HomeMy WebLinkAbout7/16/2003 - STAFF REPORTS (5) DATE: July 16, 2003 TO: City Council FROM: Executive Director-Airports DESIGN, FABRICATION AND ERECTION OF PRE-ENGINEERED METAL BUILDING FOR THE PALM SPRINGS INTERNATIONAL AIRPORT - CITY PROJECT#2003-03 RECOMMENDATION: It is recommended that the City Council award a contract for the construction of the Transportation Security Administration (TSA) Baggage Area at the Palm Springs International Airport (City Project 2003-03). SUMMARY: This action would approve the construction of a pre-engineered metal canopy behind the current ticket counter area, which will be part of the Explosive Detection System (EDS). This canopy will provide weather protection for airline personnel when loading baggage after the baggage screening is complete. Bid tabulation results will be provided at the July 16, 2003 meeting. BACKGROUND: New federal requirements related to 100% screening of checked baggage for explosives were quickly forced into place last year at the Airport. The Explosive Trace Detection (ETD) machines were placed in the Airport's ticket wing lobby, which was already seriously undersized to handle peak passenger activity. This interim solution created congestion, poor customer service and at times, untenable exiting restrictions. Recently, the TSA agreed with Airport staff and will be providing three (3) CTX 5500 EDS machines for the Airport. These machines allow for more efficient processing of the luggage,while providing a higher level of security.These machines will be installed behind the ticket counters in the current covered, but not enclosed, outbound baggage handling area.The machine are scheduled to arrive in late August and the Airport must be able to have them operational by October or possibly lost them to another airport. Due to the critical nature of this project, on June 4, 2003, the City Council approved the plans for City Project #2003-03, the design, fabrication and erection of a pre- engineered metal building. Additionally, the City Council authorized the accomplishment of this project via a design/build process. In cooperation with the Department of Procurement and Contracting, a Request For Proposal (RFP) for the design, fabrication and erection of a pre-engineered metal building was distributed on June 5, 2003. In order to ensure a high quality project, a two-step pre-qualification process was utilized. This pre-qualification process was in accordance with State of California and City procurement guidelines. The following firms successfully completed this pre-qualification process: W.B. The Airport Commission will be updated on this item at it's regularly scheduled meeting of August 6, 2003.
