HomeMy WebLinkAbout5/7/2003 - STAFF REPORTS (21) DATE: May 7, 2003 TO: City Council FROM: Jim Dunn, Palm Springs Convention Center SUBJECT: Approve Initial Funding Request For Convention Center Pre-opening Marketing for Fiscal Year 2002-03 RECOMMENDATION: That the City Council approve a resolution amending the Fiscal Year 2002-03 budget in the amount of$97,000 for the pre-opening marketing program to promote the expansion of the Palm Springs Convention Center. SUMMARY: The City Council is pursuing the Phase 2 expansion of the Palm Springs Convention Center in order to significantly increase convention activity in Palm Springs. This expansion will place the Convention Center in a new size category that will have the potential to attract completely new meetings that previously could not fit in Palm Springs. With this ability to accommodate these new groups it will be essential to embark on an aggressive marketing program to develop awareness and ensure that the expanded facility reaches its occupancy potential as quickly as possible once completed. Funding for this increased marketing effort is required to begin immediately as large convention groups tend to book at least two years prior to their arrival in a destination. BACKGROUND: For the past year the City has pursued an extensive renovation and expansion of the Palm Springs Convention Center in order to increase the economic impact of convention meetings on Palm Springs by attracting more and larger events. The Phase 1 expansion is nearly complete yielding an expanded kitchen and six new meeting rooms. With planning and design on Phase 2 of the expansion well underway it is essential that intensive marketing efforts begin immediately to ensure that the Convention Center expansion is used to its maximum potential as quickly as possible. It is important to realize that many convention groups choose their future meeting sites three to five years in advance. For this reason it is imperative that the marketing efforts begin as soon as possible. Palm Springs is certainly a known and proven destination for both leisure and business travelers;however, like any destination it is not without its challenges. Some key challenges currently influencing the meetings sector include lack of space at the Convention Center for larger exhibit shows,and perhaps more critical, meeting space for break-out sessions;fewer airline flights compared to key competitors, especially during the summer months; and the higher cost of air transportation compared to major metropolitan cities. The expansion of the Convention Center will provide a significant step toward meeting the needs of larger convention groups, and the airport has made significant strides in improving air access into Palm Springs. These two areas are closely related and as activity increases at the Center, demand will increase at the airport,thereby making it more attractive for airlines to expand service. 1` In order to realize the impact of the expanded Convention Center it will be critical to develop I an awareness with an entire new market of meeting planners that previously could not consider Palm Springs as a meeting destination due to lack of space at the Center. The marketing effort required will be very similar to a brand new facility due to the goal of reaching new and larger clients. This effort must begin immediately due to the long lead time in the booking of many groups,and should be sustained through the entire construction and opening of the new Center. A marketing plan and budget have been developed to guide this effort. Copies of this plan and budget were presented to the City Council at the April 30`h Study Session.The following funding levels have been identified for current and future funding: Year 1: $97,Wo Year 2: $470,348 Year 3: $462,247 Staff is seeking$97,285 in the current fiscal year to begin the marketing program. The bulk of this first year of funding will be used to prepare the creative work for branding of the Center and Palm Springs, creative design of collateral materials, printing of first collateral materials, and sponsorships at key industry events whereby the expansion will be announced and showcased.
