AUTHORIZE STAFF TO NEGOTIATE AGREEMENT FOR DESIGN OF PHASE II
EXPANSION OF CONVENTION CENTER.
RECOMMENDATION:
It is recommended that the City Council authorize staff to negotiate a professional
services agreement for Phase II design of the expansion of the Palm Springs
Convention Center with Fentress Bradburn Architects, Ltd., final agreement to be
brought back to City Council for approval.
SUMMARY:
As a result of a nationally advertised multi-step selection process to identify a
professional design firm to design the Phase II expansion of the Palm Springs
Convention Center, the seven member evaluation committee recommends Fentress
Bradburn as the number one rated firm. The qualifications based selection process
utilized was conducted in accordance with California code requirements. A draft
agreement including project scope, design costs and projected construction costs will
be brought back to City Council for final approval.
BACKGROUND:
Fourshortlisted professional design firms made presentations to a seven-member city
evaluation committee on Friday, November 8. Each group was allocated 45 minutes
to respond to a list of City-prepared presentation requirements supplied to the firms in
advance and 30 minutes to respond to follow-up questions posed during the
presentation.
The shortlisted firms were Fentress Bradburn, Gensler, HNTB, and the team of
WWCOT partnered with LMN. The evaluation committee included a City Council sub-
committee plus the Assistant City Manager, the Executive Director - Airports, the
Director of Planning and Zoning, the General Manager of the Convention Center and
the Director of Procurement & Contracting.
Five of the seven members of the evaluation committee ranked Fentress Bradburn as
number one and two ranked Gensler as number one. Based on this ranking it is
requested that City Council authorize negotiation of an agreement for Phase II design
services with Fentress Bradburn.
California codes require that professional services contracts such as architectural
services be developed through a qualifications-based selection process. After
selection a contract, including the contract fee, is developed through negotiation. For
that reason the draft contract negotiated by staff will be brought back to the City
Council for approval of scope of work, funding, etc prior to any commitment to the
recommended awardee.

Fentress Bradburn has a very extensive portfolio of successful and creative projects,
completed on time and within budget. The evaluation committee is very pleased to
recommend Fentress Bradburn for the Phase II Expansion of the Convention Center.

I HEREBY CERTIFY that this Minute Order authorizing City Council to
authorize staff to negotiate professional services agreement for Phase II
design of the expansion of the Palm Springs Convention Center with
Fentress Bradburn Architects, Ltd., was adopted by the City Council of the
City of Palm Springs, California in a meeting thereof held on the 20`" of
November, 2002.
