HomeMy WebLinkAbout2/26/2003 - STAFF REPORTS (4) DATE: February 26, 2003 TO: City Council FROM: Director, Department of Parks, Recreation and Facilities AMENDMENT TO COMPREHENSIVE FEE SCHEDULE RECOMMENDATION: That the City Council amend the Comprehensive Fee Schedule, Resolution No. 20362 as amended, to add a Contract Rate for Nonprofit Swim Teams to the Recreation Division's Swim Center fee schedule. SUMMARY: Periodically, the City's Comprehensive Fee Schedule is amended to incorporate proposed fee changes and additions to allow for the more effective use of City facilities by various user groups. The proposed Contract Rate for Swim Teams accomplishes this be creating an affordable monthly rental rate based upon the number of swimmers in a given club. These rates would only be applicable to nonprofit swim teams and are for non-exclusive, shared use of the Palm Springs Swim Center.The proposed rates are based upon amounts historically considered to be affordable to the swim clubs and are consistent with those rates previously approved by way of contracts/agreements by the City Council. BACKGROUND: The City has a Comprehensive Fee Schedule, which regulates what fees can be charged for various City services and facilities. The Recreation Division has fees regulated by the Comprehensive Fee Schedule. To help generate revenue and cover the cost of doing business, the City establishes fees for the use of its various public facilities.As facilities are modified, programs become more or less popular and market demands change; facility use fees are then modified or created to meet these changing conditions and public service requirements.The current demand for use of the City's pool by more than one swim club has precipitated the establishment of the proposed multi-level fee structure. These rates are being proposed to meet the use requirements of all teams by providing both an affordable and equitable fee structure based upon team membership levels and the financial ability of such teams to pay for the use of City facilities. The Recreation Division still retains the ability to examine changing conditions and service requests by way of stipulations incorporated into the Facility Use Application, which must be submitted to apply for use of Recreation Division facilities. �F�, f AMENDMENT TO COMPREHENSIVE FEE SCHEDULE DATE: February 26, 2003" PAGE: Two Following is the proposed "Contract Rate for Nonprofit Swim Teams*": 1 - 25 swimmers $150 per month 26 - 50 swimmers $300 per month 51 - 75 swimmers $450 per month 76 - 100 swimmers (maximum allowed) $600 per month * Available only on a non-exclusive use basis and subject to the terms and conditions as stipulated in the Recreation Division's Facility Use Agreement. WHEREAS the City Council desires to amend the Comprehensive Fee Schedule in order to add a monthly contract rate for non-profit swim teams. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs, California, that Resolution 20362, establishing the Comprehensive Fee Schedule, is hereby amended, by the following: PARKS & RECREATION Swim Center Non-profit Swim Teams 1 —25 Swimmers $150.00 per month 26— 50 Swimmers $300.00 per month 51 —75 Swimmers $450.00 per month 76 — 100 Swimmers $600.00 per month ADOPTED this day of 2003.
