Palm Springs Disaster Response Exercise Earthquake Scenario March 19, 2003 i i w Jr I Y �y e n a Exercise Plan �1 1. GENERAL BACKGROUND The City of Palm Springs recognizes that protecting our citizens and visitors is the primary responsibility of local government officials. The ability to fulfill this responsibility depends on the skills and abilities of the City Employees. To that end, all city departments have been actively participating in the exercise planning to ensure that their department is adequately trained and equipped to deal with any large-scale emergency in a timely and proficient manner. 2. CONCEPT, PURPOSE, SCOPE, AND OBJECTIVES A. CONCEPT On Wednesday, March 19, 2003, at 1000, A Richter Magnitude 7.4 earthquake struck the Coachella Valley, approximately 4 miles southeast of Desert Hot Springs near the I-10 Corridor and Date Palm. Cities affected are Coachella, Indio, Palm Desert, Desert Hot Springs, Indian Wells, Rancho Mirage, Aquinas, Patin Springs and Cathedral City. Unincorporated areas of eastern Riverside County have also experienced major damage. The alternate EOC in Indio has been activated in support of the exercise. • The City of Palm Springs, the Patin Springs International Airport, Palm Springs Unified School District, Desert Regional Medical Center, American Red Cross, AMR Ambulance, St Theresa School, the Media, and other Palm Springs agencies and businesses are participating in this full scale exercise. The City of Palm Springs Emergency Operations Center(EOC) will be activated. B. PURPOSE This earthquake exercise is being conducted to improve the readiness and capabilities of the City in responding to, and managing a large-scale "disaster" such as a 7.4 earthquake. C. SCOPE General. The basic goal of this exercise, as defined by the Coachella Valley Emergency Managers Association, is to test the comrnunications, information flow and feedback systems as relate to a catastrophic disaster event within the Coachella Valley. Resulting information will be utilized to improve the functional systems that exist, and identify areas for • improvement. • Key Participants. The key participants for the Palm Springs earthquake exercise will be all city departments including the City Council, the Palm Springs hiternational Airport, Desert Regional Medical Center and St Theresa School. D. OBJECTIVES Primary objectives for this exercise are to: 1. Assess notification and activation procedures. 2. Evaluate internal communications systems. 3. Assess procedures for damage assessment. 4. Assess individual department activities and procedures. 5. Evaluate the effectiveness of the "Disaster Council" as outlined in Ordinance 2.20 6. Simulate the Declaration of a local emergency as prescribed in Ordinance 2.20 3. REFERENCES • A. Palm Springs Disaster Ordinance 2.20 B. California Goverment Code 8607 C. EXERCISE EVALUATION All participants involved in the exercise will conduct a departmental evaluation of their activities after the exercise. Each department director will participate in an overall evaluation of the city exercise approximately one week after the exercise. From this meeting, an After Action Report will be developed to document the strengths and weaknesses of the City's response and incident management system. A list of recommendations will be developed for implementation to strengthen the City's response to a major emergency. • EXERCISE NARRATIVE This scenario is based on modeling studies performed by James D. Goltz, from the Governor's Office of Emergency Services, Seismological Laboratory, California Institute of Technology, March 10, 2003. A 7.4 magnitude earthquake centered in the Coachella Valley is a"worse case scenario". There is a 20%+ chance of this earthquake happening in the next 30 years. The shaking intensity of this earthquake could reach a Mercalli Scale Index Rating of X(extreme), with significant structural damage to buildings beginning at shaking intensities of VII to VIII (very strong and severe). Through out the Coachella Valley there would likely be over 79,000 damaged buildings, 300 fatalities, 12,000 injuries, 18,000 displaced households, and 3.5 Billion in economic losses. The effects of an earthquake of this magnitude are staggering. Most hospitals and medical facilities would suffer moderate to major damage, most schools would be damaged in varying degrees, public safety facilities such as police stations and fire stations would sustain major to moderate damage, and the airport would sustain moderate damage. Bridges and major roadways would be damaged which would isolate Palm Springs fiom outside assistance for several days. The water system would be impacted by lack of a delivery system (water mains), but water would be stored in the above ground reservoirs for manual delivery. Response from city employees would be limited to those employees on duty, and those that live within an 8-mile distance from City Hall. It is likely that some city owned buildings would sustain structural damage and numerous employees would be injured. Those employees who are on duty would have desire to check the welfare of their family • members before focusing on the recovery efforts of the City. Widespread damage through out the City and Coachella Valley. Bridges and overpasses have significant damage, no transportation on 1-10 freeway. Extensive damage to Airport Terminal with 15 major injuries. Airport closed. Collapsed school buildings at St. Theresa School, and Cielo Vista Elementary School. Numerous injuries. Partial collapse of PS Mall. Partial collapse of Fire Station 441 on N. Indian Canyon. Collapsed homes and landslides • on Southridge. Residential fires burning in Andreas Hills area. Gene Autry Bridge down. Major damage to E. Palm Cyn Bridge at Southridge. No electrical power to 50 % of City. No water service to 75% of City. City facilities on emergency generator power. No CNG fuel to service 31% of city fleet (non safety). City unleaded fuel supply at 2000 gallons, diesel at 1000 gallons. Reports of looting in the downtown district. Major collapse at the hospital medical building (north side). Emergency Room in operation but saturated. Numerous fires and damaged structures in most mobile home parks. Major natural gas leak at N. Indian Cyn. And Racquet Club. 30% of city's desktop computers and printers damaged (those that weren't strapped). Only 20% of off duty city employees able to respond to city. Press conference scheduled for 1600 hrs by City PIO's. EAS activated for instructions to public. KDES radio is official broadcast point. Both Co-gen plants off line due to natural gas supply. Evacuation of the passenger Grass Area in front of passenger terminal terminal is underway. 1016 ARFF reports a partial collapse of the Skywest.Maintenance facility. Skywest Maintenance facility There are assumed to be,.ihjuries and the perimeter fencing on the north and east portion of the facility is damaged.Information relayed to Airport EOC & further instructions-requested. . 1018 Airport EOC is activated. All on duty Dept of Aviation (AIRPORT) personnel have been accounted except for MX210. 1020 ARFF 151 has been assigned to establish triage. 1025 ARFF 151 has requested the triage trailer be brought to his location. Also requesting 3-5 volunteers to assist. 1030 The majority of the main "terminal has been evacuated. Many personnel are milling ,around the terminal. Additional LEO's are requested for crowd control. 1040 ARFF 151 has requested additional personnel for`Response Teams', which will consist of a Team Leader & 2-3 additional personnel. 1042 The ATCT Manager has requested an inspection of the ATCT for damage.
