NOIA, ON BEHALF OF LAWRENCE JOSEPH BOW, LEONARD CHARLES BOW,ARTHUR W. DIAZ JR., BELINDA SUE SHORT, FOR A PRELIMINARY PLANNED DEVELOPMENT DISTRICT INCLUDING A 500 ROOM RESORT HOTEL, 200 VACATION UNITS, 500,000 SQUARE FEET OF RETAIL, BUSINESS PARK AND OFFICE SPACE AND AN 18 HOLE GOLF COURSE, ON 273 ACRES SITE, AT THE INTERSECTION OF CROSSLEY ROAD AND MESQUITE AVENUE, W-M-1, M-1, AND W ZONES, SECTION 20. RECOMMENDATION The Planning Commission recommends that the City Council approve a time extension from July 5,2003 to July 4, 2004,for Case No. 5.0870-PD-268 (Planned Development District 268), subject to the original conditions of approval. The subject site is irregularly shaped and is bound by the Palm Springs Marketplace, Ramon Road and the Cimarron Golf Course to the north, unimproved land, the east bank of the Whitewater River Wash and the Cathedral Canyon Country Club Golf Course to the east, unimproved land,the Tahquitz Creek Golf Course,the Fairways and Fairways East condominiums to the south, and unimproved land, an industrial subdivision, Crossley Road and the extension of San Luis Rey Road to the west. SUMMARY The applicant is requesting a time extension of Planned Development District 268. Since the project was originally approved,the development team has been reconfigured and the project has been renamed the Indian Oasis Resort. The applicant has submitted amended the project plans,which are currently being evaluated by staff, prior to review by the Planning Commission of an amendment to the PD. The requested time extension will allowthe applicant additional time to prepare and complete their application for an amendment to the PD. The project includes a 500 room resort hotel, 200 vacation units (timeshare), 500,000 square feet of business,office park and commercial/retail uses, and a 7,000 yard championship 18-hole golf course on approximately 273 acres. The hotel is proposed with a maximum height of 100 feet, inclusive of the mechanical suite and elevators. BACKGROUND At it's June 20, 2001 meeting the Planning Commission, voted to recommended that the City Council approve the project. On July 5, 2001,the City Council voted to approve the project.The project is subject to all previous conditions of approval. On June 11, 2003 the Planning Commission voted to recommend that the City Council grant this time extension. ENVIRONMENTAL ANALYSIS AND NOTIFICATION Requests for time extensions are categorically exempt from an environmental assessment per Section 15301 of the California Environmental Quality Act ("CEQA") and local guidelines for implementation of CEQA.
