HomeMy WebLinkAbout2/19/2003 - STAFF REPORTS (20) DATE: February 19, 2003 TO: City Council FROM: City Manager SUBJECT: RETIREMENT DELAY PACKAGE — EXECUTIVE DIRECTOR-AIRPORTS RECOMMENDATION: It is recommended that the City Council approve a retirement delay package for the Executive Director - Airports to ensure a timely and smooth transition from design to construction on the Convention Center Phase II Expansion Project, as well as the completion of critical Airport security projects. BACKGROUND: The Executive Director - Airports is currently administering a series of important capital projects for the Airport and City, among which are the Convention Center Phase I and Phase II Expansion Projects. The Executive Director-Airports has indicated a desire to retire this coming June. To ensure the timely completion of the Airport security projects, as well as the completion of the Phase I Convention Center Expansion Project and the smooth transition from design to construction of Phase 11, 1 have asked the Executive Director-Airports to consider extending his retirement for up to one year. In addition to the aforementioned projects, the Executive Director-Airports will be assisting in the siting and design of the new Animal Shelter that the City Council recently directed staff to pursue. The Executive Director-Airports has indicated his willingness to extend his retirement date, providing that the City Council approve the following conditions as part of a retirement delay package : 1. Continue for one year the Special Pay Provision, approved in June 2002 for the administration of the Parking Structure, to recognize the work outside of the incumbent's department to administer the Convention Center Projects;and 2. Allow for an auto allowance in lieu of the current City vehicle, which would be set at 82% of the current cost of providing the vehicle; and 3. Allow for an early cash out of up to 50% of accrued sick leave at one of the pre-set cash out dates in 2003 (upon retirement all remaining leave would be cashed out). The value and expertise of the Executive Director- Airports to these projects is undeniable. He has repeatedly demonstrated his ability to successfully coordinate and manage complex and time-sensitive capital projects. I believe that his continued involvement in these projects is critical to their timely completion and success. A Resolution providing a retirement delay package for the Executive Director - Airports has been prepared for approval if the City Council is in agreement with this request. OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, PROVIDING A RETIREMENT DELAY PACKAGE FOR THE EXECUTIVE DIRECTOR -AIRPORTS. WHEREAS, the City Manager has previously appointed the Executive Director-Airports to be the project administrator for the Convention Center Phase I & II Expansion Projects; and WHEREAS, the City Council recently directed staff to pursue the design and construction of a new Animal Shelter; and WHEREAS, the Executive Director - Airports has been asked to assist in the siting and design of the new Animal Shelter; and WHEREAS, the Executive Director - Airports is nearing retirement and the City Council is desirous of retaining project administration services beyond the incumbent's proposed retirement date; and WHEREAS, it is in the City's best interest to ensure a smooth transition from design to actual construction of the second phase of the Convention Center expansion and the siting and design of the Animal Shelter. NOW THEREFORE the City Council of the City of Palm Springs does hereby approve a retirement delay package for the Executive Director-Airports consisting of the following: Section 1. The Special Pay Provision for project administration services outside of the Executive Director's normal departmental duties authorized on June 24,2002, is hereby extended for a 12-month period; and Section 2. As of July 1,2003,the Executive Director's City vehicle will be replaced by an automobile allowance set at 82% of the 2002/03 budgeted Motor Vehicle Replacement cost; and Section 3. During calendar year 2003, the Executive Director may cash out up to 50% of accrued sick leave on one of the preset cash out dates with the balance to be paid upon retirement.
