SUNRISE WAY AND SUNNY DUNES ROAD TRAFFIC SIGNAL INSTALLATION
RECOMMENDATION:
It is recommended that the City Council award contract to Steiny and Company, Inc., in the
amount of$99,264.00,forthe Sunrise Way at Sunny Dunes Road Traffic Signal Installation,
City Project 02-25.
SUMMARY:
Award of this contract will provide for the installation of a new traffic signal at Sunrise Way
and Sunny Dunes Road.
BACKGROUND:
The Desert Chapel Master Plan, developed by Desert Chapel located at Sunrise Way and
Sunny Dunes Road, included additions to the sanctuary, construction of a new multi-
purpose building, library/administrative building, educational facilities, and parking areas.
A traffic impact study prepared for the Master Plan indicated the need for a traffic signal at
Sunrise Way and Sunny Dunes Road, for which Desert Chapel was partly responsible.
Accordingly, conditions of approval included in the City Council's approval of the Master
Plan, Case No. 5.0788, PD-59, at its November 17, 1999 meeting, required that Desert
Chapel provide forthe design of a trafficsignal at Sunrise Way and Sunny Dunes Road,and
pay its proportionate share of $19,080 toward its construction. Subsequently, Desert
Chapel obtained the services of Albert Grover & Associates, who prepared the required
traffic signal installation plan, and also submitted the required proportionate share payment
to the City. This traffic signal is also budgeted as part of the Public Works and Engineering
Department's Fiscal Year 2002/2003 CIP budget.
The City Council approved the plans and specifications, and authorized construction bidding
at its March 5, 2003, meeting. On March 11 and 18, 2003, the project was advertised for
bids, and at 2:00 P.M. on April 1, 2003, the Department of Procurement and Contracting
received bids from the following contractors:

The engineer's estimate was $117,000. The low bidder is Steiny and Company, Inc., from
Corona, California. The company is a California corporation and its officers are:J.O. Steiny,
Chairman; Susan Steiny, President; Richard Tesoriero, Vice President; and Gayle
Kappelman,Secretary. Sufficient funds are available in accounts Local Measure A account
134-4498-50208 (Traf Signal Sunrise@SDune) and General Fund Capital Improvement
account 261-4491-50208(Traf Signal Sunrise@SDune). Note,the developer's contribution
to the installation of this signal was deposited into this General Fund capital expenditure
account, and is not an expenditure of the City's own General Fund revenue.
