HomeMy WebLinkAbout6/4/2003 - STAFF REPORTS (18) DATE: JUNE 4, 2003 TO: COMMUNITY REDEVELOPMENT AGENCY FROM: COMMUNITY DEVELOPMENT ADMINISTRATOR VIA DIRECTOR OF COMMUNITY& ECONOMIC DEVELOPMENT APPROVAL OF THE LOT LINE ADJUSTMENT NECESSARY FOR THE DEVELOPMENT OF COYOTE RUN II APARTMENTS NEAR THE CORNER OF SUNRISE WAY AND SAN RAFAEL ROAD RECOMMENDATION: It is recommended that the Agency approve a lot line adjustment necessary for the development of Coyote Run II Apartments, located on the west side of Sunrise Way and the north side of San Rafael Road. BACKGROUND: Ordinarily a lot line adjustment would be approved at the staff level; however, the Agency needs to approve this lot line adjustment because it is currently the property owner. The recordation of the lot line adjustment is necessitated by the combining of three separate parcels into one large parcel for the development of the proposed 66 affordable multi-family housing units and dedicating one parcel for future development of a public park. On July 3, 2002, the Agency approved the Disposition and Development Agreement (DDA) with the property developers, Coachella Valley Housing Coalition (CVHC) and Hacienda Sunset Affordable Housing Associates, a California Limited Partnership, for a 66-unit apartment complex adjacent to the existing Coyote Run Apartments. The DDA pledged financial subsidy in an amount not to exceed $1 million in exchange for the dedication of thirty-two (32) units to be set aside for low-moderate income persons, for a period fifty-five (55) years to available households with incomes no more than 60% of the Area Median Income (AMI). To date, CVHC has successfully been awarded $2.4 million in the State's first round of Multi-family Housing Program (MHP) funding which is being funded from Proposition 46 Housing Programs. These dollars comes on the heels of the $2.1 M HOME dollars which now CVHC is poised for the July's 4% TCAC 'non- competitive over-the-counter' application. It is anticipated that construction will begin this coming November or December. Therefore, Staff recommend that t e Agency allow this lot line adjustment. G i HN S. YMO D DALE E.
