DATE: June 11, 2003 TO: City Council FROM: Director of Public Works/City Engineer Director of Parks, Recreation & Facilities Palm Springs Swim Center Equipment Replacement RECOMMENDATION: It is recommended that the City Council award a contract to California Commercial Pools, Inc., in the amount of$358,000,00, for Bid Schedules A and B, for the Palm Springs Swim Center Equipment Replacement, City Project 98-21 (rebid). SUMMARY: Award of this contract will provide for replacement of swimming pool equipment for the existing Palm Springs Swim Center and resurfacing of the pool deck. BACKGROUND: Previously,the City included this scope of work as part of the Swim Center, Pool House and Concession Stand Improvements Project that would have provided for construction of a new pool house (locker room and restroom facility) and concession stand (administration building). That project was separately bid and a component to the Palm Springs Skate Park Construction, City Project 02-23. Originally, the City received bids on this project on March 11, 2003, however, those bids when combined with the bids for the Skate Park Project, exceeded the City's budget for the project. At the April 2, 2003, City Council meeting, the bids for City Project 98-21 were rejected, and staff was authorized to re-bid the project without the new Pool House/Concession Stand component. Bid Schedule A includes all work necessary to remove and replace the existing swim center mechanical equipment (pumps, filters, and heating system). Additive Bid Schedule B includes all work necessary in installing a new pool deck coating of the existing swim center pool deck. On May 6 and 13, 2003, the project was advertised for bids, and at 2:00 P.M. on May 27, 2003, the Department of Procurement and Contracting received bids from the following contractors: Contractor Bid Sch A Bid Sch B Total California Commercial Pools, Inc. $278,000.00 $80,000.00 $358.000.00 Glendora, CA Condor, Inc. $324,300.00 $70,000.00 $394,300.00 Altadena, CA The previous low bid rejected by City Council from J. Murrey Construction (which also included the pool house/concession stand construction)had a bid of$395,000 and$71,000 � for a total of$466,000 for the pool equipment replacement and pool deck resurfacing. The re-bid of this project with these scopes of work alone resulted in a savings of$108,000. N-4 BID SECURITY: each bid shall be accompanied by a certified or cashier' s check or Bid Bond in the amount of 10 percent of the total bid price of the total sum of Bid Schedule A and Additive Bid Schedule B, payable to the City of Palm Springs . N-5 BIDS TO REMAIN OPEN: The Bidder shall guarantee the Total Bid Price for a period of 60 calendar days ' from the date of bid opening. N-6 CONTRACTOR' S LICENSE CLASSIFICATION: The Contractor shall possess a valid Class B or C53 Contractor license at the time of submitting bids .
