HomeMy WebLinkAbout9/3/2003 - STAFF REPORTS (30) DATE: September 3, 2003 TO: City Council FROM: Police Chief Gary Jeandron AMENDING THE ALLOCATED POSITION AND COMPENSATION PLAN RECOMMENDATION It is recommended that the City Council approve Amendment #3 to the Allocated Positions and Compensation Plan, adopted by Resolution 20641 authorizing the addition of one Police Officer (Family Intervention Officer) position. SUMMARY This police officer position will be a Family Intervention Officer (FIO) who will work in collaboration with the Palm Springs Unified School District, to administer police services to at-risk students and the families of at-risk students enrolled in the School District. This position will be funded by the State of California 2003 School Community Policing Partnership Grant. The grant funding will pay for the FIO's salary and benefits for three years, and for modifications to the current Police Training Center Library, which will become the FIO's workspace, office and counselor's area. BACKGROUND The Palm Springs Police Department has long held that proactive intervention programs focusing on the children and youth of our community are crucial to crime prevention. The Department's DARE and PAL programs are examples of successful attempts to offer education and alternative activities to at-risk children. Intervention works. Children raised in violent, abusive or deprived social environments are at the highest risk of exhibiting criminal behavior. Historically, students committing criminal acts, or those who are on the verge of committing criminal acts, are channeled through School District disciplinary functions and/or Riverside County Juvenile Probation services. In most cases the traditional educational and probation interventions come too late. Missing from this quotient are referrals for mental health and parenting skills services. Providing these services early on is an innovative approach whose time has arrived. The nexus is clear. Intervention based on a mental health component will lead to decreased incidence of criminal behavior. The 0� 9d addition of parenting skills mentoring will help insure that the members of the target group become responsible members of the community. The 2003 School Community Policing Partnership Grant project is predicated on collaboration between education, the mental health profession, and the police, to develop an innovative intervention program. The Family Intervention Officer will serve as the facilitator to an array of services that includes after-school activities, counseling referrals for the at- risk student and their families, parenting skills classes for those parents in need of assistance, and others duties as assigned. FISCAL IMPACT The City will bill the Palm Springs Unified School District for the Family Intervention Officer position under account number 3016-40000. The cost to the City of Palm Springs for FY 2003-2004 will be in-kind in the amount of $47,000. This cost includes the officer's police car, vehicle maintenance, laptop computer, cell phone, and pager. It is anticipated that in-kind costs for FY 2004-2005 and 2005-2006 will be $17,000 per year, as those years' costs will not include the officer's car.
