SUBJECT: STATE GRANT FUNDING FOR DUI ENFORCEMENT
RECOMMENDATION:
Accept an award in the amount of $253,000 of OTS (California Office of Traffic Safety) funds for the
enforcement of DUI (Driving Under the Influence) laws.
BACKGROUND:
Over the past several years, the City of Palm Springs has seen a steady increase in fatal and injury traffic
collisions involving impaired drivers. Serious staffing shortages have prevented the police department
from establishing an effective DUI enforcement program.
The State of California Office of Traffic Safety has awarded the Police Department $253,000 to be used
for the enforcement of DUI laws with the goal of significantly decreasing the number and severity of
alcohol related traffic collisions over a two-year period.
It is the intent of the Police Department to utilize these funds to attempt to reduce impaired driving using a
combination of targeted enforcement, DUI checkpoints, and purchasing specialized equipment.
Specifically, the money would be used to pay overtime costs for two police officers and one community
services officer two nights per week for approximately two years. These staff members would work DUI
enforcement only and not be subject to other calls.
Additionally, the money would be used to pay personnel costs for six DUI checkpoints over the two-year
period, as well as for the purchase of specialized equipment such as Preliminary Alcohol Screening
devices, and digital video cameras for recording field sobriety tests. The aforementioned could include
the installation of in-car video cameras, which we would evaluate for expanded use in the future.
Our expenditures will include an education component, including public education through advertising,
training of police personnel, and avoidance training through the public schools. Should staffing be an
issue, there is also money available to pay personnel costs for allied agencies to assist with targeted
enforcement.
FISCAL IMPACT:
Funding from this grant is handled through reimbursement. The participating personnel would be paid by
their respective agencies, and OTS would reimburse the entities up to the maximum $253,000, which is
guaranteed. The projected expenditure through June 30, 2003 is $150,000. Thus, there would be no net
fiscal impact to the City.

I hereby certify that this Minute Order, authorizing acceptance of an award in the
amount of $253,000 of OTS (California Office of Traffic Safety) funds for the
enforcement of DUI (Driving Under the Influence) laws, was adopted by the City Council
of the City of Palm Springs, California, in a meeting thereof held on the nineteenth day
of February, 2003.

RESOLUTION NO.
OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, AMENDING THE BUDGET FOR THE 2002-03
FISCAL YEAR.
WHEREAS Resolution 20357 approving the budget for the fiscal year 2002-03 was adopted
on June 5, 2002; and
WHEREAS the City Manager has recommended, and the City Council desires to approve,
certain amendments to said budget;
NOW THEREFORE BE IT RESOLVED that the Director of Finance is authorized to record
inter-fund cash transfers as required in accordance with this Resolution, and that Resolution
20357, adopting the budget for the 2002-03 fiscal year is hereby amended as follows:
