PURCHASE OF PORTABLE POOL BULKHEAD FOR THE SWIM CENTER.
RECOMMENDATION:
That City Council approve the purchase of a Uniwall Moving Bulkhead for the Swim Center from
Natare Corporation, participating in a cooperative purchase based on a UC Santa Barbara
competitive process, for a total amount of$77,945.81.
SUMMARY:
Approval of this purchase from Natare Corporation of a portable pool bulkhead will allow the
Recreation Division to increase the number of swim lanes by almost 50% and accommodate the
continually increasing needs of the community.
BACKGROUND:
The Recreation Division has seen a significant increase in the amount of lanes needed to
accommodate swim clubs in the last couple of years. This increase is due to the limited availability
of public pool space throughout the region and an increase in the amount of students participating
in High School Swimming, Water Polo and private swim clubs operating in the area.
To accommodate this demand and assist in alleviating overcrowding of lane space, the Parks and
Recreation Commission, with staff's endorsement, recommends the installation of the proposed
portable pool bulkhead. This new bulkhead will be installed toward the shallow end of the pool and
will add an additional seven (7) practice swim lanes to the existing fifteen(15)swim lanes currently
available at the pool.
Staff researched multiple bulkheads and material options on the market today. It was determined
that stainless steel would be the most durable material to withstand the desert climate, specifically
the extreme summer temperatures, and year-round use. The proposed one-piece fabricated
bulkhead from Natare Corporation is constructed of low carbon stainless steel and provides wave
quelling via energy absorbing orifices. Both UC Santa Barbara, as well as UC Irvine, currently
have the Natare bulkhead installed in their swim centers.
Natare Corporation, a licensed California Contractor, was awarded the competitive bid conducted
by UC-Santa Barbara. Natare is offering the City of Palm Springs the same unit price of
$1,185.19 per linear foot(exclusive of freight, installation, and sales tax). With freight, installation,

and sales tax the total price per linear foot is $1,513.51. The proposed bulkhead is 5T 6".
The Directorof Procurement and Contracting,in accordance with Municipal Code Section 7.09.010
, finds that the competitive process conducted by UC Santa Barbara for the proposed purchase
is sufficient to protect the public interest and the total cost of the bulkhead is likely to be less
through the proposed cooperative purchase than could be obtained by conducting an independent
process.
The source of funds for this purchase are from the Parks Division annual Measure "Y" allocation
which are intended for capital improvements such as this. Funds are available in Account Number
261-2494-51517, Park Play Equipment, Measure Y' Improvements. The Parks Division will
replace these funds from next fiscal years Measure "Y" allocation when they become available.
Funds are being expended in this manner to allow for the manufacture of the bulkhead in advance
of allocating the funds in FY 03-04 due to the lead time required (8 weeks) and installation during
the month of August.

I HEREBY CERTIFY that this Minute Order approving the purchase of a Uniwall Moving Bulkhead
for the Swim Center from Natare Corporation, participating in a cooperative purchase based on a
University of California-Santa Barbara competitive process, for a total amount of$77,945.81,was
adopted by the City Council of the City of Palm Springs, California, in a meeting thereof held on
the 21"day of May, 2003.
