SUBJECT: Approve Initial Funding Request For Convention Center Pre-opening
Marketing for Fiscal Year 2002-03
RECOMMENDATION:
That the City Council approve a resolution amending the Fiscal Year 2002-03 budget in the
amount of$97,000 for the pre-opening marketing program to promote the expansion of the
Palm Springs Convention Center.
SUMMARY:
The City Council is pursuing the Phase 2 expansion of the Palm Springs Convention Center
in order to significantly increase convention activity in Palm Springs. This expansion will
place the Convention Center in a new size category that will have the potential to attract
completely new meetings that previously could not fit in Palm Springs. With this ability to
accommodate these new groups it will be essential to embark on an aggressive marketing
program to develop awareness and ensure that the expanded facility reaches its occupancy
potential as quickly as possible once completed. Funding for this increased marketing effort
is required to begin immediately as large convention groups tend to book at least two years
prior to their arrival in a destination.
BACKGROUND:
For the past year the City has pursued an extensive renovation and expansion of the Palm
Springs Convention Center in order to increase the economic impact of convention meetings
on Palm Springs by attracting more and larger events. The Phase 1 expansion is nearly
complete yielding an expanded kitchen and six new meeting rooms. With planning and
design on Phase 2 of the expansion well underway it is essential that intensive marketing
efforts begin immediately to ensure that the Convention Center expansion is used to its
maximum potential as quickly as possible. It is important to realize that many convention
groups choose their future meeting sites three to five years in advance. For this reason it is
imperative that the marketing efforts begin as soon as possible.
Palm Springs is certainly a known and proven destination for both leisure and business
travelers;however, like any destination it is not without its challenges. Some key challenges
currently influencing the meetings sector include lack of space at the Convention Center for
larger exhibit shows,and perhaps more critical, meeting space for break-out sessions;fewer
airline flights compared to key competitors, especially during the summer months; and the
higher cost of air transportation compared to major metropolitan cities. The expansion of the
Convention Center will provide a significant step toward meeting the needs of larger
convention groups, and the airport has made significant strides in improving air access into
Palm Springs. These two areas are closely related and as activity increases at the Center,
demand will increase at the airport,thereby making it more attractive for airlines to expand
service. 1`
In order to realize the impact of the expanded Convention Center it will be critical to develop I
an awareness with an entire new market of meeting planners that previously could not
consider Palm Springs as a meeting destination due to lack of space at the Center. The
marketing effort required will be very similar to a brand new facility due to the goal of
reaching new and larger clients. This effort must begin immediately due to the long lead
time in the booking of many groups,and should be sustained through the entire construction
and opening of the new Center.
A marketing plan and budget have been developed to guide this effort. Copies of this plan
and budget were presented to the City Council at the April 30`h Study Session.The following
funding levels have been identified for current and future funding:
Year 1: $97,Wo
Year 2: $470,348
Year 3: $462,247
Staff is seeking$97,285 in the current fiscal year to begin the marketing program. The bulk
of this first year of funding will be used to prepare the creative work for branding of the
Center and Palm Springs, creative design of collateral materials, printing of first collateral
materials, and sponsorships at key industry events whereby the expansion will be
announced and showcased. Funding is available in the Community Promotion Fund.

Run a 3 column by 4 inch ad, (12 column inches) or the equivalent of a 12 inch ad,
weekly in our Friday Weekend section at the 1,500* inch rate of$32.75 per column
inch, and an additional$7.50 per column inch ($90) for full color.

Herewith is the contract for the campaign. By reviewing your billing address to the city with
management, I was able to use the PSDRCVA discount which saves you another approximately 7%
on the monthly issues for a total additional savings of$1,430.
Hopefully this will allow you to participate for sure in the Palm Springs Visitor's Guide and will more than
cover any unforeseen production cost which is usually only around$100.
The new math is$1,735 times 11 plus the September issue of$3,935=$23,020 total.

C. All advertisements are accepted and published by publisher on the representation that the advertiser and/or advertising agency are properly authorized to publish the
entire contents and subject matter thereof. When advertisements containing the names,pictures and/or testlmantals of living persons are submitted for publication,the
order or request for the publication thereof shall be deemed to he a representation by the advertiser and/or advertising agency that they have obtained written consent of
the use in the advertisement of the name,pleture and/or testimonial of any living person which is contained therein. It Is understood that the advertiser and/or advertising
agency will indemnify and save the publisher harmless from and against any loss,expense or other liability resulting from any clams or suits for libel,violation of right of
privacy,plagiarism,copyright infringement and any other claims or suits that may arise out of the publication of such advertisement, All copy,text and illustrations are
subject to the publisher's approval before execution of the order;and the right Is reserved to reject or exclude copy which is unethical,misleading,extravagant,challenging,
questionable in character,in bad taste,detrimental to public health or interest,otherwise inappropriate or Incompatible with the character of the publication,or that does
not meet with the approval of the Federal Trade Commission;whether or not the same has already been accepted and/or published. In the event of such cancellation or
rejection by the publisher,the advertising already run shall be pald at the rate provided for in the order.
D. Advertiser is solely responsible for the contents of its advertisements. No proofs are provided.
E. The publisher's liability for any publisher's error will not exceed the cost of the space occupled by the error.
F. If this contract is signed by an Individual in a representative capacity,and not acting in his or her own behalf,the person signing the contract on behalf of Advertiser,
represents and warrants to Publisher that he or she Is duly authorized by Advertiser to enter this contract an Advertiser's behalf,

G. If either party Is required to file suit to enforce the terms of this contract,the prevailing party shall be entitled to reasonable attorneys'fees,cnrtcosts and reasonable
actual costs,to be determined by a court of competent Jurisdiction. Actual costs shall be such additional expenses reasonably necessary for the preparation and conduct
of any litigation,Including accountants'fees,investigators'charges,long distance telephone call charges,travel and lodging.
H. Payment in full must accompany signed contract to reserve ad space. The Publisher will only he responsible for advertising paid directly to the Publisher. Agents are
not authorized by us to have payment made to them,and we are not responsible for any advertising paid to them. Check to he made payable to The Partnership forthe
