HomeMy WebLinkAbout11/6/2002 - STAFF REPORTS (9) DATE: November 6, 2002 TO: City Council FROM: Director of Planning and Zoning REQUEST FOR PROPOSALS FOR CITY-WIDE HISTORIC RESOURCES SURVEY. RECOMMENDATION That the City Council approve the attached Request for Proposal (RFP) for a city-wide historic resources survey. SUMMARY The RFP was last reviewed and approved by the Historic Site Preservation Board at their September 10, 2002 meeting. Prior to the meeting, the RFP was reviewed by the City Attorney, Director of Procurement, Palm Springs Modern Committee, and a representative from the State Historic Preservation Office (SHPO). BACKGROUND The city-wide historic resources survey is a condition of approval for Case 5.0827, an application by Lundin Development Company fora commercial development at the northwest corner of Ramon Road and Sunrise Way. Lundin Development Company is required to deposit $50,000 for the purposes of preparing the survey at the time of building permit issuance. As part of the condition, the RFP shall include input from the Palm Springs Modern Committee and the Historic Site Preservation Board and subsequently be approved by the City Council. The RFP calls for proposals from architectural historians who meet or exceed the Secretary of the Interior's minimum qualifications and all work shall conform to the Secretary of the Interior's Standards for Preservation Planning, Identifications, Evaluation, and Registration. The survey will be conducted using SHPO Forms 523A (Primary Record) and 523B (Building, Structure, Object Record). The Primary Record allows the consultant to collect basic information about a historic property including a description of the resource and its major elements including design, materials, condition, and alterations. The Building, Structure, and Object Record goes into more detail and includes items such as other related features, a construction history, and a statement of significance to analyze the integrity of the resource. A survey of 200 properties will be performed using Form A with a further 50 properties surveyed with greater detail using Form B. Depending on budget constraints, the consultant may propose to survey more properties using Form B if needed. Properties surveyed using Form B could potentially be available for listing on the California or National Register. The total project budget shall not exceed $50,000 and staff proposes a payment schedule based upon presentation of deliverables. The final historic resources survey report will be presented to Council for approval and also submitted to the State Historic Preservation Office. The RFP review board will have members of the Historic Site Preservation Board(HSPB)and other community members involved. State Historic Preservation Office forms DPR 523A and 523B shall be utilized for the survey. SCOPE OF WORK: The City of Palm Springs requests proposals from Architectural Historians who meet or exceed the Secretary of the Interior's minimum qualifications and are interested in conducting a city-wide historic resource survey. At least 200 historical resources will be formally surveyed with recommendations for subsequent surveys of remaining resources beyond 200, The 200 properties surveyed shall not include those properties already listed as City of Palm Springs Class One Historic Sites. The consultant will conduct a field survey of historic resources 45 years or older within the City of Palm Springs. All project work shall conform to the Secretary of the Interior's Standards for Preservation Planning, Identification,Evaluation,and Registration,following guidelines established in National Register Bulletin 24 (Guidelines for Local Surveys: A Basis for Preparation Planning). Surveys shall be conducted utilizing California State Historic Preservation Office (SHPO) DPR 523A and 523B forms. The consultant shall perform a survey of 200 properties with Form A and on 50 properties with Form B and will provide one original and one photocopy of each form produced, with appropriate maps and photographs,to the City of Palm Springs within the contract period. The Consultant may propose a higher number of properties surveyed with Form B, depending on budget constraints. As part of the 200 properties surveyed, the Consultant should also identify significant buildings under 50 years of age with the National Register status code of"5SV. 1 iO A3 Post Office Box 2743 0 Palm Springs, California 92263-2743 Properties recorded at the intensive level should include evaluations based on National Register and/or California Register criteria, using the appropriate National Register status code. Properties recorded at the reconnaissance level do not have the required level of information necessary to be evaluated for National Register/California Register eligibility, and shall be given a status code of "T' for"unevaluated". The required maps include USGS topographical maps or City parcel maps marked with the location of all historic properties and keyed to surveyforms. Photographs submitted should be either black and white contact prints, colour photos, or scanned images with at least 400-600 dsi as a substitute for original photos attached to the survey forms. Photographs should be conformance with item P5. Photograph in Instructions for Recording Historical Resources. The resource number from any previous surveys and the present survey should be cross-referenced. The results of the survey should be provided in a final survey report documenting: 1. Objectives 2. Area surveyed 3. Research design or statement of objectives 4. Methodology 5. Results Recommendations forfuture preservation activityand future National Register nominations and an analysis of survey results should be included in the "Results" section. The survey should also be submitted by the consultant to the City of Palm Springs in electronic format. The consultant should expect to participate in public meetings regarding the survey, as set up by the City. All project development, including consultant selections, contract, preliminary draft report, final draft, and other materials determined necessary during project development are subject to review and approval by Planning staff, the Palm Springs Historic Site Preservation Board, and City Council. Two sets of survey forms shall be included as part of the final submittals. The final survey will be approved by Palm Springs City Council and submitted to the State Historic Preservation Officer(SHPO) by 2002. PAYMENT SCHEDULE: To be negotiated when consultant is chosen, however, the City prefers a schedule of payments made upon presentation of deliverables. The consultant shall agree to sign a service agreement including payment schedule drafted by the City Attorney. MATERIALS TO BE SUBMITTED FOR PROPOSAL: Respondents are asked to explain and justify how they propose to carry out the survey and to outline their qualifications and relevant experience for undertaking this survey. Proposals should meet the following minimum submittal requirements: • A research design for the survey. • An estimate of the time and resources involved in conducting each component of the survey, i.e. background research, field work, analysis, and report writing. • The names, relevant experience, and vitae of supervisory personnel assigned to this project and their level of involvement. A list of previous surveys undertaken by the consultant should be included. • The estimated budget with the amount of time dedicated to each research task should be clearly indicated. • A statement that the principals involved in the project are not debarred, suspended, declared ineligible by any Federal or State department or agency.
