APPROVE THE PURCHASE OF ONE HUNDRED AND EIGHTY (180) AVON GAS
MASKS FOR DOMESTIC PREPAREDNESS AND RESPONSE
RECOMMENDATION:
It is recommended that the City Council approve the purchase of one hundred and
eighty (180) Avon FM-12 Chemical, Biological, Radiological, and Nuclear (CBRN) gas
masks from All State Police Equipment, of Claremont CA, in the amount of $48,945.22,
including shipping, and all applicable taxes.
SUMMARY:
This purchase will provide gas masks, filters, and carrying bags, for every firefighter,
police officer, reserve police officer, and Mounted Police Search and Rescue volunteer,
to be utilized during a domestic incident involving the dispersal of CBRN, tear gas, or
pepper spray.
This project is funded with the Federal Homeland Security Equipment Grant (federal
fiscal year 2001 and 2002 appropriations), and Police Asset Forfeiture Funds.
BACKGROUND:
The Police and Fire Department staffs have determined that issuing gas masks to every
first responder in the City is a high priority and an excellent use of homeland security
grant funds. The existing masks used in the Police Department do not meet current
respiratory standards for CBRN environments, and the Fire Department masks are only
designed for supplied (pressurized) air systems.
Utilizing the results of an evaluation and testing process conducted by the Orange
County Sheriff's Terrorism Early Warning Group, the City's Emergency Services
Coordinator identified the FM-12 gas mask manufactured by Avon as the CBRN gas
mask best suited for the uses intended by the City.
Over the 16 criteria utilized for testing masks that passed an initial screening process,
the Avon mask consistently scored higher than other masks in its class. The Avon mask
can be donned within seconds and provides up to 6 hours of protection with only one
filter. The mask carries a warranty of 7 years, 6 years longer than its closest
competitors. The Avon mask is currently the standard issue for the Departments of
Defense and Energy, the California Highway Patrol and numerous other agencies
(including, now, the Orange County Sheriff's Department).
The Avon mask was tested in training environments at the Police and Fire Departments
with very successful and favorable results. The mask will provide the City's first
responders with the highest level of respiratory protection in the event of a CBRN
incident.
The Department of Procurement and Contracting conducted RFQ #2004-03 for Avon
FM-12 gas masks, canisters and carrying cases and received five responses on
September 2nd. The results are as follows:

Second Chance Body Armor $57,124.33
Ron Macy Associates $57,333.78
Staff recommends purchase of the Avon FM-12 CBRN gas masks from All State Police
Equipment of Claremont, CA in the amount of $48,945.22, including sales tax and
shipping.
Funds for this purchase are available in account 261-3600-53017 (F/Y 01 HOMELAND
SECURITY EQUIPMENT $27,555.25), 261-3600-53018 (F/Y 02 HOMELAND
SECURITY EQUIPMENT $9,389.97), AND 3012-43929 (LOCAL POLICE ASSET
FORFEITURE $12,000).

I HEREBY CERTIFY that this Minute Order, approving the purchase of one hundred and
eighty (180) Avon gas masks, canisters, and carrying cases for domestic preparedness
and response from All State Police Equipment, of Claremont CA, in the amount of
$48,945.22 was adopted by the City Council of the City of Palm Springs, California in a
meeting thereof held on the 17th day of September, 2003.
