SUMMARY: The City has received correspondence from a private developer requesting a letter of support for the development of a live entertainment and state-of-the-art museum in downtown Palm Springs highlighting the life and illustrious career of Frank Sinatra. BACKGROUND: A private developer is proposing to build a state-of-the-art Theater and museum complex to honor legendary entertainer Frank Sinatra. The proposed complex will be located at the site of the former Saks Fifth Avenue, which is on the northeast corner of South Palm Canyon Drive and Ramon Road. The proposed complex, which is being designed by Gensler, a Los Angeles based architectural firm, will consist of digital, animated, state-of-the-art exhibits highlighting Mr. Sinatra's illustrious career in music, television and film from the 1940's to his death in 1998. The focal point of the proposed complex will be a 400-seat theater, which will stage on-going Las Vegas style productions such as Rat Pack shows and Sinatra duet shows. The complex will also include a Sinatra Saloon/Cabaret (sports bar) and a gift shop featuring licensed memorabilia, artifacts, personal items, books, and music bearing the distinctive and unique Sinatra style. The developer believes that the proposed complex will quickly become a major tourist attraction for Sinatra fans from all over the world and has the potential of generating several million dollars annually for the local economy. In order to move this project forward, the developer is requesting a letter of support from the City Council. A draft of this letter is attached for your review and approval. In addition to a letter of support, the developer has requested that December 12, 2003 be proclaimed as "Frank Sinatra Day" in Palm Springs. At this time, no financial support is being requested from the City. The developer has indicated that private donations will be solicited for this project.
