APPROVAL OF PLANS
RECOMMENDATION:
It is recommended that the City Council approve and adopt the plans, specifications and
working details,and authorize advertisement for construction bids for City Project#2002-
21, Transportation Security Administration (TSA) - Administrative Offices at the Palm
Springs International Airport.
SUMMARY:
Section 7.03.040 of the Procurement and Contracting Code requires that the Council
approve and adopt plans, specifications and working details, and authorize the bid
request for all public projects in excess of$100,000. Approval of this project will allow
staff to proceed with this public project, with an Architect's estimate of approximately
$440,000. The construction cost will be recovered by the Airport via a pending lease
agreement with the General Services Administration (GSA).
BACKGROUND:
In response to the events of September 11`h, the federal government created the
Transportation Security Administration(TSA)to oversee security at the nation's airports.
At Palm Springs, the TSA is performing passenger and baggage screening with
approximately 160 employees. In order to meet the office,training and break area space
requirements of the TSA, the City Council authorized a short term lease of two portable
office trailers, which are currently being utilized by TSA. They are also utilizing some
space in the baggage claim area of the terminal.
It is the desire of the TSA and the Airport to create a permanent, long-term solution to
their space requirements, which will not require the use of the portable office trailers.
The apron level of the Sonny Bono concourse was designed with the intent of tenants
being able to improve the space for use. This project will take the northern half of this
area and make the necessary improvements for the TSA.
The cost of this project will be funded by the Airport, with the costs being recaptured via
a pending lease agreement with the General Services Administration (GSA).

The architect's estimate for this project is $440,000.
Staff is anticipating that the improved space will be available for occupancy by TSA no
later than November 15, 2003.

I HEREBY CERTIFY that this Minute Order, approving and adopting the plans,
specifications and working details, and authorizing advertisement for
construction bids for City Project #2002-21, Transportation Security
Administration (TSA) - Administrative Offices at the Palm Springs International
Airport, was adopted by the City Council of the City of Palm Springs, California,
in a meeting thereof held on the 26`h day of March, 2003.
