ACQUISITION OF REPLACEMENT AIRFIELD/STREET SWEEPER
RECOMMENDATION:
It is recommended that City Council approve the acquisition of one(1)Elgin®Crosswind
airfield/street pavement sweeping unit from Haaker Equipment, in the amount of
$171,195.36, which will replace the existing Airport sweeper unit.
SUMMARY:
This action would replace the existing Airport sweeper, a 10 year old unit originally
purchased by the Airport under a grant from the Federal Aviation Administration (FAA).
This replacement unit is low-emission, CNG powered and will be in compliance with all
PM10 regulations.This new unit will be assigned to the Airport for sweeping of runways,
taxiways and roadway system, as well as City streets, as needed.
BACKGROUND:
The current Airport sweeper was purchased in 1994 and is scheduled for replacement
as part of the current budget year replacement of vehicles. This unit is not PM10
compliant, nor is it a low emission (CNG) vehicle. Particular emphasis was placed on
meeting both of these criteria with this purchase, in addition to the necessary
performance and functioning required. The bid specifications were written to address
the more complex and rigorous use on the Airport runways and taxiways,with the ability
to also perform on the surrounding roadways and City streets.
Under Resolution 18836 (June 5, 1996), City policy stipulates replacement with
alternative fuel vehicles when operationally suited. The firms listed below are the only
known sweeper manufacturers with alternative fuel(CNG)capability as well as a broom-
less "regenerative air" design that is AQMD Rule 1186 (PM10) compliant.
In January, 2003, an informal survey of airports with similar desert and sand conditions
was conducted regarding the type of sweeping equipment in use and general level of
user satisfaction. This research proved invaluable in developing the IFB.
In cooperation with the Department of Procurement&Contracting, Invitation For Bid(IFB
#03-10)was issued on May 16, 2003 to Elgin, Schwarze and Tymco, who are the only
manufacturers who could meet the requirements of the IFB.
Bids were received at 2 :00 p.m. on June 4, 2003 from the following bidders:

After reviewing all of the bids, the lowest responsive, responsible bidder is Haaker
Equipment.
Delivery of the unit is 180 calendar days.
The City has received approval to use Phase 4 Congestion Management Air Quality
(CMAQ)funds for PM10 reduction for the purchase of this sweeper, which will be used
on Airport runways, taxiways, surrounding roadways, as well as City streets. This grant
will pay for 88.53% of the purchase price, not to exceed$238,514.40. The sweeper unit
must be AQMD approved as these are federal funds under TEA 21, CVAG tracking
#CSM 104. Haaker Equipment has confirmed that the proposed unit meets this
requirement.
Once the unit has been received in proper working order and payment has been
processed, a reimbursement request in the amount of$151,559.25 will be requested.
The net cost to the City after grant reimbursement will be $19,636.11.
Funding is available via account # 510-5475-50015, MVR Reserves, Specialized
Equipment.
