I have met with SEPT ato t erchants Association and have been "embraced" by both agencies. In talking with the hotel general managers, they too, support this event. It seems the primary question is that last year, the perception is that we put so much effort into this event, and that we ignored our jobs. That is not true. Not one sales trip, trade show, promotion, etc., was cancelled. We put on Rocktoberfest, in addition to doing our jobs. I like to use the analogy that we "cut through the forest with a machete" as this was a first time event....we now have a wide path, which will make our producing this event much easier. We will also outsource as much as we can, thus reducing the amount of actual hands-on work. We had sent out a form to all of the hotels, asking them to hand one to every guest who checked in to help us track the business. Only fourteen hotels responded, but it did give us an idea of how much business was brought to town because of the event. I need to add that some of the guests were bikers, who when they heard about the 50's rock 'n roll music festival, kept their reservations and stayed through the weekend. Had there not been an event, we very well may have lost their business. It is unfair to compare October 2002 vs. October 2001 when it comes to Rocktoberfest—there were city wides and the Bikers Weekend in 2001 that were not held in 2002. 1 do need to point out that at least a dozen valley residents stopped me during the festival stating they never came to Palm Springs...but since they had been downtown for the festival, they would definitely be coming back on their own for shopping and dining. Along with generating room nights, providing an avenue for the city of Palm Springs to get free press, it also produces sales tax revenue for the city and helps the bottom line of our merchants and restaurants 777 N. This is specifically for police, fire, signage, road closures, trash pick-up, staff, etc. SEPT also told me that this was an event they enjoyed working as it was basically without incident. In talking with the police on Saturday night, we were told that there were no arrests, no drunk or disorderly people, no fights, and no damage. • We have pledged to work with the downtown merchants so that the placement of vendors, street closures, etc., will be to their satisfaction. We are also encouraging them to set up — at no costs — booths in front of their stores in order to help them generate more business. • KESQ TV and Morris Desert Media have already pledged their support as media sponsors next year (this year, their in-kind contributions were well over $300,000 in media support). • We have hired a professional fundraiser who will get a percentage of whatever she raises, thus making our financial investment considerably less. However, we cannot let her get started until we have the formal approval of the City of Palm Springs • There were rough estimates that 25,000 people attended the first night, 30,000 the second (which would include the daytime), and 30,000-35,000 the third (which also included those downtown during the day) • We contacted the hotels in regards to which weekend in September they prefer and based on their feedback, we selected the weekend of September 26-28. • Listed below is a breakdown of the hotels that reported back to us that they were full the weekend of Rocktoberfest (reporting "bikers and Rocktoberfest"): o A Place in the Sun (17 rooms) o Alpine Gardens (10 rooms) o Coyote Inn (7 rooms) o Desert Hills Apartments (14 rooms) o Desert House (6 rooms) o Desert Vacation Villas (36 rooms) o Hilton Palm Springs (260 rooms) o Holiday Inn (122 rooms) o Howard Johnson (192 rooms) o Riviera (475 rooms) o Quality Inn (144 rooms) o The Chase (25 rooms) o Vista Mirage (56 rooms) o San Marino (16 rooms) The total number of rooms sold out Rocktoberfest weekend equals 1,380 rooms. Please keep in mind, these were only the reporting hotels and other properties had business as well (most likely mixed). //,92 Tom Kanarr indicated that once he knew the number of rooms, he could figure out an ADR to generate an approximately economic impact of room sales alone. This would not include retail and restaurant sales tax revenues. We hear Rocktoberfest being compared to Bikers Weekend and most recently, the Palm Springs International Film Festival. We must not forget that this was a first time event, put together in a very short period of time In a recent conversation with the Mayor, I indicated to him we would like to do two special events a year: The Weekend with The King (over Mother's Day Weekend) and Rocktoberfest. In both cases for this upcoming year, we talked with the hotels, found out when they needed the business the most, and planned the events around those times. I have met with SEPT and the Main Street Merchants Association and have been "embraced" by both agencies. In talking with the hotel general managers, they too, support this event. It seems the primary question is that last year, the perception is that we put so much effort into this event, and that we ignored our jobs. That is not true. Not one sales trip, trade show, promotion, etc., was cancelled. We put on Rocktoberfest, in addition to doing our jobs. I like to use the analogy that we "cut through the forest with a machete" as this was a first time event....we now have a wide path, which will make our producing this event much easier. We will also outsource as much as we can, thus reducing the amount of actual hands-on work. We had sent out a form to all of the hotels, asking them to hand one to every guest who checked in to help us track the business. Only fourteen hotels responded, but it did give us an idea of how much business was brought to town because of the event. I need to add that some of the guests were bikers, who when they heard about the 50's rock 'n roll music festival, kept their reservations and stayed through the weekend. Had there not been an event, we very well may have lost their business. It is unfair to compare October 2002 vs. October 2001 when it comes to Rocktoberfest —there were city wides and the Bikers Weekend in 2001 that were not held in 2002. 1 do need to point out that at least a dozen valley residents stopped me during the festival stating they never came to Palm Springs...but since they had been downtown for the festival, they would definitely be coming back on their own for shopping and dining. Along with generating room nights, providing an avenue for the city of Palm Springs to get free press, it also produces sales tax revenue for the city and helps the bottom line of our merchants and restaurants • SEPT has determined that the same amount of in-kind services the city council voted to sponsor for last year's event - $25,000 —would be appropriate. This is specifically for police, fire, signage, road closures, trash pick-up, staff, etc. SEPT also told me that this was an event they enjoyed working as it was basically without incident. In talking with the police on Saturday night, we were told that there were no arrests, no drunk or disorderly people, no fights, and no damage. • We have pledged to work with the downtown merchants so that the placement of vendors, street closures, etc., will be to their satisfaction. We are also encouraging them to set up — at no costs — booths in front of their stores in order to help them generate more business. • KESQ TV and Morris Desert Media have already pledged their support as media sponsors next year (this year, their in-kind contributions were well over $300,000 in media support). • We have hired a professional fundraiser who will get a percentage of whatever she raises, thus making our financial investment considerably less. However, we cannot let her get started until we have the formal approval of the City of Palm Springs • There were rough estimates that 25,000 people attended the first night, 30,000 the second (which would include the daytime), and 30,000-35,000 the third (which also included those downtown during the day) • We contacted the hotels in regards to which weekend in September they prefer and based on their feedback, we selected the weekend of September 26-28. • Listed below is a breakdown of the hotels that reported back to us that they were full the weekend of Rocktoberfest (reporting "bikers and Rocktoberfest'): o A Place in the Sun (17 rooms) o Alpine Gardens (10 rooms) o Coyote Inn (7 rooms) o Desert Hills Apartments (14 rooms) o Desert House (6 rooms) o Desert Vacation Villas (36 rooms) o Hilton Palm Springs (260 rooms) o Holiday Inn (122 rooms) o Howard Johnson (192 rooms) o Riviera (475 rooms) o Quality Inn (144 rooms) o The Chase (25 rooms) o Vista Mirage (56 rooms) o San Marino (16 rooms) The total number of rooms sold out Rocktoberfest weekend equals 1,380 rooms. Please keep in mind, these were only the reporting hotels and other properties had business as well (most likely mixed). Tom Kanarr indicated that once he knew the number of rooms, he could figure out an ADR to generate an approximately economic impact of room sales alone. This would not include retail and restaurant sales tax revenues. We hear Rocktoberfest being compared to Bikers Weekend and most recently, the Palm Springs International Film Festival. We must not forget that this was a first time event, put together in a very short period of time In a recent conversation with the Mayor, I indicated to him we would like to do two special events a year: The Weekend with The King (over Mother's Day Weekend) and Rocktoberfest. In both cases for this upcoming year, we talked with the hotels, found out when they needed the business the most, and planned the events around those times. WHEREAS the City of Palm Springs designated the Palm Springs Rocktoberfest Weekend as a City-sponsored event; and WHEREAS the City Council desires to facilitate the staging of the City-sponsored event to maximize revenue production; and WHEREAS the City Council finds that certain regulatory ordinances, which are generally deemed desirable and necessary, may, nonetheless, impede the conduct of special events; and WHEREAS the City Council finds that in holding special events,the public interest and the benefits derived therefrom outweigh the temporary public inconvenience; and WHEREAS the City Council has enacted Ordinance #1310 authorizing temporary suspension of regulatory ordinances. NOW,THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Springs,California, as follows: Section 1. A. That the Palm Springs Rocktoberfest Weekend is a special event beneficial to the community and its visitor-oriented economy. B. That the dates of the 2003 Palm Springs Rocktoberfest Weekend are from September 26 through September 28. C. That the Palm Springs Bureau of Tourism is the event promoter, along with their construction and concession personnel and staff. D. That the venue of the Palm Springs Rocktoberfest Weekend is Palm Canyon Drive in the Central Business District. Section 2. That the following ordinances are hereby temporarily suspended for the special event designated in Section 1 above: Sign Ordinance, Zoning Ordinance, and Noise Ordinance. Section 3. That the regulatory ordinances designated in Section 2 above shall remain in full force and effect except as to the event dates and persons or organizations as designated in Section 1 above.
