HomeMy WebLinkAbout12/4/2002 - STAFF REPORTS (9) DATE: December 4, 2002 TO: City Council FROM: Director of Public Works/City Engineer COACHELLA VALLEY PM10 REDUCTION PROGRAM RECOMMENDATION: It is recommended that the City Council authorize the City Manager to submit a grant application to the Mobil Source Air Pollution Reduction Review Committee (MSRC)forthe Coachella Valley PM10 Reduction Program. SUMMARY: The Mobil Source Air Pollution Reduction Review Committee(MSRC)announced new clean air funding through the use of MSRC's 2002/2003 MSRC Discretionary Funds. This opportunity allows the City to apply for MSRC funding contribution towards qualifying PM10 reduction projects and activities. BACKGROUND: The Mobil Source Air Pollution Reduction Review Committee (MSRC) announced the Coachella Valley PM10 Reduction Program, offering co-funding of qualifying particulate matter reduction projects,specifically to CVAG memberjurisdictions. ThegoaloftheMSRC Program is to assist CVAG jurisdiction ineffectively and expeditiously implementing PM10 reduction efforts. One million dollars has been committed to the Coachella Valley Program, which began accepting applications on November 5, 2002,through April 8, 2003, on a first- come, first-served basis. The Engineering Department has identified three potential projects that qualify for co-funding through the MSRC Program: Use of MSRC funds as the 11.47%local match for a qualifying CMAQ Project, Purchase of an alternative fuel PM10 dust control inspector's vehicle, and stabilization of an existing dirt parking lot. Staff has prepared an application for use of MSRC funds, requesting a total of$70,910 from the MSRC Program. As this program only provides co-funding, an additional $36,500 in local funds (through use of gas tax or motor vehicle replacement funds to be budgeted in the next fiscal year) will be required to match the MSRC grant funds.
