HomeMy WebLinkAbout5/21/2003 - STAFF REPORTS DATE: May 21, 2003 TO: City Council FROM: Director of Public Works/City Engineer Director of Procurement & Contracting STREET SWEEPING CONTRACT SERVICES AGREEMENT. RECOMMENDATION: That City Council approve a contract services agreement with California Street Maintenance in the amount of$198,580 per year for three years beginning June 1, 2003, with a maximum of two 1-year extensions at staff's discretion with rate adjustments for each year equal to the Consumer Price Index. SUMMARY: Approval of this agreement will convert street sweeping from an "in-house" City provided service,to a service provided under this agreement by California Street Maintenance. The service will include street sweeping, parking lot sweeping and cleaning of the City parking structure. BACKGROUND. On April 2, 2003 City Council authorized staff to negotiate a contract services agreement with California Street Maintenance for street sweeping services. Staff has negotiated the attached agreement which will provide street sweeping services for all public streets, sweeping of all City owned parking lots and sweeping, emptying of trash receptacles, and cleaning of elevators in the City parking structure. Downtown will be swept 4 times per week, arterials once per week, residential streets once per month (50% more often than we currently sweep), parking lots once per week and the parking structure 3 times per week. Total amount of the agreement is $198,580 per year. California Street Maintenance has agreed to hold this price for a three year period. For subsequent years after the three year period, annual fee shall be adjusted by a percentage equal to the Consumer Price All Items Index (All Urban Consumers) for Los Angeles, Riverside and Orange Counties, in the event this contract is extended beyond the initial three year period. Funds are available in CSA152 Account 124-4242 (Street Cleaning). As previously reported to Council, the cost analysis indicates that contracting with California Street Maintenance will provide increased service, at considerably less cost than the City currently spends. This will allow for the roadside cleanup contract, which is currently funded from the General Fund, to be transferred to CSA152, thereby saving the General Fund approximately $55,000 annually. As we previously indicated to Council, converting street sweeping from an "in-house" City provided service to a contracted service will result in the elimination of the existing motor sweeper operator positions. Although there are two positions authorized at this time, only one of these positions is currently filled. California Street Maintenance May 21, 2003 Page 2 Under the Meyers-Milias-Brown Act (MMBA) the City is required to meet-and-confer in good faith with the affected bargaining unit prior to contracting out work currently performed by bargaining unit members. Pursuant to Council direction, staff has met with the General Unit in order to discuss the impacts of contracting out street sweeping services on bargaining unit work. In addition, staff has notified the affected employee about the potential service change and he has elected to accept a voluntary demotion to the airport to avoid being laid off. Now that this process has been completed, the City has fulfilled its legal obligation and the City Council is in a position to award the contract to the vendor. .ILL //," E- '%") DAVID J.
