HomeMy WebLinkAbout3/5/2003 - STAFF REPORTS (5) DATE: March 5, 2003 TO: City Council FROM: Director, Department of Parks, Recreation and Facilities APPROVE THE PURCHASE OF VEHICLES IN THE 2002/2003 REPLACEMENT CYCLE RECOMMENDATION: That the City Council approve the cooperative purchase of one (1) Crown Victoria (unit price: $23,219); five (5) sedans (unit price: $15,003.60); one (1) F-350 service bed(unit price: $28,550);two(2) Ranger P/U (unit price: $12,657);two(2) Explorer (unit price: $21,903); one (1) Explorer (unit price: $25,981); one (1) Explorer (unit price: $23,988); one (1) Ranger (unit price: $15,300); and two (2) Explorer ST (unit price: $20,038), through the County of Riverside from Ramsey Street Ford, Banning, CA. The total amount for all vehicles, including applicable sales tax of$23,347.03, is $324,599.03, . SUMMARY: The fleet is examined annually in conjunction with the budget process to determine which units meet the replacement criteria established by the City Council via Resolution Number 18834. The vehicles listed below constitute the package identified for replacement in the current year. BACKGROUND: All City-owned vehicles and equipment are amortized for their expected life cycle and accumulate funds from user departments for their scheduled replacement in the MVR Fund. After qualifying units are identified, they are further reviewed for the possibility of life extension before final recommendations are made each year prior to purchasing. During review, it was determined that three (3) units meeting the requirements for replacement could remain in service for additional time without negative financial or operational impact.Also, staff determined that two(2) units scheduled for replacement could be removed entirely, thereby reducing the total number of vehicles maintained in our active fleet. However, there are no CNG units being recommended in this purchase. APPROVE THE PURCHASE OF VEHICLES IN THE 2002/2003 REPLACEMENT CYCLE DATE: March 5, 2003 PAGE: Three The Director of Procurement and Contracting, in accordance with Municipal Code Section 7.09.010, has researched the comparative costs, values and feasability of using our own competitive process versus the cooperative utilization of the County of Riverside contract and finds that the County process is adequate to protect the public interest and that the total cost of the vehicles is likely to be less than could be obtained through an independent City process. Nominal fees for use of the County contracts, totaling $800 for the 16 vehicles, were included in the analysis. Funds were appropriated for this transaction in the 2002/03 budget and are available in Account No. 510-5475-50020, Motor Vehicles.
