HERITAGE DISTRICT/UPTOWN LIGHTING SYSTEM
RECOMMENDATION:
It is recommended that the Community Redevelopment Agency award contract to Moore
Electrical Contracting, Inc., in the amount of $181,321.00 for the Heritage
District/Uptown Lighting System, City Project 02-26; and authorize an additional
expenditure through a future Contract Change Order of up to $8,000.00 as payment for
early completion incentives as allowed in the project specifications.
SUMMARY:
Award of this contract will install the electrical system and infrastructure for future
installation of decorative "Heritage District' or "Uptown" pedestrian walkway lights to
match and connect to the exsting decorative walkway lights in the area.
BACKGROUND:
The Agency has programmed a capital project for "Uptown Lighting" as part of the
2002/2003 and 2003/2004 capital project budget. The project proposes to install the
electrical system and infrastructure for future installation of decorative "Heritage District'
or "Uptown" pedestrian walkway lights to match and connect to the existing decorative
walkway lights in the area. An underground electrical system and light pole foundations
with temporary aluminum bollards for a total of 35 new walkway lights are proposed to
be installed along North Palm Canyon Drive, from Granvia Valmonte to Tachevah Drive,
and on Tamarisk Road, from Palm Canyon Drive to Indian Canyon Drive.
This project is similar to the recently completed Phase 1 of the Tahquitz Canyon Way
lighting system, whereby the underground electrical system and light pole foundations
with bollards were installed and are ready for future installation of decorative walkway
lights by adjacent business owners, or by the Agency at a later date. Similarly, new
decorative walkway lights in the Heritage District/Uptown area would be installed by
others and as adjacent business owners purchase decorative walkway lights, or, if the
Agency budgets for installation of the walkway lights as a future project. On September
17, 2003, the Agency authorized the purchase of the first 15 decorative walkway lights
for this project.
The plans were prepared by Dream Engineering, with specifications prepared by
Engineering Division staff. The Agency approved the plans and specifications, and
authorized construction bidding at its September 3, 2003, meeting. On September 9 and
16, 2003, the project was advertised for bids, and at 2:00 P.M. on September 30, 2003,
the Department of Procurement and Contracting received bids from the following
contractors:

As part of the Agency's review of the plans and specifications at its meeting of
September 3, 2003, the Agency requested that provisions be included for early
completion incentives, similar to the incentives allowed for the contractor as part of the
Palm Canyon Drive rehabilitation project. In accordance with that request, staff included
provisions for two early completion incentives: $800 per day up to $4,000 for early
completion of all underground trenching and excavation within North Palm Canyon Drive
prior to the required completion date of November 26; and $800 per day up to $4,000 for
early completion of construction initiated behind the sidewalk (i.e. concrete removals for
light pole foundations and installation of foundations, pull boxes and bollards) prior to the
required completion date December 5. A maximum early completion incentive of $8,000
is possible.
The engineer's estimate was $203,000. The low bidder is Moore Electrical Contracting,
Inc., from Corona, CA. The company is a corporation whose officers are: Rusty B.
Moore, President; Paul J. Thorp, Vice President; Wesley L. Lobo, Vice President;
Marilyn J. Phillips, Corporate Secretary; and Ray Ashworth, Chief Financial Officer.
Sufficient funds are available in Merged Area#1 general government funds account 811-
8191-65153 (Lighting Program).
