HomeMy WebLinkAbout5/7/2003 - STAFF REPORTS (6) DATE: May 7, 2003 TO: City Council FROM: Fire Chief APPROVE PURCHASE OF DEFIBRILLATION EQUIPMENT FROM ZOLL MEDICAL FOR FIRE DEPARTMENT ON A SOLE-SOURCE BASIS RECOMMENDATION: It is recommended that the City Council approve the upgrade of two existing Zoll defibrillators and the purchase of one new Zoll defibrillator from Zoll Medical Corporation on a sole-source basis in the amount of$42,673.31 plus applicable shipping charges. SUMMARY: The paramedic program has been very successful. Riverside County EMS protocol necessitates the upgrading of our existing defibrillators and purchase of an additional defibrillator will allow existing paramedics to operate within their Advanced Life Support (ALS) authority. AMR Ambulance penalties will underwrite approximately 50% of this purchase. BACKGROUND: The Fire Department currently utilizes defibrillation equipment in its advanced life support activities. The equipment currently in use is Zoll Medical brand equipment. Under Riverside County EMS Protocol, all Advanced Life Support (ALS) provides are to have 12-lead ALS defibrillators by this summer. The 12-lead defibrillators provide more comprehensive data to medical personnel than previous models. When the existing defibrillation equipment was purchased, part of the criteria staff utilized in the selection process was the equipment's ability to be upgraded to 12-lead operation. The Riverside County EMS Protocol necessitates the upgrade of the existing equipment at this time. In addition, the Fire Department would like to deploy an additional unit. This additional unit will improve the advanced life support capabilities of the department without additional personnel, and would allow the Department to support joint operations with the Police Department without impacting existing levels of advanced life support activity. Staff recommends upgrading the two existing units and purchase of a new unit from Zoll Medical Corporation on a sole source basis. The upgrade of existing equipment can be accomplished for substantially less than the cost of a new unit ($10,400 as opposed to $17,000). Upgrades to the existing equipment may be obtained only from Zoll Medical. Since it is an operational necessity to uniformly equip Fire Department vehicles, it is recommended that the new unit be procured from Zoll Medical also. The total cost of upgrading the two existing units and purchasing of a new unit that meet the County's EMS Protocol from Zoll Medical is $24,673.31. Funds have been programmed for this purpose from two sources, safety augmentation funds and penalty fees from the AMR ambulance contract. WHEREAS Riverside County EMS protocol necessitates the use of 12-lead defibrillation equipment; and WHEREAS the Fire Department's current equipment, manufactured by Zoll Medical, is upgradeable to 12 lead operations at substantially less than the cost of a new unit, and WHEREAS the Fire Department wishes to deploy an additional defibrillator to support joint operations with the Police Department without impacting existing levels of advanced life support activities, and WHEREAS the upgrade of existing equipment is available only from the manufacturer, Zoll Medical, and equipment uniformity is an operational necessity when purchasing additional new equipment for the department. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs as follows: Section 1 The purchase of upgrades to two existing defibrillators in orderto meet County CMS requirements from Zoll Medical in the amount of$22,412.00 is hereby authorized. Section 2 The purchase of one 12 lead defibrillator meeting County EMS requirements from Zoll Medical in the amount of$20,261.31 plus applicable delivery charges is hereby authorized, for a total upgrade and purchase cost of$42,673.21.
