HomeMy WebLinkAbout2/5/2003 - STAFF REPORTS (7) DATE: February 5, 2003 TO: City Council FROM: Director of Public Works/City Engineer SUNNY DUNES STREET IMPROVEMENTS AND CAMINO REAL, INDIAN TRAIL & ANDEE DRIVE ARHM OVERLAY RECOMMENDATION: It is recommended that the City Council award contract to International Pavement Solutions, Inc., in the amount of $235,575.00, for Bid Schedules A, B and C, for the Sunny Dunes Street Improvements and Camino Real, Indian Trail & Andee Drive ARHM Overlay, City Project 01-15. SUMMARY: Award of this contract will provide for construction of street widening improvements along Sunny Dunes Road, from Calle Amigos to Sunrise Way; and will provide for construction of an ARHM overlay along Camino Real, Indian Trail and Andee Drive. BACKGROUND: Each year, the Department assembles a capital project to continue its Slurry Seal Program on various City streets. In some cases, certain streets require additional preventive maintenance than a normal slurry seal can provide. In those cases, an overlay of asphalt rubber hot mix (ARHM) material is used to seal larger cracks and overlay the entire street to provide for its extended life. As an incentive to using ARHM overlays, the material includes rubber generated from scrap tires,allowing the City to be environmentally-sensitive in the use of recycled materials. On August 7, 2002, the City Council awarded the Citywide ARHM Overlay Project, City Project 02-01. Cost savings realized by that award left budgeted funds available for additional ARHM overlay on other City streets identified by the Public Works& Engineering Department for maintenance. With those savings, the Department proposes to install an ARHM overlay on Camino Real, Indian Trail and Andee Drive. Additionally, the Department had budgeted improvements to Sunny Dunes Road, between Calle Amigos and Sunrise Way. This section of Sunny Dunes Road lacks curb and gutter along the north side of the street, and has been a continuing maintenance burden on the Department due to constant nuisance water eroding the pavement. This project will install the appropriate improvements along Sunny Dunes Road to avoid the continual costs of street maintenance currently incurred by the Department. The plans for this project have been designed by City staff, and on November 6, 2002, the City Council approved and adopted the plans and specifications for this project, and authorized advertisement for construction bids. The project consists of three Bid Schedules: Bid Schedule A represents construction of new curb and gutter and paving along the north side of Sunny Dunes Road, between Calle Amigos and Sunrise Way; Bid Schedule B represents installation of ARHM overlay on Camino Real, between East Palm Canyon Drive and Sonora Road and on Indian Trail, between Camino Real and Sonora Road; and Bid Schedule C represents installation of ARHM overlay on Andee Drive, between East Palm Canyon Drive frontage road and Sonora Road. The low bidder is International Pavement Solutions, Inc., from San Bernardino, California. The company is a Nevada corporation and its officers are: Dennis C. Rieger, President/Treasurer, and Brent C. Rieger, Vice-President/Secretary.
