HomeMy WebLinkAbout5/7/2003 - STAFF REPORTS (22) DATE: May 7, 2003 TO: City Council FROM: Chief of Police APPROVE THE PURCHASE OF A POLICE PATROL VEHICLE FOR THE POLICE RESERVE OFFICERS UNIT RECOMMENDATION: It is recommended that City Council approve the cooperative purchase of one (1) 2003 Ford Crown Victoria police patrol vehicle from Ramsey Street Ford, of Banning, CA through a County of Riverside contract in the amount of$23,419.46. SUMMARY: The Agua Caliente Band of Cahuilla Indians has donated $30,000 to the Police Reserve Officers Unit of the Palm Springs Police Department for the purchase of a new police patrol vehicle. This action would authorize the purchase of the vehicle, which will be used by Reserve Officers in performance of their duties. BACKGROUND: The Police Reserve Officers Unit consists of 17 officers who contribute thousands of non-compensated hours annually towards the Police Department's mission. As the majority of patrol vehicles are assigned to individual officers and spare vehicles are generally in use by other on-duty personnel, Reserve Officers often find it difficult to locate a marked vehicle to drive when performing their duties. On April 11, 2003 at its annual donation ceremony, the Agua Caliente Band of Cahuilla Indians generously awarded $30,000 to the Reserve Officers Unit for the purpose of purchasing a marked patrol vehicle. The funds were deposited in account #001-3014- 52036, Safety Augmentation, Police Reserves Account. Additional expense for equipping and outfitting the vehicle for patrol activities is expected to cost about $13,000. Acquisition of this equipment and the services necessary for preparation of the vehicle is handled by Fleet Operations personnel. Sufficient funds exist in the Police Reserves account to cover these expenses as well. Annual maintenance costs for the vehicle will covered in the Police Department's MVR charges. The Director of Procurement and Contracting, in accordance with Municipal Code Section 7.09.010 has researched the comparative costs, values and feasibility of using our own competitive process versus utilization of a state or other cooperative contract. The Director finds that sufficient competition has been conducted to protect the public interest and the costs for vehicles and equipment obtained through the County of Riverside vehicle contract is less than the City would obtain through conducting independent processes. A $50 fee will be paid to the County of Riverside for participation in the program. Funds are available for this purchase in account #001-3014-52036, Safety Augmentation, Police Reserves account. I HEREBY CERTIFY that this Minute Order, approving the cooperative purchase of one (1) 2003 Ford Crown Victoria police patrol vehicle from Ramsey Street Ford, of Banning, CA through a County of Riverside contract in the amount of $23,419.46, was adopted by the City Council of the City of Palm Springs, California, in a meeting thereof held on the 7th day of May, 2003.
