AIRPORT TERMINAL BUILDING LEASE - TRANSPORTATION SECURITY
ADMINISTRATION (TSA)
RECOMMENDATION:
It is recommended that City Council approve a lease of up to 6000 sq.ft. at the Airport
for the TSA administrative functions utilizing General Service Administration (GSA)
lease documents.
SUMMARY:
This action would allow the Airport to enter into a lease to temporarily house the TSA
while long-term facilities are developed.
BACKGROUND:
The Aviation Transportation Security Act (ATSA)was approved by Congress in late
2001 and resulted in the establishment of the Transportation Security Administration
(TSA). TSA was assigned the task of federalizing passenger and baggage screening
at all airports. The Federal Security Director (FSD) for Palm Springs was named in
early September and with that director comes an administrative staff of between 15
to 25 and a need for up to 6000 sq.ft. of office space. ATSA requires airports to
provide the space for passenger and baggage screening for free; however, the
Airport is able to lease office space at the current established rate.
Since the FSD's arrival,staff has been working to provide suitable space in an already
over-crowded building. The Airport can provide 2664 sq.ft. in several spaces in the
existing building and propose to provide the balance in rental trailers (authorized by
City Council at last meeting). A breakdown of the space is as follows (including
proposed improvements by the Airport):

The standard form GSA lease document has been provided to the City Attorney for
review; however, GSA advises that changes to their agreements are not acceptable.
This is the case for the numerous leases the Airport currently has with the FAA.
This item was discussed atthe OctoberAirport Commission meeting and no exception
was taken. A Minute Order is attached for City Council consideration.

General Service Administration form Lease Agreement with the
Transportation Security Administration for office space at the
Palm Springs International Airport, was adopted by the City
Council of the City of Palm Springs, California, in a meeting
thereof held on the 1.811, day of October 2002.
