGE 3 October 7, 2002 N-13 ADDRESS AND MARKING OF BIDS : The envelope enclosing the Bid shall be sealed and addressed to the City of Palm Springs, and shall be delivered or mailed to the Director of Procurement and Contracting at 3200 East Tahquitz Canyon Way, Palm Springs, CA 92262 . The envelope shall be plainly marked in the upper left hand corner with the name and address of the Bidder and shall bear the words "Sid For. . " followed by the title of the Project and the date and hour of opening Bids . The certified or cashier' s check or Bid Bond shall be enclosed in the same envelope with the Bid.
