CONVENTION CENTER PHASE I EXPANSION ADMINISTRATION PARAMETERS
RECOMMENDATION:
It is recommended that City Council approve administrative parameters for the
Convention Center Phase I Expansion including establishing contract award authority,
change order authority and approving plans and specifications.
SUMMARY:
This action will allow fast track construction administration for the First Phase
Convention Center Expansion.
BACKGROUND:
The voters of Palm Springs approved a transient occupancy tax rate increase to
provide funding for an expansion of the Convention Center. The first phase is a much
needed addition to the kitchen and major remodel of the Springs Theater to meeting
room space. This first phase is fully designed and will be ready to begin bidding in the
next month. Construction would begin in December and needs to be completed by
the end of March. These modifications comprised Phase I of the Convention Center
Expansion and were deemed a high priority in order to satisfy regulations from the
County Health Department. Both the expansion of the kitchen and the Springs
Theater conversion impact the food service operation at the Center. The kitchen
expansion will provide for expanded necessary refrigeration areas and appropriate
separation of the food preparation areas as required by the Health Department. A
portion of the current Springs Theater and sales offices is required to provide
appropriate serving and preparation areas required to properly provide food service
to the meeting rooms located on the south side of the facility and the southerly
portions of the exhibit hall and lobby.
To complete this first phase in a four (4) month window will require fast tracking of
project administrative functions. To that end, the attached Resolution authorizes the
City Manager to appoint a project administrator, provide contract award authority up
to$100,000, and authorizes change order authority up to$150,000 and approves the
pl ecifications for bidding.

RESOLUTION NO.
OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, ESTABLISHING PROJECTADMINISTRATION
PARAMETERS INCLUDING CONTRACT AWARD AND
CHANGE ORDER AUTHORITY FOR THE FIRST PHASE
CONVENTION CENTER EXPANSION/REMODEL PROJECT
AND APPROVING THE PLANS AND SPECIFICATIONS FOR
BIDDING.
WHEREAS the voters have approved the expansion of the Convention Center; and
WHEREAS the City Council has established the project as a high priority and has set a fast-
track completion target of March 2003; and
WHEREAS to help ensure the timely completion,the City Council is desirous of establishing
special change order authority and establishing project administration parameters; and
WHEREAS the architectural firm of HNTB has completed the plans and specifications forthe
first phase project,
NOW THEREFORE BE IT RESOLVED as follows:
Section I. The City Manager is hereby authorized to appoint a Project Administrator and
is authorized to award Trade Contracts up to $100,000 on this project.
Section 2. For the Phase One Convention Center Expansion/Remodel project, the
appointed Project Administrator is hereby authorized to execute all necessary
contractual documents on behalf of the City and is authorized to approve
cumulative change orders equal to a total of 7.5% of the total of the project
budget of $2 million which authority is commutatively $150,000, subject to
regular report back to City Council, within 30 days of each approved change
order. When the amount of $150,000 is exceeded, all additional change
orders shall be approved by City Council.
Section 3. The plans and specifications entitled"Palm Springs Convention Center Phase
1, Kitchen and Springs Theater Reconfiguration"are hereby approved for bid
solicitation.
