HomeMy WebLinkAbout3/19/2003 - STAFF REPORTS (6) DATE: MARCH 19, 2003 TO: CITY COUNCIL FROM: CHIEF OF POLICE AMENDMENT#2 - ALLOCATION POSITIONS AND COMPENSATION PLAN RECOMMENDATION: It is recommended that the City Council approve Amendment #2 to the Allocated Positions and Compensation Plan, adopted by Resolution #20358, authorizing the deletion of one Administrative Secretary and one Lead Custody Officer positions and the addition of one Senior Secretary and one Custody Officer Supervisor positions. SUMMARY: This requested action would result in the second Amendment to the Allocation Positions and Compensation Plan, which would result in the deletion of one Administrative Secretary and one Lead Custody Officer positions and the addition of one Senior Secretary and one Custody Officer Supervisor positions, to the Police Department. The total number of allocation positions remains unchanged. BACKGROUND: For the past few years the job duties of the Administrative Secretary have changed so that the job description falls more in line with the Senior Secretary position. In addition, due to the recent retirement of the last incumbent the Finance Department has assumed the payroll processing duties formerly assigned to this position. The remaining duties are concentrated in the areas of claim vouchers, billings, payroll, purchase requisitions and other items in the financial arena. Although the demand in the financial portion of the position is great, the detailed, intricate secretarial duties as listed in the job description of an Administrative Secretary are almost non-existent. The supervision of this person would fall under the direction of a Division Head rather than the Department Head. To better serve the Department and more efficiently manage the personnel, reclassifying the Administrative Secretary position to a Senior Secretary position is the most sensible solution. The Lead Custody Officer position was .initially created to train new custody officers, schedule custody officers, maintain and order jail supplies and conduct minor investigations of jail incidents. Currently the Lead Custody Officer has no supervision responsibilities. The supervision of jail personnel is considered a Police Sergeant function, which raises issues of accountability and oversight. With the tremendous civil liability associated with the care and safety of incarcerated individuals, this reclassification will enhance supervision directly in the jail, potentially reducing civil claims and increasing jail efficiency. This reclassification would bring additional responsibilities to the Custody Officer Supervisor position such as evaluations of jail personnel, discipline 71*9- matters, time card management and assisting in preparation and management of the jail budget. A salary increase of 10%, from Range 26 to Range 30 is requested due to the proposed increased responsibilities of the position. FISCAL IMPACT: The deletion of one Administrative Secretary position and the addition of one Senior Secretary position would result in a salary savings of $5,664 annually. The deletion of one Lead Custody Officer position and the addition of one Custody Officer Supervisor would result in a salary increase of $3,684 annually, which would be realized from the salary savings of the secretary position. WHEREAS an Allocated Positions and Compensation Plan was adopted effective June 5, 2002, for the 2002-03 fiscal year by Resolution No. 20358; and WHEREAS the City Council desires to amend said Allocated Positions and Compensation Plan to effectuate a change of Police Department functions.
