1 DATE: June 4, 2003 TO: City Council FROM: Executive Director-Airports EXPLOSIVE DETECTION SYSTEMS (EDS) FACILITY - EXPEDITED PROCESSING APPROVAL RECOMMENDATION: It is recommended that City Council approve plans for an EDS Facility at the Airport and authorize the use of expeditedlemergency procurement procedures for completion of the project. SUMMARY: This action would approve the expedited development of a new EDS Facility behind the current ticket counter area. This project is being rushed to meet early fall deadlines to accept new Transportation Security Administration (TSA) supplied equipment. BACKGROUND: New federal requirements related to 100% screening of checked luggage for explosives were quickly forced into place last year at the Airport. The EDS was placed in the Airport's lobby which was already seriously undersized to handle peak passenger activity. This interim solution created serious congestion, poor customer service and at times, untenable exiting restrictions. Recently, staff was able to convince TSA to provide three (3) new CTX 5500 EDS machines for the airport. These machines allow for much quicker processing of luggage. These machines would need to be installed behind the ticket counters in the current covered (but not enclosed) outbound baggage handling area. These machines will arrive in late August and the Airport must be able to make them operational by October or possibly lose them to another airport. By installing the new equipment and supplementing it with existing in-lobby equipment, the baggage screening, except possibly for selectees (less than 2% of passengers), would be moved out of the lobby and thus solve a serious customer inconvenience issue. To accomplish the above referenced relocation,theAirportwould need to enclosethe current outbound baggage area (see attached drawing) and add new covered outbound baggage area. Normal design/bid/build scheduling will not allow for this necessary security improvement to be completed on time so as to provide for the safety and security of the traveling public. The staff recommends that the new covered outbound baggage area be developed as a quasi-design/build project (per Section 7.04.060 of the Municipal Code) in that we propose to hire a pre-engineered steel building company to do this work. The enclosure of the current outbound area is proposed to be handled similar to the security improvements installed last summer via the emergency provision in the Procurement Ordinance Section 7.04.040(3)which states. l �3,4 EDS Expedited Processing Approval June 4, 2003 - Page Two "(3) Emergency procurement for the Palm Springs International Airport. The city manager or his/her representative may authorize the director of the department of aviation, or his/her representative, to make emergency procurement of supplies, services or construction items regardless of the amount of the expenditure when there exists a threat to public health,welfare, security or safety at the Palm Springs International Airport, as determined by the director of aviation or his/her representative and/or as defined by FAA regulations or other appropriate safety or regulatory guidelines." Specifically, the Airport would seek no less than three quotes from local contractors for the enclosure work utilizing simplified design and specification documents. A Resolution is attached for City Council consideration which would approve the plans for bidding, authorize the use of a design/build approach on the steel building and expedited/emergency procurement provisions on the enclosure of the outbound baggage area. Funding for this work is provided for in the Airport's 03-04 capital budget; however, critical timing requirements of this project necessitate this early action by City Council. Actual expenditures will not occur until the 03/04 budget year begins. ALLEN F. OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING PLANS FOR THE AIRPORT'S EXPLOSIVE DETECTION SYSTEM FACILITY AND AUTHORIZINGA DESIGN/BUILD APPROACH AS WELL AS THE USE OF EXPEDITED/EMERGENCY PROVISION OF THE PROCUREMENT ORDINANCE TO IMPLEMENT THIS PROJECT. WHEREAS the Palm Springs International Airport is required by federal law to provide facilities for the 100% screening of all checked luggage; and WHEREAS this last year the screening of checked luggage took place in the ticketing lobby resulting in inconvenience and overcrowded facilities for the traveling public; and WHEREAS recently the Airport was notified that late summer of 2003, new equipment will be provided to the Airport for screening of checked luggage which must be installed behind the ticket counters (this is a "use it or lose it equipment" offer); and WHEREAS to provide for the adequate housing of the new equipment,which in turn will help ensure the safe and secure processing of passengers through the Airport,the Airport must carry out construction of those facilities in an expedited process, NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs as follows: SECTION 1. Thatthe plans fortheAirport's Explosive Detection System Facility are hereby approved, and SECTION 2. That the construction of a new outbound luggage handling canopy may be accomplished via a design/build pre-engineered steel building process; and SECTION 3. That the enclosure of the existing outbound luggage handling area may be accomplished via the emergency provision Section 7.04.040(3) of the Municipal Code. ADOPTED this day of 2003. AYES: NOES.
