HOUSING COALITION 1996-97 SUBRECIPIENT AGREEMENT
RECOMMENDATION:
It is recommended that the City Council approve the proposed Term extension,
budget amendment which revises the project's budget cost categories and line
items in accordance with the 1996-97 CDBG Coachella Valley Housing Coalition
(CVHC) Subrecipient Agreement and authorize the City Manager to execute a
Subrecipient Agreement Amendment.
BACKGROUND:
The CVHC Chuckwalla Self-Help program has constructed nine new single-family
residential units which are now complete and needing to be closed-out. After
several years, the project's budget cost categories and lines items within the
approved project budget have exceeded while others have a surplus funds,
requiring the budget to be amended to drawdown the funds and close-out the
project.

OF THE CITY COUNCIL OF THE CITY OF PALM
SPRINGS, CALIFORNIA, AMENDING THE CDBG
SUBRECIPIENT AGREEMENT OF THE COACHELLA
VALLEY HOUSING COALITION (CVHC) FOR FISCAL
YEAR 1996 - 97.
WHEREAS Resolution 18828 approving the CDBG budget allocations for the fiscal
years 1996— 1997 was adopted on May 15, 1996; and
WHEREAS subsequently the City entered into a Subrecipient Agreement with CVHC,
dated November 25, 1996, to evaluate properties in the Chuckwalla neighborhood
suitable for rehabilitation or new construction of affordable housing, determine the
financial feasibility and source of funds, evaluate site and perform due diligence
investigation which included a project budget as Exhibit "A"; and
WHEREAS the executed Subrecipient Agreement does not allow for a variance within
the budget cost categories to 10% without a formal amendment to the Agreement; and
WHEREAS the funds were allocated to the CVHC Chuckwalla Self-Help program to
construct nine new single family residential units which is now complete and being
closed-out; and
WHEREAS a cost category and several lines items within the approved project budget
were exceeded while others have a surplus funds, requiring the budget to be amended
to drawdown the funds and close-out the project; and
WHEREAS the standard Term of all CDBG Subrecipient Agreements is one year, even
while projects are sometimes carried for several years, requiring an amendment to
extend the expiration; and
WHEREAS the City Manager has recommended, and the City Council desires to
approve, certain amendments to said Subrecipient Agreement;
NOW, THEREFORE, be it resolved that the City Council of the City of Palm Springs,
California, does hereby approve the following:
SECTION 1. The expiration date shall be amended to June 30, 2003.
SECTION 2. The project budget shall be amended as follows:

SECTION 3. The City Manager is authorized to execute a formal amendment to this
Subrecipient Agreement as required in accordance with this Resolution, and that
Resolution 18828, adopting the budget for the 1996 - 97 fiscal year.
