VARIOUS CITYWIDE TRAFFIC SIGNAL IMPROVEMENTS
RECOMMENDATION-
It is recommended that the City Council award contract to DBX, Inc., in the amount of
$304,891.00,for Bid Schedules Athrough H inclusive,forthe Various Citywide Traffic Signal
Improvements, City Project 00-37.
SUMMARY:
Award ofthis contractwill provide forthe installation of traffic signal improvements at several
locations within the City, with the purpose of improving traffic circulation and traffic safety,
and upgrading older traffic signals to current standards.
BACKGROUND:
The Public Works and Engineering Department has grouped together a number of different
locations where traffic signal improvements are warranted or necessary to provide more
efficient traffic circulation. The following locations are currently budgeted for improvements,
and are included in the scope of this project:
Bid Schedule A: South Palm Canyon Drive at La Plaza; provide signal phasing for traffic
exiting the La Plaza parking lot. Currently, this is an illegal traffic stop; it is not consistent
with traffic standards to have a stop sign and signal operation at the some location. This
specific improvement was made for the La Plaza at Indian Canyon Drive as part of the
Indian Canyon Drive traffic signal interconnect project.
Bid Schedule B- South Palm Canyon Drive at Ramon Road; provide split signal phasing to
allow increased volumes of westbound traffic to move through the intersection.
Bid Schedule C' East Palm Canyon Drive at Cerritos Road/Smoke Tree Lane; provide
permissive/protected left-turn phasing. Traffic signal warrants have been met for left-turn
phasing at this location for the volume of traffic turning into the Smoketree shopping center.
However, staff is proposing permissive/protected phasing to facilitate more efficient traffic
circulation and avoid traffic delays due to protected only left-turn phasing during off-peak
hours.
Bid Schedule D: Farrell Drive at Baristo Road; this location includes the widening of the
southwest corner to ultimate location to facilitate an additional east-bound traffic lane, as
well as installation of permissive/protected left-turn phasing in each direction. Traffic signal
warrants for left-turn phasing have been met in each direction at this location, specifically
at peak hours when the Palm Springs High School classes begin and end. Additionally,
restriping of Baristo Road from Pavilion Way to Farrell Drive will facilitate increased and
more efficient traffic circulation.
Bid Schedule E: Farrell Drive at Alejo Road; this location currently has protected left-turn
phasing on Farrell Drive. However, analysis of the traffic volumes at this location indicate

the protected only phasing is not necessary. Staff is proposing that this signal be modified
to have permissive/protected left-turn phasing on Farrell Drive to facilitate more efficient
traffic circulation and avoid traffic delays due to protected only left-turn phasing.
Bid Schedule F: Indian Canyon Drive at San Raphael Road; this location currently has
protected left-turn phasing in each direction, decreasing the efficiency of this traffic signal
to move traffic volumes through the intersection. Staff is proposing that the protected left-
turn phasing be eliminated on San Raphael Road since protected phasing warrants are not
met (permissive left-turn phasing will result), and to provide permissive/protected left-turn
phasing on Indian Canyon Drive to facilitate more efficient traffic circulation and avoid traffic
delays due to protected only left-turn phasing.
Bid Schedule G- Ramon Road at El Placer; this location currently has protected left-turn
phasing on Ramon Road. However, analysis of the traffic volumes at this location indicate
the protected only phasing is not necessary. Staff is proposing that this signal be modified
to have permissive/protected left-turn phasing on Ramon Road to facilitate more efficient
traffic circulation and avoid traffic delays due to protected only left-turn phasing.
Bid Schedule H: South Palm Canyon Drive at East Palm Canyon Drive;this location occurs
on a radius bend on Palm Canyon Drive. Traffic continuing on South Palm Canyon Drive
is not controlled by the existing intersection. Analysis of this intersection shows an unsafe
condition for pedestrian traffic attempting to cross this leg of the intersection. Staff is
proposing the addition of a signal phase to allow for a protected pedestrian crossing at this
location.
On April 2, 2003, the City Council approved the plans and specifications and authorized
construction bidding. On April 8 and 15, 2003, the project was advertised for bids, and at
2:00 P.M. on April 29, 2003,the Department of Procurement and Contracting received bids
from the following contractors:

The low bidder is DBX, Inc., from Temecula, California. The company is a California
corporation and its officers are: Jim Perry, President and Secretary/Treasurer; and James
C.Perry,Vice-President. Sufficient funds are available in gas tax revenue account numbers
133-4298-50145 (Upgrade Pedestrian Signals), and 133-4298-50204 (Traffic Signal Flow
Improvements);and in local MeasureA revenue account numbers 134-4498-50204(Traffic
Signal Flow Improvements), 134-4498-50206(TrafSig Mod EPC@SPC@Ramon), and 134-
4498-50209 (L-Turn Phase Farrell@Baristo).

NOTICE INVITING BIDS
For constructing the:
Various Citywide Traffic Signal Improvements
City Project 00-37
N-1 NOTICE IS HEREBY GIVEN that sealed bids for the Various Citywide
Traffic Signal Improvements, City Project 00-37, will be received at
the office of the Director of Procurement and Contracting of the City
of Palm Springs, California, until 2: 00 P.M. on April 29, 2003, at
which time they will be opened and read aloud.
N-2 DESCRIPTION OF THE WORK: The Work comprises the installation of
new traffic signal poles, electrical system, controller equipment,
and associated improvements; traffic striping and signage; and all
appurtenant work.
N-3 AWARD OF CONTRACT:
(a) The City reserves the right after opening bids to reject any
or all bids, to waive any informality (non-responsiveness) in a bid,
or to make award to the lowest responsive, responsible bidder on the
basis of the total sum of Bid Schedules A through H inclusive, and
reject all other bids, as it may best serve the interest of the City.
Bidders shall bid on all Bid Schedules.
(b) As a condition of award, the successful bidder will be
required to submit payment and performance bonds and insurance.
N-4 BID SECURITY: each bid shall be accompanied by a certified or
cashier ' s check or Bid Bond in the amount of 10 percent of the total
sum of Bid Schedules A through H inclusive, payable to the City of
Palm Springs .
N-5 BIDS TO REMAIN OPEN: The Bidder shall guarantee the Total Bid
Price for a period of 60 calendar days from the date of bid opening.
N-6 CONTRACTOR' S LICENSE CLASSIFICATION: The Contractor shall
possess a valid Class A or C-10 Contractor license at the time of
submitting bids .
N-7 CALIFORNIA WAGE RATE REQUIREMENTS: The Contractor shall pay the
general prevailing rate of per diem wages as determined by the
Director of the Department of Industrial Relations of the State of
California for the locality where the work is to be performed. A copy
of said wage rates is on file at the office of the City Engineer.
The Contractor and any subcontractors shall pay not less than said
specified rates and shall post a copy of said wage rates at the
project site. ,.

N-8 RETAINAGE FROM PAYMENTS: The Contractor may elect to receive 100
percent of payments due under ,the Contract Documents from time to
time, without retention of any portion of the payment by the City, by
depositing securities of equivalent value with the City in accordance
with the provisions of Section 22300 of the Public Contract Code.
N-9 OBTAINING OR INSPECTING CONTRACT DOCUMENTS:
(a) Contract Documents may be inspected without charge at the
office of the City Engineer, 3200 East Tahquitz Canyon Way, Palm
Springs, CA 92262 .
(b) Complete sets of said Contract Documents may be purchased at
$30 . 00 per set and are obtainable from the office of the City
Engineer, 3200 East Tahquitz Canyon Way, Palm Springs, CA 92262. No
refund will be made of any charges for sets of Contract Documents .
(c) An additional fee of $20. 00 will be charged for sets of
documents sent by mail.
N-10 ADDRESS AND MARKING OF BIDS: The envelope enclosing the Bid
shall be sealed and addressed to the City of Palm Springs, and shall
be delivered or mailed to the Director of Procurement and Contracting
at 3200 East Tahquitz Canyon Way, Palm Springs, CA 92262 . The
envelope shall be plainly marked in the upper left hand corner with
the name and address of the Bidder and shall bear the words "Bid
For. . " followed by the title of the Project and the date and hour of
opening Bids. The certified or cashier' s check or Bid Bond shall be
enclosed in the same envelope with the Bid.

Signal Improvements, City Project 00-37, was adopted by the City Council of the City of
Palm Springs, California, in a meeting thereof held on the 21" day of May, 2003.
