EXPLOSIVE DETECTION SYSTEM - BAGGAGE BELT MODIFICATIONS
RECOMMENDATION:
It is recommended thatthe City Council ratifythe emergency procurementfor baggage
belt modifications related to the Airport's Explosive Detection System (EDS)
installation, to Airline Baggage Handling, Inc in the amount of$69,654.00.
SUMMARY:
This action would ratify the emergency procurement for baggage belt modifications
related to the Explosive Detection System (EDS). In order to improve the efficiency of
the system, modifications to the existing baggage belts were required. It is necessary
to have these modifications complete prior to the upcoming holiday travel season.
BACKGROUND:
New federal requirements related to 100% screening of checked baggage for
explosives were quickly forced into place last year at the Airport. The Explosive Trace
Detection (ETD) machines were placed in the Airport's ticket wing lobby, which was
already seriously undersized to handle peak passenger activity. This interim solution
created congestion, poor customerservice and attimes, untenable exiting restrictions.
Recently, the Transportation Security Administration (TSA) agreed with Airport staff
and will be providing three (3) CTX 5500 EDS machines for the Airport. These
machines allow for more efficient processing of the luggage, while providing a higher
level of security. The machines are scheduled to arrive in early September and the
Airport must be able to have them operational by October or possibly lost them to
another airport.
During the discussion with TSA, the manufacturers of the machines and the airlines,
it was determined that modifications to the existing inbound baggage belt system
would be required. In order to complete this work in coordination with the overall
project timeline, there was not sufficient time to use the normal design and bidding
process.
Airline Baggage Handling, Inc(ABHI)has completed numerous baggage belt projects
at all of the Southern California airports, including Palm Springs.They have performed
admirably on their previous projects here at the Airport.
Section 7.04.040(3)of the Procurement Ordinance outlines procedures for emergency
procurement at the Palm Springs International Airport whereby the City Manager can
authorize emergency procurements when ever there is a threat to public health,
welfare, security or safety.

As these baggage belt modifications are on the inbound portion of EDS, staff has a
pending request with TSA for 100% reimbursement of these costs.
The Airport Commission will be updated on this item at it's regularly scheduled meeting
of September 3, 2003.
Funding for the project are available in Airport Account No. 415-6400-56057 (EDS
Facility Expansion).

I HEREBY CERTIFY that this Minute Order, approving a Lease Agreement with
the Frank Culver Nichols Revocable ratifying the emergency procurement to
Airline Baggage Handling, Inc., for baggage belt modifications at the Palm
Springs International Airport, in the amount of $69,654, was adopted by the City
Council of the City of Palm Springs, California, in a meeting thereof held on the
131h day of August, 2003.
