HomeMy WebLinkAbout4/2/2003 - STAFF REPORTS (13) DATE: April 2, 2003 TO: City Council FROM: Director of Public Works/City Engineer SWIM CENTER, POOL HOUSE & CONCESSION STAND IMPROVEMENTS RECOMMENDATION: It is recommended that the City Council reject all bids for the Swim Center, Pool House & Concession Stand Improvements, City Project 98-21; and authorize re-bidding of Bid Schedule A (swim center equipment replacement) and Bid Schedule C (pool deck resurfacing) only. SUMMARY: Award of this contract would have provided for replacement of swimming pool equipment for the existing Palm Springs Swim Center and construction of a new pool house (locker room and restroom facility)and concession stand(administration building), also associated with construction of the Palm Springs Skate Park facility located within Sunrise Park. Construction bids received on March 11, 2003, exceeded the project estimate; budgeted funds are unavailable to cover the lowest, responsive, responsible bidder. BACKGROUND: Widespread community support for, as well as previous Council endorsement of construction of a community skate park facility within the Sunrise Park grounds led to the award of a design contract with Site Design Group on April 24, 2002. Included in their contract was the preparation of plans to replace the swim center equipment and plans for construction of a new pool house(locker room and restroom facility)and concession stand (administration building). The two component projects (Swim Center and Skate Park)were separately bid due to funding considerations and to allow use of local funds on the Swim Center project. The plans and specifications for this project were prepared by the City's consultant, Site Design Group, and on December 18, 2002, the City Council approved and adopted the specifications for this project, and authorized advertisement for construction bids. The project was bid with three Bid Schedules (A through C). Bid Schedule A includes all work necessary to remove and replace the existing swim center mechanical equipment (pumps, filters, and heating system). Bid Schedule B includes all work necessary to construct the new pool house(bath, shower, and locker room facility)and concession stand(administration and office facility),consisting of approximately 5,522 square foot building, with all utilities, facilities, furnishings and fixtures. Additive Bid Schedule C includes all work necessary in installing anew pool deck coating of the existing swim center pool deck. 104 Swim Center, Pool House&Concession Stand Improvements April 2,2003 Page 2 On January 25 and February 1, 2003, the project was advertised for bids, and at 3:00 P.M. on March 11,2003, the Department of Procurement and Contracting received bids from the following contractors: Contractor Bid Sch A Bid Sch B Bid Sch C Total J. Staff had previously provided a final budget estimate of approximately $1,600,000 for the total project (Swim Center and Skate Park) which was determined by estimates provided by the City's consultant, Site Design Group. Given the fact that the Skate Park project's lowest bid was approximately$800,000 the combined total project cost of both the swim center and skate park projects is approximately $2,400,000. City Council directed staff to proceed with the redesign of the skate park project by relocating it easterly to clear the existing swim center restroom facility, and to postpone construction of the new restroom and locker room facility as bid with the swim center project. However, the critical element of the swim center project that requires implementation is the replacement of the swim center equipment, and with Council's concurrence, staff was directed to re-bid the swim center project without the new building scope of work. Minute Order CITY OF PALM SPRINGS NOTICE INVITING BIDS For constructing: Swim Center, Pool House & Concession Stand Improvements City Project 98-21 N-1 NOTICE IS HEREBY GIVEN that sealed bids for the Swim Center, Pool House & Concession Stand Improvements, City Project 98-21, will be received at the office of the Director of Procurement and Contracting of the City of Palm Springs, California, until 2 :30 P.M. on February 25, 2003 , at which time they will be opened and read aloud. N-2 DESCRIPTION OF THE WORK: The Work comprises the construction of a new bath and locker room facility and concession/administration building, complete with all required fixtures; removal and replacement of existing swim center filtration, heating and chemical equipment and systems, complete and in place; and all appurtenant work. The work shall be coordinated with the concurrent construction of the separately bid contract for the Palm Springs Skate Park Construction, City Project 02-23 . In submitting a bid, bidders agree to all required coordination efforts necessary to stage, phase, and schedule its work to be consistent with the timing of concurrent construction by other contractors that will be preparing portions of the job site in advance of, concurrent with, or after the work that is necessary as part of this contract . N-3 AWARD OF CONTRACT: (a) The City reserves the right after opening bids to reject any or all bids, to waive any informality (non- responsiveness) in a bid, or to make award to the lowest responsive, responsible bidder on the basis of the total sum of Bid Schedule A, B, and Additive Bid Schedule C, and reject all other bids, as it may best serve the interest of the City. Bidders shall bid on all Bid Schedules . (b) As a condition of award, the successful bidder will be required to submit payment and performance bonds and insurance . N-6 CONTRACTOR'S LICENSE CLASSIFICATION: The Contractor shall possess a valid Class B Contractor license at the time of submitting bids . N-7 PREVAILING WAGE RATES NOT APPLICABLE: Funding for the Work is with all local funds and, as provided under City Charter, will NOT require compliance with the prevailing wage requirements of the State of California. N-8 RETAINAGE FROM PAYMENTS: The Contractor may elect to receive 100 percent of payments due under the Contract Documents from time to time, without retention of any portion of the payment by the City, by depositing securities of equivalent value with the City in accordance with the provisions of Section 22300 of the Public Contract Code. N-9 PRE-BID VISIT TO WORK SITE: Prospective bidders are required to attend a pre-bid walk through of the proposed work site and existing facilities which will be conducted by the City at 10 : 00 A.M. on February 11, 2003 . Bidders should meet at the Community Center located on Pavilion Way, in the Sunrise Park grounds . Failure to participate in the pre-bid walk through may render a bidder as non-responsive. Tahquitz Canyon Way, Palm Springs, CA 92262, until 3:00 P.M. on Tuesday, March 4, 2003 (as was revised with Addendum No. 1): I. The following changes and clarifications shall be documented and considered as revisions to the project drawings: A. Sheet C-4.4 (4 of 57) shows the required installation of new pool equipment. With regard to the new heaters to be installed within the existing swim center mechanical room, in the event the new equipment will not physically fit through the existing doorway and into the existing swim center mechanical room, the Contractor shall be responsible for removal and replacement of the exterior CMU block wall of the mechanical room as required to deliver, furnish and install the specified heater equipment. All existing conduit, conductors, equipment and appurtenances currently attached or adjacent to the exterior wall to be protected in place, shall be removed and reinstalled as required. The cost of this required work shall be considered as included in the lump sum bid for Bid Schedule A, and no additional compensation shall be allowed therefore. B. Sheet A-2.0 (7 of 57) shows an entry/exit gate between the new locker room/rest room building and the administration/concession stand building, as well as separate entrance and exit gates to the Skate Park. An asterik (*) indicates that the 8' high wall connected to the east side of the administration/concession stand building, as well as the separate entrance and exit gates to the Skate Park and 8' high wrought iron fence are to be coordinated with construction as part of City Project 02-23. The asterik (*) indication referring to the 8' high wall connected to the east side of the administration/concession stand building is incorrect. This wall is to be constructed as part of the new administration/concession stand building, included in the scope of work identified by Bid Schedule B, and is more clearly shown on Sheet S-2.1 (25 of 57). Sheet S-2.1 identifies this wall, as well as the other walls that are part of the Skate Park entrance, all of which shall be constructed as part of the work included in Bid Schedule B. Sheet A-2.0 (7 of 57), as well as the "Detail Grades Adjacent to Building" Detail, provided on Sheet C-4.2 (57 of 57), shows the Swim Center entry/exit gate located between the new locker room/rest room building and the administration/concession stand building; as well as the Skate Park separate entrance and exit gates. The asterik (*) indication should also refer to the Swim Center entry/exit gate located between the new locker room/rest room building and the administration/concession stand building. This gate, as well as the other 8' high wrought iron fence and Skate Park entrance and exit gates are within the scope of work included with the Palm Springs Skate Park Construction, City Project 02-23. The Contractor shall not include the cost of furnishing and installing these gates or wrought iron fence;these gates and fence will be furnished and installed as part of the construction, under separate contract, of the Palm Springs Skate Park, City Project 02-23. II. The Special Provisions as originally issued shall be used in submitting bids, and an acknowledgment of receipt of this Addendum No. 2 shall be entered on Page 2 of the Bid forms. Add the following Section 1 .06 "Swimming Pool" to Section 01561, Temporary Environmental Controls: The City of Palm Springs will be responsible for emptying and removing a sufficient volume of water from the swimming pool facility to allow for the removal and replacement of all required swimming pool equipment, as well as temporary filtration and chemical treatment of the swimming pool facility during construction. B. Section 10170 "Plastic Toilet/Shower Compartments", Part 2 - Products, Subsection 2.02 - Materials, specifies solid phenolic and polymer toilet partitions. Addendum No. 3 clarified that solid phenolic core toilet partitions were to be used. Addendum No. 3 was in error. Solid plastic (polymer) toilet partitions as specified in Section 10170 (solid polymer resin with homogenous color, minimum 1" thick, seamless construction and edges eased) shall be used. ll. The following changes and clarifications shall be documented and considered as revisions to the project drawings: A. Detail 3 "Overhead @ Women's Shower-103" on Sheet A8.0 (18 of 57) shows the specified (T-Bar) ceiling mounted directly to roof joists. The following additional provisions and details shall be considered as included in the Detail, and elsewhere where this connection detail would be required: 1 . Suspend Tee's from plywood sheathing directly below roof channels. 2. Attach edge moldings to top chord of steel bar joists and T.S. louver headers with TEK screws @ 24" o.c. 3. Ceiling slope to follow roof slope. 4.
