HSPB-46: REQUEST TO DESIGNATE THE EDRIS HOUSE LOCATED AT 1030 WEST CIELO DRIVE AS A CLASS 1 HISTORIC SITE, RECOMMENDATION The Historic Site Preservation Board(RSPB)recommends that the City Council adopt the attached resolution to designate the Edris House as a Class 1 Historic Site. SUMMARY The RSPB, at its July 8, 2003 meeting, voted 6-0 (1 absent) to designate the Edris House as a Class 1 Historic Site, subject to the following: that the shape of the pool and the dixie-cup light fixtures be considered as defining characteristics of the home. RULES AND REGULATIONS FOR A CLASS 1 HISTORIC SITE A Class 1 Historic Site is a structure or site that qualifies for city designation. This structure or site may be qualified at the federal, state and/or county level. An archival file will be maintained. The structure or site may not be modified nor objects removed without the approval of the City Council. Usage may be limited by the City Council to the extent that it may impair the integrity of the site. The site will be plaqued. The City Council is authorized to designate Historic Sites. The Historic Site Preservation Board is charged with conducting studies and investigation of sites proposed for designation and making a recommendation to the City Council regarding proposed designation. In accordance with Section 8.05.180 of the Palm Springs Municipal Code, no person may undertake any of the following within or upon aCtassl Historic Site without a Certificate of Approval from the HSPB: 1. Construction of a new structure; 2. The moving, demolition, or alteration of an existing structure in any manner which affects the exterior appearance of the structure; 3. A change in land use which affects the exterior appearance of a structure or the interior arrangement of the public buildings; 4. The erection, remodeling or replacing of a sign which affects the exterior appearance of a structure; Additionally, in accordance with Section 8.05.170 of the Municipal Code, at any time after the initiation of proceedings for designation of an historic site,the HSPB may, upon its own motion or upon the application of any interested person, issue an order staying any proposed or threatened demolition or alteration of the exterior of any structure within or upon such proposed site. Such stay order shall be effective for no longer than 120 days and is intended to afford time for necessary studies, hearings, and determination whether such site should be designated as a historic Site. Such stay order may be extended once for a period not to exceed sixty days. Decisions of the City Council are final. / ! I1 EDRIS HOUSE BACKGROUND The 2,800 square foot, L-shaped home was designed by Stewart Williams and constructed in 1954 for Marjorie and William Edris. It is located on the western portion of a 53,240 square foot, triangular-shaped lot. The house sits on its own ridge overlooking Palm Spring, surrounded by boulders that were bulldozed into clusters when the roads were put in. Williams did some excavating to carve out the pool and to create a flat building pad, moving as few boulders as possible.' Williams had spent a year studying in Sweden and developed an admiration for Swedish and Scandinavian design. When he was discharged from the army, Williams moved to Palm Springs in 1946 to establish a practice. The Edris House was one of approximately 6 other residences that he designed, aside from his own. The Edris House reflects Williams' attempt to blend architecture into the environment. The plan includes a large v-shaped roof hung from a steel frame. The house is nestled into the hillside and has a low profile from the street, belying the tremendous views from the rear of the home. Continuing with his signature from brining the environment inside the home, Williams placed a planter inside the entrance to the home and continued the theme with a planter that separated the dining and living room. With the exception of the west side wall and chimney of native stone, the house was sheathed entirely in Douglas fir wood that was sandblasted and painted for the ceilings and walls.' The home has been well maintained and remains virtually unchanged since its original construction. Staff's review of building permits found that the only change to the original structure was a re-roof in 1984. The property owner also received architectural approval in July 2002 for a new spa,fence, and spa equipment to replace the original flagstone sun bathing area at the northeast corner of the home. Staff recommends that all existing alterations be considered acceptable. All work has and will be done in compliance with the Building Code. In addition, because the property is located on a hillside, any changes to the exterior of the property are subject to architectural approval. The owner also wishes to have the opportunity to add a gate to the front driveway in the future. Plans for the gate will be subject to architectural approval and HSPB review. The subject property is zoned R-1-A and is located on a slope of greater than 10%. All exterior improvements are subject to Architectural Approval per Section 94.04.00 of the Palm Springs Zoning Ordinance. EDRIS HOUSE DEFINING CHARACTERISTICS The defining characteristics of the home are: V-shaped roof Expansive windows Native stone Shape of the pool Dixie-cup shaped light fixtures V-shaped roof: The roof hangs from a steel frame and hovers independently of the low-set 'Cygelman,Adele and David Glomb(photographer). Expansive windows: The windows provide panoramic views of the valley floor and contribute to the home's atmosphere of light and air. Native stone: The chimney has an exterior of native stone that appears to anchor the roof while the guest room is defined by the stone wall at the west side of the house. Shape of the pool: The pool nestles into the natural landscape of the property. Exterior light fixtures: The exterior light fixtures were designed by Stewart Williams and are unique to the home. In addition, a planter between the entrance and dining room contains iron rods topped with perforated dixie-cup shaped light fixtures that are a unique feature of the home. ENVIRONMENTAL ASSESSMENT AND NOTIFICATION In accordance with Section 15331 (Historical Resources Restoration/Rehabilitation) of the California Environmental Quality Act (CEQA), the proposed designation is categorically exempt from environmental review as the proposed designation meets the conditions outlined for preservation of a historic resource. All property owners within three hundred (300) feet of the subject site have been notified. As of the writing of this report, staff has received general inquiries from interested property owners. The City Council meeting begins at 7:OOp.m. in the Council Chamber at City Hall, 3200 E. Tahquitz Canyon Way, Palm Springs. The purpose of the hearing is to consider designation of the Edris House located at 1030 West Cielo Drive as a Class One Historic Site. The Edris House was constructed in 1953 and has defining characteristics such as the v-shaped roof, expansive windows, native stone, shape of the pool, and exterior and some interior light fixtures. Class 1 Historic Sites may be qualified at the federal, state, and/or county level. The site will be plaqued and the structure or site may not be altered without the approval of the Historic Site Preservation Board. This request is categorically exempt from review pursuant to Section 15331 (Historical Resource Restoration/Rehabilitation) of the California Environmental Quality Act (CEQA), whereas the proposed designation meets the conditions outlined for preservation of a historic resource. The application is available for public review in the Department of Planning and Zoning, City Hall, 3200 E. Tahquitz Canyon Way, Palm Springs. Roberts and John Boccardo, filed an application for Historic Site Designation; and WHEREAS, notice of a public hearing of the Historic Site Preservation Board of the City of Palm Springs to consider designation of the Edris House as a Class 1 historic site was issued in accordance with applicable law; and WHEREAS, on July 8, 2003, a public hearing to consider the designation of the Edris House as a Class 1 Historic Site was held by the Historic Site Preservation Board in accordance with applicable law; and WHEREAS, notice of a public hearing of the City Council of the City of Palm Springs to consider designation of the Edris House as a Class 1 Historic Site was issued in accordance with applicable law; and WHEREAS,on September 3,2003, a public hearing to consider the designation of the Edris House as Class 1 Historic Site was held by the City Council in accordance with applicable law; and WHEREAS, the designation of the Edris House shall further the purpose and intent of Chapter 8.05; and WHEREAS, the designation of the Edris House shall promote the sensitive preservation of said site; and WHEREAS, the City Council has carefully reviewed and considered all of the evidence presented in connection with the designation, including but not limited to the staff report, all written and oral testimony presented. THE CITY COUNCIL HEREBY FINDS AS FOLLOWS: Section 1: The Edris House located at 1030 West Cielo Drive is designated as a Class One Historic Site pursuant to Chapter 8.05 of the Palm Springs Municipal Code. / 6/ Resolution 20728 Page 2 Section 2: No permit for an alteration to the v-shaped roof shall be issued as the roof is considered a defining characteristic of the home. Section 3: No permit for the alteration of the expansive windows shall be issued as the windows are considered a defining characteristic of the home. Section 4: No permit for the alteration of the native stone on the chimney piece and walls shall be issued as the native stone is considered a defining characteristic of the home. Section 5: No permit for the alteration of the shape of the pool shall be issued as the shape of the pool is considered a defining characteristic of the home. Section 6: No permit for the alteration of the dixie-cup shaped light fixtures shall be issued as the light fixtures are considered a defining characteristic of the home. Section 7: All existing or previously approved alterations are considered acceptable. Section 8: All future exterior modifications including but not limited to building, site, landscaping,lighting,walls,and fences shall require Architectural Approval pursuant to Section 94.04.00 of the Palm Springs Zoning Ordinance and Historic Site Preservation Board review. Section 9: To allow for public viewing of the structure, a public view corridor of the structure from Cielo Drive is required. Section 10: The property owner shall permit the City to demark the Edris House as an historic site with a plaque of the City's choosing. The plaque shall be placed in a location visible from the public right-of-way. Owner shall maintain the plaque in the location installed and pay for the replacement cost if the plaque is lost, stolen, or otherwise removed from the property, Section 11: This resolution, and the historic designation put in place by it, shall not affect title to the property. Section 12: The City Council directs the City Clerk to submit this resolution to the County recorder for recordation within 90 days of the effective date of this resolution. /�/✓Z Resolution 20728 Page 3 NOW, THEREFORE, BE IT RESOLVED that, based upon the foregoing, the City Council designates the Edris House, located at 1030 West Cielo Drive, as a Class 1 Historic Site.
