Award contractto Cora Constructors,in the amount of$987,575.00,for Bid Total No. 1 of Bid Schedule C only,for the Palm Springs Skate Park Construction, City Project 02-23, and 2. Approve Contract Change Order No. 1 with Cora Constructors, for a decrease of $36,438,40, for a total contract amount of$951,136.60,for the Palm Springs Skate Park Construction, City Project 02-23. SUMMARY. Award of this contract will provide for construction of the new Palm Springs Skate Park facility located within Sunrise Park. BACKGROUND: Widespread community support for, as well as previous Council endorsement of construction of a community skate park facility within the Sunrise Park grounds led to the award of a design contract with Site Design Group on April 24, 2002. Development of the conceptual plans forthe skate park facility,designed by Interactive Design Group,following months of community involvement and review by the Parks & Recreation Commission, Planning Commission, as well as previous City Council study session reviews,have resulted in development of plans and specifications for construction bidding of this facility. The plans and specifications forthis projectwere prepared by the City's project design team, in cooperation with Public Works and Engineering Department staff, and on December 18, 2002, the City Council approved and adopted the specifications for this project, and authorized advertisement for construction bids. The project was bid with four Bid Schedules (A through D),with the only difference between them being the type of lighting system to be installed in the skate park. Each Bid Schedule includes the same scope of work regarding the skate park, which includes: removal of existing concrete sidewalk and concrete masonry block walls; demolition and removals, and associated hazardous material handling and disposal of the existing pool house building;clearing,grubbing, removals and grading of the skate park site; construction of a complete Portland cement concrete skate parkwith various ledges, basins, pools, bowls, and other elements, including decorative coping, ceramic tile treatment, and steel edging; construction of new decorative Portland cement concrete walkways, concrete masonry block walls, and retaining walls, construction of decorative wrought iron fencing and gates; and installation of landscaping, irrigation, and lighting and electrical systems. Also, alternatively, as a result of Council direction, a choice regarding the type of wall to be constructed along the east side of the skate park adjacent to the Palm Springs High School Palm Springs Skate Park Construction May 14,2003 Page 2 is provided. The choice is to construct an 8 feet high block wall, or 8 feet high white wrought iron fence to match the existing high school perimeterfence along Ramon Road. Bid Total No. 1 of each Bid Schedule includes the costto construct the 8 feet high block wall, while Bid Total No. 2 of each Bid Schedule includes the cost to construct the 8 feet high wrought iron fence. In addition to the base scope of work, Bid Schedule A includes installation of only the infrastructure (conduit, footings, and basic electrical system) for a traditional 25-feet high pole and 1000-watt flood light system, but with no poles and lights, implying that the City, at least initially, would not operate the park at night. In addition to the base scope of work, Bid Schedule B includes installation of a complete traditional 1000-watt flood light system. In addition to the base scope of work, Bid Schedule C includes installation of steel light poles and cables to support hanging direct cut-off flood lights, but without a canopy shade structure system. In addition to the base scope of work, Bid Schedule D includes installation of steel light poles and cables with hanging direct cut-off flood lights and a canopy shade structure system. Staff had previously provided Council with a final budget estimate of approximately $1,600,000 for the total project (Swim Center and Skate Park) which was determined by estimates given by the City's consultant, Site Design Group. The combined construction bids that were received, however, resulted in cost overruns of at least $1,000,000. In light of the cost overruns, City Council directed staff to proceed with the redesign of the skate park project by relocating it easterly to clear the existing pool house building, and to postpone construction of the new pool house building as bid with the swim center project. However,the critical element of the swim center project that requires implementation is the replacement of the swim center equipment, and with Council's concurrence, staff was directed to re-bid the swim center project without the new building scope of work. That project is now being re-bid with a bid opening date of May 27, 2003, Staff has coordinated with Dudek & Associates, Inc., who initially prepared the civil engineering component of the skate park plans, to prepare a revised grading plan. A revised plan was necessary to reflect the relocation of the skate park and to identify ;2—, A ,� Palm Springs Skate Park Construction May 14. 2003 Page 3 changes, additions and deletions to the original scope of work included in the original bid. Changes tothe original scope of work include:elimination of the existing pool house building demolition and removals; modification of various drainage improvements;elimination of the concrete cast-in-place seatwall and landscaped planter area between the swim center and skate park; and elimination of the landscaping and irrigation improvements originally proposed. The revised layout of the skate park minimized opportunities for landscaped areas with the elimination of the seating area along the east side of the skate park. The areas available for minor landscaping will be coordinated with Parks Department staff. Staff has metwith Cora Constructors to negotiate prices related to the changes to the scope of work bid with the original skate park plans. That negotiation has resulted in a decrease of$36,438.40to the original contract amount of$951,136.60. A Contract Change Order has been prepared that will facilitate the requested revision of the skate park layout. The low bidder is Cora Constructors,from Palm Desert, California. The company is a sole proprietorship (individual owner) operated by Dennis Stockton. Sufficient funds will be available in General Fund Capital Project fund account number 26 1-2493-51 51 6 (Palm Springs Skatepark), of which $395,000 will be made available from a State Proposition 12 grant and $126,256 from a Roberta Z'Berg Harris grant. REASONS FOR CHANGES: Decreased and Increased Items: Pursuant to City Council direction, demolition and removal of the existing pool house building and postponement of the construction of a new pool house building required revisions to the original Skate Park Project. The existing pool house building is being protected in place and the skate park location is being relocated 30 feet easterly to clear the pool house building. The revision eliminated several bid items while requiring decreases and increases to other bid items. New construction items were also required as part of the revisions to the original Skate Park Project. D.
