Home My WebLink About11/6/2002 - STAFF REPORTS (5) DATE: November 6, 2002 TO: City Council FROM: Executive Director—Airports RECOMMENDATION: It is recommended that City Council approve Amendment #2 to the Airport Engineering Services Agreement#4487 with VSA Airports for design work related to the Airport Loop Road Reconfiguration. SUMMARY: This action will allow for the design work to proceed on the Loop Road Reconfiguration Project which includes the westbound connection to El Cielo closure of Mid-Valley Parkway. BACKGROUND: In the aftermath of"9/11;the Airport contracted for a Blast Analysis of the terminal facility in an effort to mitigate the "300 foot rule" security zone established by the federal government. One of the outcomes of that analysis was the determination that the loop road should be reconfigured to allow for centralized inspection of oversize vehicles. For several months, the design team has worked with a subcommittee of the Airport Commission/Planning Commission/City Council to develop a suitable reconfiguration plan. The proposed alignment is attached. The attached Amendment#2 to the VSA Airports Agreement would allocate dollars for the design/bidding/construction administration for the loop road reconfiguration project. This Amendment would add fees of$956,100 to the Agreement. This item will be discussed by the Airport Commission on its November 6, 2002 Agenda. Scenario#2: Install a fabric roof structure at the terminal entry, including eliminating the existing exterior columns and modifying the roof-line.DELIVERABLES:Preparation of an 11"x 17"booklet(6 copies)indicating the proposed design for the two (2)scenarios. The booklet will be in sketch form and outline key design issues, including sketch plans, elevations, sections, 3D drawings and other sketches determined by the Engineer to define the design concept. Included in the booklet will be recommendations for structural modifications,wind loading and/or strengthening of existing columns for scenario#1.Scenario#2 will incorporate lateral bracing and foundation requirements for a fabric roof structure.All structural information for each scenario will be shown in the deliverable booklet. Included in the booklet will be two(2)3D computer drawings to depict the final design.Additional 3D drawings, if requested by the City are available for an additional fee of$4,000 each. Included in the booklet will be a written preliminary budget of architectural, mechanical and structural items for magnitude of construction cost for each scenario by construction discipline. Each enumerated project identified in Exhibit "A" shall have a separate Schedule of Performance as listed below or as shall be mutually agreed upon at a future date by the City and the Engineer. Time lines are subject to adjustment based on receipt of Federal Aviation Administration (FAA) funds. Delays in receipt of FAA funds will result in a day for day extension of time on each work item.
