SUBJECT: ALLOCATED POSITIONS AND COMPENSATION PLAN FOR POSITIONS
IN THE CITY SERVICE FOR THE 2003-04 FISCAL YEAR
RECOMMENDATION:
It is recommended that City Council approve the Allocated Positions and Compensation
Plan for fiscal year 2003-04, on file in the Office of the City Clerk.
SUMMARY:
This requested action would establish the City's Allocated Positions and Compensation
Plan for fiscal year 2003-04.
BACKGROUND:
The attached Allocated Positions and Compensation Plan implements the Council's
approval of the 2003-04 budget. The major changes include: the elimination of two
department head positions (Director of Information Technology and the Director of
Building and Safety), and the assignment of those job responsibilities to other positions
in the organization (Assistant City Manager and Building and Safety Manager); the
reorganization between Public Works and Parks, Recreation and Facilities, and the
resulting transfer of the Fleet and Facilities Divisions into Public Works. In addition, the
Streets Department has been reorganized, eliminating one position (Assistant Street
Maintenance Supervisor) and reclassifying several other positions to better reflect the
operations of the department.
As previously presented in the budget, two firefighter over-hires were eliminated; two
Police Officer positions are being eliminated, and two other Police Officer positions are
being converted to non-sworn positions (PAL and DARE). The positions of Risk
Manager, Safety Special Program Manager, Librarian I, Senior Library Assistant,
Secretary, Graphic Arts Technician, Recreation Program Assistants (1.5 positions),
Recreation Program Coordinator, Motor Sweeper Operators (2 positions), Fleet
Operations Supervisor, Grants and Governmental Affairs Manager, Information
Services Specialist, Arts Administrator, Administrative Assistant, Senior Traffic
Maintenance Electrician were eliminated, resulting in both the elimination of vacant
positions and the layoff of existing employees.
Staff is recommending that the City Manager be granted the authority for one over-hire
in the Police Department. This position will only be used to cover extended absences

due to injury, military service or other special circumstances that require the hiring of a
replacement Police Officer.
The attached plan represents the total positions allocated under the adopted budget for
the next fiscal year. Any additional positions and/or changes that may result from labor
negotiations will be brought back to Council for separate action.
The total number of allocated positions is 442.75, which represents a total decrease of
16.50 positions over the fiscal year 2002/03 authorized position allocations.

RESOLUTION NO.
OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, ADOPTING THE ALLOCATED POSITIONS AND
COMPENSATION PLAN FOR FISCAL YEAR 2003-2004,
WHEREAS an Allocated Positions and Compensation Plan was adopted June 5, 2002, for the
2002-03 fiscal year by Resolution 20358; and
WHEREAS the City Council adopted a budget for fiscal year 2003-04 on June 4, 2003; and
WHEREAS the City Council desires to establish an Allocated Positions and Compensation Plan
for fiscal year 2003-04.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Palm Springs, as
follows:
Section 1.
That the following Allocated Positions for positions in the City service for fiscal year 2003-
04, until further modified, are hereby approved and adopted; and that the following
Compensation Plans for positions in the City service for fiscal year 2003-04, until further
modified, are hereby approved.
Section 2.
The Allocated Positions Plan for positions in the City service for fiscal year 2003-04 is
effective July 1, 2003; and the Compensation Plans for positions in the City service for
fiscal year 2003-04 are effective June 22, 2003, per approved recognized Units'
Memoranda of Understanding.
