SUBJECT: Funding request from Palm Springs Film Festival
RECOMMENDATION:
It is recommended that the City Council provide$4200 in additional funding to the Palm Springs Film
Festival to be used for financial and administrative services.
SUMMARY:
The Film Festival needs help in several areas of its financial and administrative operations (see
attached letter).
The $4200 will pay for approximately 20 hours per week for 14 weeks for a temporary
financial/clerical position.
BACKGROUND:
The City currently provides $150,000 in funding to the Palm Springs Film Festival. The original
request from the Film Festival was for the part-time assignment of a City Finance Department
position to help with the backlog of accounts payable coding, bank reconciliations, computer set ups,
etc. However, the demands on the Finance Department's current staff preclude the ability to offer
that kind of help.
After discussions with the Film Festival's staff it appears that the best solution is forthe Cityto fund a
part-time temporary position to perform these tasks. This provides some relief to the Film Festival
staff, and also helps protect the City's investment in the Festival.
The proposed support can be funded from savings in the amount budgeted for the Palm Springs
Desert Resorts CVA (account number 112-2001-43200) and transferred to the Film Festival
appropriation (112-2018-45640). The City's total Operating Fund budget will remain the same.

RE: FILM FESTIVAL FUNDING - STAFFING EXPENSE
Dice to additional staffing requirements involved in preparing for the Palm Springs
International Film Festival, to be held January 9-20, 2003, we respectfidly request
assistance in funding a part-time, temporary Finance &Administration Assistant position.
This person will assist with accounts payable sorting, coding, and entering; accounts
receivable; reconciliations; filing; and other general office duties. The cost of this
position is about $300 per week for 14 weeks, for a total of$4,200.

RESOLUTION NO.
OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, AMENDING THE BUDGET FOR THE 2002-03
FISCAL YEAR.
WHEREAS Resolution 20357 approving the budget for the fiscal year 2002-03 was adopted on
June 5, 2002; and
WHEREAS the City Manager has recommended, and the City Council desires to approve,
certain amendments to said budget;
NOW THEREFORE BE IT RESOLVED that the Director of Finance is authorized to record inter-
fund cash transfers as required in accordance with this Resolution, and that Resolution 20357,
adopting the budget for the 2002-03 fiscal year is hereby amended as follows:
